𝙎𝙋 𝙐𝙋𝘿𝘼𝙏𝙀 | The Committee on Finance and Appropriations convened on July 28, 2026, at the SP Session Hall, Provincial Capitol in Pigcarangan, Tubod, Lanao del Norte, to assess supplemental budget and development planning proposals from several municipalities. Presiding over the meeting was Committee Vice Chairperson SP Member Setty Deamila C. Macarambon, acting on behalf of Chairperson SP Member Maria Cristina N. Atay.

In attendance were Provincial Budget Officer Chirelyn R. Leopoldo, representatives from the Provincial Planning and Development Office (PPDO), and local officials from the municipalities of Linamon, Kolambugan, and Tubod. The committee reviewed the Calendar Year 2026 Supplemental Annual Investment Program (SAIP) No. 2 submitted by the three municipalities, as well as the proposed Supplemental Budget of Kolambugan.
After thorough evaluation, the committee formally approved the Supplemental Budget of the Municipality of Kolambugan.

Meanwhile, action on the SAIPs of Linamon, Kolambugan, and Tubod was deferred. The measures will require the submission of complete supporting documents and the issuance of the final recommendation from the PPDO to ensure full compliance with planning standards and budgeting regulations.

The committee’s actions reaffirm the Sangguniang Panlalawigan’s commitment to prudent fiscal oversight — ensuring that all local budgets and investment programs undergo rigorous review, adhere to existing policies, and align with the province’s development priorities.

𝙎𝙋 𝙐𝙋𝘿𝘼𝙏𝙀 | Sangguniang Panlalawigan (SP) Member Maida A. Tawantawan, Chairperson of the Committee on Education, led the two-day formal turnover of newly completed school infrastructure projects across the province on June 29–30, 2026. The activity underscores the provincial government’s strong commitment to upgrading public education and providing learners with improved, quality learning facilities. The turnover ceremonies covered schools in the municipalities of Baloi, Linamon, Maigo, Baroy, Tubod, Sapad, Kapatagan, and Lala.

The delivered infrastructure includes two-classroom buildings at Abaga Integrated School, Linamon Central Elementary School, Labuay Elementary School, Fausto Memorial Elementary School, Malingao Central School, San Antonio Elementary School, Don Juan Memorial Integrated School, Suso Integrated School, Kalinaw Kalilintad Integrated Peace School, and F. Bolante Memorial Elementary School. Baroy Central Elementary School received a new library building, while Mapurog Elementary School and Malinas Elementary School were each turned over with multi-purpose facilities. The package also featured the rehabilitated and expanded Lala National Multi-Purpose Building in Maranding and a three-classroom building at Magpatao Elementary School.

In her remarks, Chairperson Tawantawan described the projects as vital investments in the province’s education sector, designed to give students and teachers safer, more conducive, and fully functional learning environments. She extended recognition to the leadership and support of Provincial Governor Mohammad Khalid Q. Dimaporo, 1st District Representative Imelda “Angging” Quibranza Dimaporo, and 2nd District Representative Sittie Aminah Q. The Sangguniang Panlalawigan (SP) of Lanao del Norte convened its 51st Regular Session on August 3, 2026, at the SP Session Hall, Provincial Capitol in Pigcarangan, Tubod. Presiding over the session was SP Member Eleuterio M. Obial, Jr., serving on behalf of Vice Governor Allan J. Lim. Lawmakers considered five resolutions on third and final reading, covering the validation of local ordinances, support for provincial healthcare infrastructure, and the approval of municipal budgets.

The body validated two key ordinances from the Municipality of Bacolod: one institutionalizing and strengthening the implementation of the Alternative Learning System (ALS) to expand educational opportunities for out-of-school youth and adult learners; and another establishing the municipality’s Early Childhood Care and Development (ECCD) Program, which integrates health, nutrition, early education, child protection, and family support services for young children.

The SP also adopted a resolution expressing support for the proposed construction of infrastructure projects at provincial government hospitals. The measure fulfills a requirement from the Department of Health–Region X for the issuance of a Permit to Construct, clearing the way for the preparation of Detailed Engineering Design and Program of Works documents and the eventual implementation of the hospital improvement projects.

Completing the session’s actions, the Sanggunian declared valid the Fiscal Year 2026 Annual Budget Ordinance of Sultan Naga Dimaporo and the Calendar Year 2026 Appropriation Ordinance of Kapatagan. Both resolutions affirm that the municipalities’ fiscal plans comply with existing laws, accounting standards, and auditing regulations, formally authorizing the release and utilization of their respective appropriations.

The Sangguniang Panlalawigan (SP) of Lanao del Norte convened its 50th Regular Session on July 27, 2026, at the SP Session Hall in Pigcarangan, Tubod. Presiding over the session was SP Member Eleuterio M. Obial, Jr., serving on behalf of Vice Governor Allan J. Lim. Provincial legislators acted on a series of key measures aimed at strengthening local governance, supporting agriculture, enhancing public services, and advancing development initiatives for the welfare of all Lanao del Norte constituents.

On final reading, the Sanggunian granted official accreditation to four farmers’ organizations and agricultural cooperatives as recognized non-government organizations: the Pantao Ranao Farmers Agriculture Cooperative, Pantar Bangsa Farmers Agriculture Cooperative, Mapantao Pantar Farmers Agriculture Cooperative, and the Lanao del Norte Communal Farmers-Irrigators Association (LANCOMFIA), Inc. The body also validated various local development and investment plans, and authorized the Provincial Government to enter into a Memorandum of Understanding (MOU) with the Philippine National Volunteer Service Coordinating Agency (PNVSCA) to expand and strengthen volunteerism programs across the province.

Lawmakers further advanced legislative measures supporting the Alternative Learning System (ALS) and the Early Childhood Care and Development (ECCD) Program, alongside infrastructure improvement projects for provincial hospitals — reinforcing the province’s commitment to inclusive education and better healthcare access. Under matters certified urgent, the SP likewise took up Proposed Supplemental Budget No. 6 for Fiscal Year 2026.

The Sangguniang Panlalawigan (SP) of Lanao del Norte held its 48th Regular Session on July 13, 2026, at the SP Session Hall, Provincial Capitol in Pigcarangan, Tubod. Presiding over the meeting was SP Member Maria Cristina N. Atay, serving on behalf of Vice Governor Allan J. Lim. Lawmakers addressed urgent public health concerns, passed vital legislative measures, and reaffirmed the province’s commitment to advancing public welfare, inclusive development, and lasting peace.

During Privilege Time, SP Member Bob C. Andot raised alarm over the intermittent shortage of routine childhood vaccines and limited supply of anti-rabies vaccines. He urged the Department of Health (DOH) to enhance allocation systems and coordination, noting that only facilities designated as Animal Bite Treatment Centers are eligible to receive anti-rabies vaccines. Meanwhile, Acting Majority Floor Leader Grecille I. Matalines encouraged all SP members and employees to enroll in the Philippine Red Cross Membership Accident Assistance Benefits (MAAB) Program, highlighting its accident coverage, medical support, emergency response services, and contribution to humanitarian efforts across the province.

On third and final reading, the Sanggunian approved seven resolutions — including the request of La’ Ana Backerie OPC to use the label “Product of Lanao del Norte” on its packaging to promote locally made goods. The body also validated the investment program of Baroy, as well as ordinances from Tubod and Bacolod covering traffic and parking management, hazard-prone No-Build Zones, regulation of overhead utility lines, and priority hiring for local residents.

Acting on matters certified urgent, the SP greenlit Proposed Supplemental Budget No. 5 for Fiscal Year 2026, approved job order contracts for provincial personnel, and signed memoranda of agreement providing farm tractors and disk harrows to farmers’ cooperatives in Bacolod, Salvador, Pantar, and Matungao. The body likewise adopted Provincial Development Council resolutions endorsing the 2026 Supplemental Annual Investment Program No. 06 and the reprogramming of capital outlay for priority projects.

Under Other Matters, SP Member Sidick M. Dibaratun reported the successful settlement of two family feuds (rido) through the Committee on Public Order, Safety, Conflict, and Rido Settlement.
He acknowledged the support of the Provincial Governor, law enforcement agencies, LGUs, religious leaders, elders, and community stakeholders, stressing that resolving conflicts paves the way for sustainable peace, safer communities, and inclusive growth throughout Lanao del Norte.

The Sangguniang Panlalawigan (SP) of Lanao del Norte, led by SP Member Eleuterio M. Obial, Jr. presiding on behalf of Vice Governor Allan J. Lim, approved key legislative actions on final reading during its 49th Regular Session held on July 20, 2026, at the SP Session Hall, Provincial Capitol in Pigcarangan, Tubod. The session focused on reviewing municipal budgets, validating local ordinances, and upholding standards to ensure all local policies comply with national laws and address community needs.

In its review of fiscal documents, the SP declared the Municipality of Linamon’s 2026 Annual Budget Ordinance inoperative in part, after finding certain appropriations lacked legal basis. Meanwhile, the body affirmed the 2026 Annual Budget Ordinance of Baroy as valid and fully compliant with applicable laws and budgeting regulations. These actions reinforce the SP’s mandate to oversee local finances and promote fiscal accountability and lawful public spending.

The Sanggunian also validated several ordinances aimed at strengthening governance and public welfare:

Maigo: An ordinance prohibiting begging, peddling, and solicitation in public areas — including street crossings, traffic intersections, and the public market — to maintain order and safety.

Tubod: The updated Gender and Development (GAD) Code, which strengthens institutional mechanisms, aligns with national laws, and advances gender equality and social inclusion; an ordinance regulating water service connections requiring proof of ownership and official clearance; and a measure governing the use of karaoke, videoke, and amplified sound to preserve peace in residential and commercial zones.

Additionally, the SP denied the motion for reconsideration filed by the Sangguniang Bayan of Kauswagan, upholding its earlier ruling that one of the municipality’s ordinances is ultra vires — enacted beyond the authority granted to local government units under existing laws.

The session’s outcomes reflect the Sangguniang Panlalawigan’s consistent commitment to exercising legislative oversight, ensuring that all local measures are legally sound, fiscally responsible, and aligned with the province’s goals of good governance, public welfare, and sustainable development.

The meeting was presided over by Committee Vice Chairperson SP Member Setty Deamila C. Macarambon, acting on behalf of Chairperson SP Member Maria Cristina N. Atay. Also in attendance were SP Member Maida A. Tawantawan, Provincial Budget Officer Chirelyn R. Leopoldo, and representatives from the concerned local government units.

Lawmakers reviewed the proposed Calendar Year 2026 Annual Budgets submitted by the municipalities of Linamon and Baroy. After thorough evaluation, the committee declared Baroy’s 2026 Annual Budget valid, compliant, and operative under existing regulations. 𝙎𝙋 𝙐𝙋𝘿𝘼𝙏𝙀 | Two key committees of the Sangguniang Panlalawigan (SP) held a joint meeting on July 9, 2026, at the SP Session Hall, Provincial Capitol in Pigcarangan, Tubod, to assess a proposed measure aimed at strengthening early childhood services in Bacolod. The gathering was led by SP Member Grecille I. Matalines, Chair of the Committee on Social Services, Gender and Development (GAD), and Women and Family Relations, and SP Member Bob C. Andot, Chair of the Committee on Health.

The body deliberated on the proposed municipal ordinance establishing the Early Childhood Care and Development (ECCD) System Programs of Bacolod. Committee members conducted a thorough review to ensure the measure fully complies with national laws, policies, and standards governing ECCD implementation.

Joining the deliberations were SP Member Maida A. Tawantawan, Vice Chair of both committees; Provincial Legal Office representatives Atty. Aljalil E. Diego and Atty. Hemima O. Dimaporo, attended the turnover ceremony of the Patient Transport Vehicles (PTVs) under the Philippine Charity Sweepstakes Office (PCSO) Medical Transport Vehicle Donation Program (MTVDP) held in Butuan City on July 7, 2026.

The Province of Lanao del Norte was among the beneficiaries of the program and officially received two (2) Patient Transport Vehicles, further strengthening the province’s emergency medical transport services and improving access to healthcare for its constituents.
