The Municipality of Tubungan, through its partnership with St. Robertโ€™s International College, successfully conducted an orientation for incoming Senior High School students on May 30, 2026, at Barangay Igtuble and Barangay Male, Tubungan, Iloilo.

The activity aimed to inform students and parents about the educational opportunities available through the partnership program, which allows learners to pursue Senior High School education without having to travel to Iloilo City. The orientation particularly benefited students residing in remote barangays by bringing quality education closer to their communities.

The orientation was spearheaded by Ms. Hope Eudela and Sir Mars Louise Soriano of St. Robertโ€™s International College, who discussed the institutionโ€™s academic offerings, flexible learning modality, enrollment process, and the various benefits available to incoming Senior High School students. They also emphasized the schoolโ€™s commitment to providing accessible and quality education to learners in Tubungan, particularly those residing in far-flung barangays.

Two orientation sessions were conducted to accommodate participants from different areas. The morning session was held at the Barangay Hall of Igtuble, while the afternoon session took place at the Evacuation Center in Barangay Male.

During the orientation, participants were informed that qualified students may avail of free tuition and miscellaneous fees, TESDA-approved micro-credentials, flexible learning modalities, and other learning opportunities designed to prepare them for higher education and future employment.

Students and parents actively participated in the discussions, raising questions regarding admission requirements, learning arrangements, and program benefits. The activity also provided an avenue for prospective learners to begin their registration process and learn more about the requirements needed for enrollment.

The successful conduct of the orientation reflects the shared commitment of the Local Government Unit of Tubungan and St. Robertโ€™s International College to make quality education more accessible to young learners, particularly those living in far-flung communities.

The Municipal Public Employment Service Office (MPESO) successfully facilitated a monitoring for the Special Program for Employment of Students (SPES) conducted last May 21, 2026, in partnership with the Department of Labor and Employment (DOLE).

The monitoring was conducted by Ms. Angelica Santamena, DOLE personnel, to monitor and assess the current status and implementation of the SPES program in the municipality. The monitoring aimed to ensure that beneficiaries are properly deployed, performed their duties, and complied with the program requirements.

During the visit, assigned tasks, and work performances of the beneficiaries were checked and evaluated. The activity also provided an opportunity for the SPES beneficiaries to share their experiences, concerns, and feedback regarding the program.

MPESO Tubungan expressed its appreciation to DOLE for its continued partnership and support in the implementation of SPES. Through this collaborative effort, the program continues to provide meaningful work opportunities, valuable experience, and financial assistance to student beneficiaries while helping them become more responsible and productive individuals.

The Local Government Unit of Tubungan, headed by Municipal Mayor Hon. Roquito G. Tacsagon, through the Public Employment Service Office (PESO) headed by Mrs. Emelyn E. Tano, MGADH-I, successfully conducted the Barangay Employment Service Officer (BESO) Monthly Meeting on May 26, 2026, at the Makeshift Room, Tubungan, Iloilo. The meeting aimed to discuss various employment, livelihood, and community programs.

The activity gathered Barangay Employment Service Officers from the 48 barangays of the municipality to strengthen coordination and improve the delivery of government programs and services in Tubungan. One of the topics discussed during the meeting was the implementation of the DOLE Integrated Livelihood Program (DILP) for CY 2025โ€“2026, particularly the distribution process and the monitoring status of previously implemented livelihood projects in the municipality. Updates regarding the progress and current status of the beneficiaries were also presented during the discussion.

The updating of the Overseas Filipino Workers (OFW) database was likewise discussed to ensure accurate records of OFWs and their dependents in the municipality. Available programs and services for OFWs and their families were also presented during the meeting.
Updates regarding Indigenous Peoples (IP) Programs and Services were also discussed to further strengthen support and coordination with IP communities in the municipality.

Another topic tackled was the updating of Labor Market Information (LMI), including the feedback and reporting on the Job Fair conducted last April 29, 2026, as well as the upcoming Special Recruitment Activity that aims to provide more overseas employment opportunities for job seekers.

The meeting also included discussions on skills mapping focused on sewing and garment-related skills among interested individuals in the barangays. This initiative aims to identify possible trainees for future skills training programs that may be offered by the municipality.

The BESO Monthly Meeting served as an avenue to strengthen the partnership between PESO and barangay coordinators in effectively delivering employment, livelihood, and other community-based services to the people of Tubungan.

The Municipality of Tubungan successfully conducted a three-day Community-Based Training on Bonsai Making and Ginger Product Development for former rebels, Indigenous Peoples, persons with disabilities (PWDs), and other marginalized sectors from May 18 to 20, 2026, at Deocampos Inland Resort. The initiative gathered participants from various barangays to strengthen livelihood skills and promote sustainable community development.

The program was designed to provide residents with practical knowledge and sustainable economic opportunities through specialized technical training. A total of 20 participants joined the program, with 10 trainees focusing on Bonsai Making and 10 on Ginger Product Development.

The event opened with formal registration, followed by the singing of the Philippine National Anthem, an opening prayer, and the singing of the Tubungan Hymn. Mrs. Emelyn E. Tano, MGADH-I and Municipal Public Employment Service Office Head, provided an activity overview, highlighting the vital role of livelihood programs in strengthening community participation and expanding economic prospects. Opening remarks were also delivered by Hon. Fretz Anthony Talento, SB Member, Chairman Committee on Labor and Employment, emphasizing the municipalityโ€™s continued commitment to skills development and inclusive community empowerment.

Messages of support were delivered by Hon. Roquito G. Tacsagon, Municipal Mayor; 2LT Lyn S. Grapa, Assistant Civil-Military Operations Officer, 61IB, representing LTC Jekyll Julian D. Dulawan, Commanding Officer, 61IB; and Mrs. Diademm Pearl Tamara, Municipal Social Welfare and Development Officer (MSWDO). The speakers emphasized the importance of collaboration between the local government and partner agencies in empowering communities through strategic skills development.

The training sessions were conducted simultaneously by expert trainers. Cpl. Jaymar P. Consulta (INF) PA and Cpl. Roger Escala (INF) PA facilitated the Bonsai Making course, guiding participants through essential techniques in pruning, shaping, wiring, and plant maintenance. Meanwhile, food technologist Ms. Leah Danasco led the Ginger Product Development training, where participants learned methods in processing, handling, and producing value-added ginger products.

Throughout the three-day activity, participants engaged in hands-on demonstrations and workshops aimed at strengthening practical skills and fostering entrepreneurial creativity. The curriculum encouraged the use of locally available resources to support the development of small-scale livelihood enterprises.

The closing program recognized the achievements of the trainees and the collective contributions of the organizers and partner agencies. Insights from the Local Government Unit were provided by Mrs. Emelyn E. Tano, Mrs. Diademm Pearl Tamara, and Ms. Marjorie Tacardon, Municipal Agriculturist.

Partner agencies also shared their expertise, with Ms. Luna Bela-Ong, Development Management Officer III, discussing key components of product costing and pricing. Additional messages were delivered by 1LT Lady Charmaine Maguad of the Philippine Army Finance Service.

Certificates of completion were awarded to the trainees, while recognition was also given to the resource speakers and partner agencies for their invaluable support. During the impression-sharing segment, Marilou Sombilon, a person with disability dependent from Barangay Balicua, and Monsino Tacaisan from Barangay Igtuble shared their experiences in the Bonsai Making track, while Seth Talaman from Barangay Igpaho reflected on his learning in the Ginger Product Development sessions.

The trainers concluded by encouraging participants to consistently practice their newly acquired skills and apply them as sustainable livelihood opportunities within their respective communities. The program transitioned into โ€œways forwardโ€ from Mrs. Emelyn E. Tano, Ms. Luna Bela-ong, and Cpl. Jaymar Consulta, emphasizing continued support and the importance of sustaining and further developing the outcomes of the training through community-based application.

This three-day program reflects the municipalityโ€™s commitment to empowering its residents through skills enhancement, economic development, and strong community partnerships.
