Alhamdulillah!

The Municipality of Tugaya successfully conducted the Youth Safe Space and Community Protection Summit 2026, organized through the efforts of our LCAT-VAWC, led by Ms. Asnoniesalyn Pacalna Maongco, and our Local Youth Development Office (LYDO) headed by Ms. Rainihar M. Abdulmanan. The activity was attended by SK officials, scholarship grantees, youth leaders, and various youth organizations from the municipality.

The summit aimed to strengthen youth awareness, leadership, responsibility, and community participation in creating safe, inclusive, and protected spaces for everyone.

In his message, our Municipal Mayor, Hon.Alber Norol Balindong, emphasized the vital role of the Itugaayn youth in transforming and strengthening the community. He highlighted that the youth are not only the future leaders of Tugaya but also active partners of the LGU in achieving positive change, peace, and development in the municipality. He further expressed the commitment of the LGU to continuously support youth-centered programs and initiatives.

Informative and meaningful lectures were delivered by our well accomplished and brilliant speakers:

A.The Role of Youth in Today’s World by Alimah Amerah P. Pasandalan;

B. Building Safe, Inclusive, and Responsible Learning Communities by Dr. Waisah Sumander Arsad, CESE, Division of Lanao del Sur English Supervisor;

C.Youth Safety, Crime Prevention, and Online Protection by PLT Agacan S. Mangigin- OIC, Tugaya Municipal Police Station; and

D.Youth Leadership and Positive Community Engagement by Mr. Rayyan S. Ampuan

The activity concluded with the Signing of the Commitment Pledge, symbolizing the participants’ dedication to promoting youth empowerment, safety, responsibility, and active community involvement.

The Municipal Government of Tugaya under the leadership of our beloved Municipal Mayor, Hon. Alber Norol Balindong and Vice Mayor, Hon. Alfattah Abdul Jabbar Pacalna, through the Office of the Municipal Assessor, Mr. Khalid Kapampangan, respectfully informs all residents, property owners, stakeholders, and interested constituents of the proposed 2026 Schedule of Market Values (SMV) for the assessment and classification of real properties within the Province of Lanao del Sur.

The proposed Schedule of Market Values has been prepared in accordance with the following:

• Philippine Valuation Standards (PVS)
• Sections 212–216 of the Local Government Code of 1991
• Real Property Valuation and Assessment Reform Act (RVARA)
• Applicable rules, regulations, and guidelines issued by the Department of Finance (DOF) through the Bureau of Local Government Finance (BLGF)

This initiative aims to establish a fair, transparent, updated, and uniform system for the valuation, assessment, and classification of real properties in compliance with national laws, policies, and standards.

In line with the principles of transparency and public participation mandated under Republic Act No. 7160 and the RVARA, all concerned property owners, stakeholders, and constituents are encouraged to remain informed and actively participate in the forthcoming public consultations and hearings concerning the proposed SMV.

The 3-day Summer Intensive Teachers’ Training in Reading by Key Stage under Project OKIR (Outcomes-based Knowledge Initiative for Reading) of the Local Government Unit of Tugaya officially concluded at Gurain Bangsamoro Hall, Tugaya, Lanao del Sur.

The training successfully gathered Key Stage teachers, volunteer teachers, school heads, district supervisors, and selected private school teachers who actively participated in meaningful discussions and learning sessions aimed at strengthening literacy instruction across all key stages.

Throughout the three-day training, participants were equipped with effective, learner-centered, and practical teaching strategies focusing on the Nature of Reading, Phonemic Awareness, Phonics and Word Recognition, and other essential approaches in developing confident and competent readers among learners.

The first day catered to Key Stage 1 teachers, followed by Key Stage 2 teachers on the second day, while the final day was dedicated to Key Stage 3 and Key Stage 4 teachers — all part of our collective commitment to improving literacy and quality education in the municipality of Tugaya.

Alhamdulillah!

With the active participation of Islamic educators and asatidz from the 16 madrasahs in the Municipality of Tugaya, the Orientation on the New Textbook Teaching Strategies and Methods was successfully conducted.

The program formally began with meaningful discussions and presentations on effective teaching strategies and methods. During the presentation, participants were guided in understanding various teaching strategies and methods, identifying effective instructional approaches, and applying these strategies using the newly released textbooks. The orientation also emphasized the importance of improving teaching methods, the vital role of teachers in student learning, and the use of varied and learner-centered approaches to make instruction more effective, engaging, and meaningful.

One of the highlights of the orientation was the teaching demonstration, where representatives from five groups presented how they would teach a specific topic from their chosen textbook and demonstrated the instructional strategies they would use in delivering the lesson. This activity allowed them to apply and showcase practical classroom approaches aligned with the new textbooks.

This initiative is part of the ongoing standardization of the Arabic curriculum in our municipality, spearheaded by the Local Government Unit of Tugaya under the leadership of Municipal Mayor , Hon. Alber Norol Balindong and Vice Mayor, Hon. Alfattah Abdul Jabbar Pacalna through our Islamic Affairs led by Aleem Nor Basaruden. It reflects our strong commitment to improving Islamic education, strengthening curriculum implementation, and ensuring quality and consistent learning standards across all madrasah institutions in the municipality.

The Scholarship Orientation and Agreement Signing Ceremony was successfully held on May 11, 2026, at Subod Gymnasium, Raya Tugaya, Lanao del Sur. The event was spearheaded by the Local Government Unit of Tugaya under the leadership of our dynamic Municipal Mayor, Hon. Alber Norol Balindong, together with members of the Sangguniang Bayan: Hon.Hesham Abolais, Bae a labi Hon. Queen Maharlani Pacalna- Asum, Hon. Ansary Norol Amerol, Hon. Monaim Casan, Hon. Mohammad Raffy Amito, and Hon. Omair Balindong Pacalna. This meaningful gathering was attended by the thirty (30) scholarship grantees along with their proud parents and guardians, marking a significant milestone in the municipality’s commitment to educational development and youth empowerment.

Hon. Queen Maharlani Pacalna-Asum delivered her opening remarks, warmly congratulating the scholarship qualifiers and expressing appreciation to the parents for their unwavering support, sacrifices, and dedication to their children’s education.

In his message, Mayor Hon. Alber N. Balindong conveyed his heartfelt commendation to both the grantees and their families. He emphasized that the scholarship program is not only financial assistance but also an investment in the future leaders and professionals of Tugaya. Our Municipal Mayor expressed his hope that this initiative would help the beneficiaries achieve their dreams and become agents of positive change in the community.

Our Honorable Mayor also encouraged the students to strive for excellence, remain committed to their studies, and uphold the responsibilities and guidelines stipulated in the agreement between LGU-Tugaya and the scholarship beneficiaries. He assured the students of the local government’s continued support in their academic journey and wished them success in all their future endeavors.

Mr. Hayan Lomodag Maradia, Executive Assistant to the Office of the Municipal Mayor, thoroughly discussed the terms, conditions, and guidelines of the scholarship agreement, ensuring that all grantees fully understood their responsibilities throughout the duration of the program.

An open forum followed, allowing the grantees and parents to raise questions, share insights, and offer recommendations regarding the program. The concerns raised were personally addressed by Mayor Hon. Alber N. Balindong, demonstrating the administration’s openness and commitment to transparency and collaboration.

The highlight of the event was the formal signing of the scholarship agreement between LGU-Tugaya and the thirty (30) beneficiaries, symbolizing the official start of their educational support under the program.
Meanwhile, Hon. Hesham Abolais shared that LGU-Tugaya remains open to the possibility of expanding scholarship benefits in the future, particularly for top-performing students who demonstrate academic excellence and dedication.

The Local Government Unit (LGU) of Tugaya, represented by our Local Social Welfare and Development Officer, Ms. Pherozesa Pacalna, in coordination with the Municipal Disaster Risk Reduction and Management Office (MDRRMO), and LGU employees, successfully conducted the distribution of educational kits to estimated 100 learner-beneficiaries and 100 parent-beneficiaries under the “Tara, Basa!” Tutoring Program.

The beneficiary schools include:
1. Tugaya Central Elementary School
2. Campong Talao Elementary School
3. Sugod I Central Elementary School
4. Cayagan Elementary School
5. Pandiaranao Elementary School
6. Gurain Elementary School
7. Sugod II Elementary School

Each educational kit contains school bags and reading materials aimed at supporting the learners in improving their literacy and reading comprehension skills. The “Tara, Basa!” Tutoring Program officially commenced on May 7, 2026, and will be facilitated by dedicated Tutors and Youth Development Workers (YDWs) from Mindanao State University - Main Campus.

The Tara, Basa! Tutoring Program is a developmental and community-based social protection initiative that supports low-income families and college students while encouraging active participation in nation-building. Through this program, college student tutors help children who are struggling readers or non-readers improve their reading abilities and learning confidence.

A consultative meeting was hosted by the Office of the Deputy Chief Minister – Mainland, MP Hon. Aleem Ali B. Solaiman. The activity aimed to strengthen collaboration between the regional government, local government units (LGUs), and civil society organizations (CSOs) in addressing the needs and concerns of communities at the grassroots level.

The said meeting was attended by officials and employees of the LGU of Tugaya, led by our beloved Municipal Vice Mayor, Hon. Alfattah Abdul Jabbar Pacalna, together with representatives from various CSOs and stakeholders.

During the meeting, discussions focused on the six flagship programs of the Chief Minister – Mainland, namely:

1. Project Tabang
2. AMBAG
3. Kapyanan
4. MRP
5. Project Salam
6. SLMG

Representatives from the Office of the Deputy Chief Minister provided an overview of each program, highlighting their objectives, implementation strategies, and expected benefits for local communities. The discussion emphasized the importance of cooperation among government agencies, local leaders, and community organizations to ensure the successful delivery of services and programs.

In his message, Vice Mayor Hon. Alfattah N. Pacalna expressed his sincere gratitude to the Office of the Chief Minister for organizing the consultative meeting and for giving local government units the opportunity to actively participate in the discussion of programs and initiatives intended for the people.

He emphasized that through this initiative, government leaders and stakeholders will be able to better understand the current situation and pressing concerns at the grassroots level. He also noted that direct consultation with communities is essential in identifying appropriate solutions and delivering assistance that truly responds to the needs of the people.

The activity concluded with an open forum, where participants were given the opportunity to raise questions, share insights, and provide recommendations regarding the implementation of the flagship programs in their respective communities.

On behalf of the LGU-Tugaya, under the leadership of our beloved Municipal Mayor, Hon. Alber Norol Balindong, and Vice Mayor, Hon. Alffatah N.
