I have written about this time and again, about my opinion that the Philippine government only has to abide to implement and serve ICC's Arrest warrant on Sen. Bato Dela Rosa because it is our part and obligation to the International agreement that we have signed together with other states or countries.
There are no ifs and buts about it, that the Supreme Court also knows that they too cannot do anything about it, much more so president BBM cannot prevent it to be served.
It is our international commitment and obligation.

ZALAMEDA: RA 9851 PINAPAYAGAN ANG COOPERATION SA ICC, WALANG BASEHAN ANG TRO NI DELA ROSA
Sinabi ni Supreme Court Associate Justice Rodil Zalameda na may sapat na legal na batayan ang gobyerno para makipagtulungan sa International Criminal Court, batay sa Republic Act No. 9851, kaya hindi dapat bigyan ng TRO si Sen. Ronald “Bato” dela Rosa.
“I find that Congress, through Republic Act No. 9851, recognized the possibility of cooperation with international tribunals in cases involving crimes of international concern,” pahayag ni Zalameda sa kanyang separate concurring opinion.
Ayon sa kanya, ang isyu ng ICC ay bahagi ng foreign relations at international cooperation, na nasa ilalim ng prerogative ng executive branch at ng Pangulo bilang chief architect ng foreign policy. Kaya hindi tama ang pag-issue ng SQAO o TRO sa kaso.
