๐‹๐”๐๐€, ๐ˆ๐ฌ๐š๐›๐ž๐ฅ๐š โ€” Celestino Rosete Jr. marked a successful partial harvest on May 4, 2026, after completing a 5-month tilapia culture cycle in Barangay Mambabanga, Luna, Isabela. The harvest yields a total of 435kls of tilapia, bringing a total gross sale of 43,000. The production cycle began on December 18, 2025, and stocked a total of 5,000 fingerlings. By the time of the harvest, the tilapia had grown to a uniform marketable size, averaging 3-4 pcs per kilo.

The tilapia was immediately distributed to nearby areas. The market distribution covered communities within the municipality of Luna, as well as Cauayan City and Ramon, Isabela. The harvest provided the community with a fresh and affordable source of locally produced tilapia while demonstrating that efficient aquaculture can support municipal food security and boost the income of our local fisherfolk.

The activity focused on grow-out culture and fish health management, giving participants practical knowledge to help improve their fish production and livelihood.

The program started with an acknowledgment of participants by Roxanne Pacios, followed by Brandon Dela Cruz, technician from the Saguday Municipal Agriculture Office (MAO), who welcomed the attendees and spoke about the importance of continuous learning in the fisheries sector. Grace Domingo from the Office of the Provincial Agriculture also delivered opening remarks during the activity.

Alexis Porillo, Marketing and Enterprise Development (MAED) Officer, served as the resource speaker, discussed the different strategies for improving fish production including proper fishpond handling. He also explained that Good Manufacturing Practices (GMP) act as the foundational prerequisite programs (PRPs) for Hazard Analysis and Critical Control Point (HACCP), stressing the importance of following proper quality control procedures to maintain the safety and quality of fishery products.

The discussion also highlighted the importance of implementing Standard Sanitation Operating Procedures (SSOP) in handling facilities to prevent contamination and control harmful microorganisms. Porillo discussed the eight key elements of SSOP and emphasized the need to protect food and packaging from contamination, proper management of toxic substances, monitor workersโ€™ health, and implement effective pest control measures to reduce post-harvest losses.

Meanwhile, the vice president of Samahan ng Mangingisda at Magsasaka ng La Paz Agricultural Cooperative expressed gratitude to the Bureau of Fisheries and Aquatic Resources for its continuous support and assistance. She shared that the technical guidance and livelihood interventions provided by BFAR have greatly contributed to the growth and development of their cooperative.

๐‹๐”๐๐€, ๐ˆ๐ฌ๐š๐›๐ž๐ฅ๐š โ€”the Special Area for Agricultural Development (SAAD) National Program Management Office (NPMO) conducted a project site visit and monitoring activity in Luna, Isabela, on April 24, 2026. The initiative aimed to assess implementation progress, identify challenges, and gather direct feedback to ensure the program's continued success in the region.

The Siglat Luna Fish Pond Operators Association (SLFPOA) was established in 2021 and officially registered on November 10, 2022. Since its inception, the association has supported a total of 38 SAAD beneficiaries, primarily focusing on the production of tilapia as its primary commodity, and currently, the association maintains a dedicated 34 active members. The SLFPOA demonstrated significant productivity in its fisheries operations for the year 2025, achieving a total production volume of 4,867 kilograms. Through a series of harvests between November and December, the association generated a total gross income of โ‚ฑ567,862.00 on December 16, 2025. The production consisted of various fish sizes with unit price peaking at โ‚ฑ170.00 per kilogram during high-demand periods in late December.

During the visit, the team conducted on-site inspections of the fishpond areas and engaged directly with association members through consultations and discussions. Beneficiaries shared their experiences, highlighting both the positive impacts of the program and the challenges they continue to face, including fluctuating market prices, input costs, and environmental factors. In line with this, technical recommendations were provided by the monitoring team to further improve productivity and sustainability. The importance of maintaining accurate production records and reinforcing organizational management was likewise emphasized to ensure transparency and efficiency within the association.

Arvin Salvador, President of SLFPOA, expressed his sincere appreciation for the continued support of the SAAD Program, highlighting its significant contribution to improving their associationโ€™s productivity and strengthening their capacity in managing their livelihood. He also extended his gratitude for the visit of the DA SAAD and BFAR SAAD, noting that it served as an inspiration to the members of the association.

Uupo bilang 2026 Regional Fisherfolk Director ng Rehiyon Dos si Danilo Lacaden Viernes ng Saguday, Quirino, matapos mahalal ng kapwa mga lider mangingisda sa rehiyon sa ilalim ng programang Mangingisdang Direktor ng Bureau of Fisheries and Aquatic Resources (BFAR).

Ang pagkakahalal kay Viernes ay pagkilala sa kanyang matagal nang paglilingkod, malawak na karanasan, at aktibong pagsusulong ng kapakanan ng sektor ng pangisdaan. Isa siyang aktibong lider-mangingisda na kumakatawan sa sektor ng aquaculture, partikular sa fishpond operations, at may mahigit 32 taong karanasan sa pangisdaan.

Sa kasalukuyan, siya ay nagsisilbing Provincial Fisherfolk Representative/Chairperson ng Provincial Fisherfolk Council of Leaders ng Quirino mula 2025 hanggang kasalukuyan. Siya rin ay Pangulo ng Samahang ng mga Mangingisda ng La Paz (SAMALAPAZ) mula 2023 hanggang kasalukuyan, at Chairperson ng bagong tatag na samahan ng mga mangingisda at magsasaka sa La Paz Agricultural Cooperative ngayong 2026.

Ang Mangingisdang Direktor Program ay inilunsad sa bisa ng DA Special Order No. 88, series of 2005, bilang tampok na aktibidad tuwing pagdiriwang ng Farmers and Fisherfolk Month sa buwan ng Mayo para sa sektor ng pangisdaan. Layunin nitong mabigyan ng pagkakataon ang mga tunay na mangingisda na maranasan at gampanan ang papel ng isang Regional Director, at maiparating sa pamahalaan ang tunay na kalagayan at pangangailangan ng sektor.

Manunungkulan ang isang Regional Fisherfolk Director sa loob ng isang buwan, mula Mayo 1 hanggang Mayo 31 bawat taon. Sa taong 2026, ito ang ika-21 taon ng programa mula nang ito ay naitatag noong 2005.

Sa pagkakahalal kay Viernes, muling naipamalas ng Lalawigan ng Quirino ang mahalagang ambag nito sa pagpapaunlad ng sektor ng pangisdaan sa Rehiyon Dos, at inaasahang magsisilbi ang kanyang liderato bilang inspirasyon sa kapwa mangingisda at tulay sa mas matibay na ugnayan ng pamahalaan at mga komunidad na umaasa sa yamang-tubig.

๐’๐€๐†๐”๐ƒ๐€๐˜, ๐๐ฎ๐ข๐ซ๐ข๐ง๐จโ€” The Department of Agriculture โ€“ Bureau of Fisheries and Aquatic Resources (DA-BFAR) Region 02, through the Special Area for Agricultural Development (SAAD) Program, conducted a two-day capacity-building training on Delineation of Authority, Tasking and Function, and Effective Communication Skills for members of the Samahan ng Mangingisda at Magsasaka ng La Paz Agriculture Cooperative (SAMMACO) on April 14-15, 2026, at Tribo Sagudayeno Agro-Tourism Park, Saguday, Quirino.

The activity aimed to strengthen the capacity of association members by enhancing their understanding of their respective roles and responsibilities, while promoting effective communication as a key driver of successful community-based enterprises.

The first day of the program commenced with an official acknowledgment of participants led by the Community Development Officer I, Roxanne G*e P. Pacios, followed by welcome remarks from the Attending Technician of Saguday, Quirino, Brandon R. Dela Cruz. The atmosphere was further elevated by an inspirational message from Danilo L. Viernes, Chairman of SAMMACO, and opening remarks from the Provincial Fishery Officer of Quirino, Christopher B. Casco, who underscored the importance of leadership in the fishery sector. The program transitioned into the technical sessions, which focused on Effective Communication Skills, where they learned strategies to improve transparency and collaboration within their organization.

On the second day, the focus shifted toward structural management, which was discussed by Tiffany Ann B. Cabulay, Community Development Officer I. The sessions provided comprehensive topics on the Delineation of Authority, Tasking, and Function, ensuring that every officer and member understood their specific mandates and bylaws, thereby avoiding organizational overlap. This was complemented by practical workshops on Action Planning, Conflict Management, and Financial Management, providing the cooperative with a roadmap for long-term stability. The training ended with a closing message from Mr. Viernes, who expressed gratitude to the BFAR-SAAD R02 for equipping them with the necessary knowledge to steer their group towards a more professional and prosperous cooperative.
