Sinuri ng Department of Agrarian Reform (DAR) Region 02 ang naging implementasyon ng mga programa nito sa unang anim na buwan ng taon sa isinagawang CY 2026 First Semester Regional Formative Assessment noong Hulyo 28–29, 2026, sa Tuguegarao City, Cagayan.

Dinaluhan ang dalawang araw na aktibidad ng mga opisyal at kawani mula sa DAR Regional Office 02 at Provincial Offices nito.

Isa-isang iniulat ng bawat tanggapan ang kanilang Performance versus Target para sa CY 2026 sa ilalim ng Land Tenure Security Program (LTSP), Agrarian Justice Delivery Program (AJDP), Agrarian Reform Beneficiaries Development and Sustainability Program (ARBDSP), at Support to Operations (STO).

Inilahad din ng Regional Budget Officer ang financial performance ng DAR Region 02 sa bawat lalawigan, na nagsilbing batayan sa pagsusuri ng paggamit ng pondo ng rehiyon.

Bilang pagtatapos ng assessment, nagsagawa ang mga kalahok ng agreement setting upang pagtibayin ang mga susunod na hakbang at mga estratehiyang magpapalakas sa implementasyon ng mga programa ng tanggapan.

Sa kanyang mensahe, binigyang-diin naman ni Regional Director Primo C. Lara na ang tunay na sukatan ng serbisyo publiko ay ang malasakit sa bawat programang ipinapatupad at sa mga taong pinaglilingkuran.

"Ibigay niyo ang lahat ng pagmamahal sa mga programa, sa mga ARB, at sa kapwa," aniya.

Sa kanyang ikalimang State of the Nation Address (SONA), binigyang-diin ni Pangulong Ferdinand R. Marcos Jr. ang patuloy na pagpapatupad ng mga programa ng Department of Agrarian Reform (DAR) upang maipagkaloob ang seguridad sa lupa at mapabuti ang kabuhayan ng mga Agrarian Reform Beneficiaries (ARBs).

Bilang bahagi ng layuning ito, ipinunto ng Pangulo ang walang humpay na pamamahagi ng mga titulo sa lupa upang mabigyan ng katiyakan ang mga benepisyaryo ng repormang agraryo.

"Upang makapagbigay ng kapanatagan sa mga benepisyaryo ng repormang agraryo, wala tayong tigil sa pamamahagi ng mga titulo sa lupa na ginawad sa kanila," pahayag ni Pangulong Marcos.

Inilahad din niya ang naging resulta ng programa sa nakalipas na apat na taon at ang target na makumpleto ang pamamahagi ng mga titulo sa susunod na taon.

"Kaya sa loob ng apat na taon, lagpas apat na daang libong titulo na ang sumatutal ng ating naipamahagi sa kanila na may kabuuang lawak na higit limang daang libong ektarya. Tatapusin na natin ang pamamahagi ng mga titulo sa susunod na taon," aniya.

Kasabay nito, kinilala rin ng Pangulo ang mahabang panahong hinintay ng maraming benepisyaryo bago tuluyang matanggap ang kanilang titulo sa lupa.

"Marami sa mga benepisyaryo ang naghintay ng tatlumpu hanggang animnapu't anim na taon. Ang iba, mapalad, nasaksihan ang paglabas ng kanilang titulo. Sa tagal ng panahon, 'yong iba, apo na ang tumanggap," paglalahad ng Pangulo.

Binigyang-halaga rin niya ang pagbibigay ng kalayaan sa mga magsasaka mula sa pagkakautang sa pamamagitan ng pagpapatuloy ng programa sa pagpapawalang-bisa ng kanilang mga utang.

"Gayundin kahalaga sa kanila ang seguridad na hatid ng kalayaan mula sa pagkalubog sa utang, kaya asahan ninyo, kukumpletuhin na natin ngayong taon ang ginagawa nating pagpapawalang-bisa ng mga utang ng ating mga benepisyaryo," giit niya.

Kasabay ng pamamahagi ng lupa at pagpapawalang-bisa ng mga utang, tiniyak din ng Pangulo na magpapatuloy ang suporta ng pamahalaan sa pagpapaunlad ng sektor ng agraryo.

"Sa kabila ng mga ito, patuloy pa rin ang suporta ng DAR sa repormang agraryo. Tulad ng irigasyon, mga daan, mga makinarya, at mga pautang para sa mga benepisyaryo nito," pagtiyak ni Pangulong Marcos.

[ 𝐍𝐄𝐖𝐒 ] 𝐃𝐀𝐑 𝐑𝐞𝐠𝐢𝐨𝐧 𝟎𝟐, 𝐬𝐮𝐫𝐯𝐞𝐲 𝐜𝐨𝐧𝐭𝐫𝐚𝐜𝐭𝐨𝐫 𝐚𝐥𝐢𝐠𝐧 𝐨𝐧 𝐫𝐞𝐦𝐚𝐢𝐧𝐢𝐧𝐠 𝐬𝐮𝐫𝐯𝐞𝐲 𝐭𝐚𝐫𝐠𝐞𝐭𝐬 𝐮𝐧𝐝𝐞𝐫 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐒𝐏𝐋𝐈𝐓

The Department of Agrarian Reform (DAR) Region 02 convened its Survey Teams Consultative Meeting with Richard C. Tolle Surveying Services (RCTSS), the contracted survey service provider, on July 27, 2026, in Tuguegarao City, Cagayan, to review the progress of survey activities and strengthen coordination for the remaining deliverable under the Project Support to Parcelization of Lands for Individual Titling (Project SPLIT).

The consultative meeting focused on updates on survey accomplishments and remaining balances under contract, and discussions on Memorandum No. 456 dated July 6, 2026 concerning the Matrix of Agreed Actions, Timeline, and Status of Compliance.

Participants also reviewed the status of survey balances under Project SPLIT, Land Acquisition and Distribution (LAD), and Post-LAD activities, as well as Survey Returns from the Department of Environment and Natural Resources, to facilitate the completion of documentary requirements and the processing of pending survey outputs.

The consultative meeting concluded with an agreement-setting session, where participants identified priority actions, timelines, and collaborative measures to further accelerate the implementation of survey activities under Project SPLIT.
The activity was attended by ARDO Jess Beth G. Quidasol, CARPO-LTID Melvida Camayang, DAR Geodetic Engineers, representatives from the DAR Provincial Offices, and representatives of RCTSS, led by Engr. Recar Dela Cruz and Engr. Mark Tamido.

Educational Qualification: Must be a holder of a Bachelor's Degree in Political Science, Social Sciences, Environmental Studies, Rural Development, or Legal Management.

General Qualifications: Excellent written and verbal communication skills, with confidence in public speaking. Computer literate and proficient in MS Word, MS Excel, and other Microsoft Office applications.

Work Experience: Preferably with at least one (1) year of experience in grievance redress resolution or Alternative Dispute Resolution (ADR).

[ 𝐍𝐄𝐖𝐒 ] 𝐃𝐀𝐑 𝐑𝐞𝐠𝐢𝐨𝐧 𝟎𝟐 𝐭𝐮𝐫𝐧𝐬 𝐨𝐯𝐞𝐫 ₱𝟐𝟎𝟐-𝐌 𝐰𝐨𝐫𝐭𝐡 𝐨𝐟 𝐅𝐚𝐫𝐦-𝐭𝐨-𝐌𝐚𝐫𝐤𝐞𝐭 𝐑𝐨𝐚𝐝𝐬 𝐚𝐜𝐫𝐨𝐬𝐬 𝐂𝐚𝐠𝐚𝐲𝐚𝐧 𝐚𝐧𝐝 𝐈𝐬𝐚𝐛𝐞𝐥𝐚

The Department of Agrarian Reform (DAR) Region 02 continues to strengthen rural infrastructure and improve market accessibility for agrarian reform beneficiaries (ARBs) through the turnover of Farm-to-Market Roads (FMRs) across the region.

For 2026, DAR Region 02 has completed and turned over FMR projects with a combined length of 11.76 kilometers and a total project cost of ₱202 million, benefiting thousands of farmers in Cagayan and Isabela.

In Claveria, Cagayan, the Pata West and Pata East FMRs, amounting to ₱50 million, are already providing improved transportation access and economic opportunities to 127 ARBs.

Meanwhile, in Cabagan, Isabela, the Sitio Annaronan, San Antonio to Antagan FMR, spanning 0.917 kilometer and costing ₱15 million, now benefits 143 ARBs by easing the transport of agricultural products and farm inputs.

In Mallig, Isabela, the ₱25-million FMR connecting Victoria and San Jose, with a total length of 1.57 kilometers, serves 221 ARBs and further strengthens connectivity between farming communities.
Additional FMR projects in Burgos, Isabela, particularly those connecting San Miguel and Caliguian, as well as San Manuel and Catabban, are benefiting around 900 ARBs.

Similarly, in the City of Ilagan, Isabela, the Capellan CIS FMR and Arusip-Siffu FMR are now serving approximately 1,300 ARBs, helping improve mobility and access to essential services and markets.

Beyond completed projects, DAR Region 02 reported that 13 FMR projects are currently underway across the region, covering a total length of 19.343 kilometers with a combined cost of ₱252.5 million. To further protect these infrastructures and ensure the safety of agrarian communities, a ₱30-million slope protection project is also being implemented.

To sustain agricultural productivity and support rural development, DAR Region 02 also secured the approval of two Solar-Powered Irrigation System projects in Isabela worth ₱50 million, alongside another ₱25-million FMR project in Cagayan.
Through these infrastructure initiatives, DAR Region 02 reaffirms its commitment to empowering ARBs by improving farm accessibility, increasing productivity, and fostering inclusive rural development across the region.

[ 𝐍𝐄𝐖𝐒 ] 𝐃𝐀𝐑 𝐜𝐨𝐦𝐦𝐮𝐧𝐢𝐜𝐚𝐭𝐨𝐫𝐬 𝐞𝐧𝐡𝐚𝐧𝐜𝐞 𝐬𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜 𝐜𝐨𝐦𝐦𝐮𝐧𝐢𝐜𝐚𝐭𝐢𝐨𝐧 𝐬𝐤𝐢𝐥𝐥𝐬 𝐟𝐨𝐫 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐒𝐏𝐋𝐈𝐓

Information Officers from the Department of Agrarian Reform (DAR) nationwide gathered at Sequoia Hotel, Pasay City, on July 22–24, 2026, for the activity "Building the Capacity and Competence of Information Officers Towards the Successful Implementation of the Strategic Communication Program for Project SPLIT."

The activity strengthened the competencies of DAR communicators in promoting the accomplishments of the Project Support to Parcelization of Lands for Individual Titling (SPLIT) through strategic communication. Information Officers from DAR Region 02 attended the three-day training, while the region's media writers and graphic artists participated online during the second day.

Participants received updates on the agency's communication mandate, strategic targets, and key performance indicators through presentations and an open forum led by the Special Concerns Office–External Affairs and Communications Operations (SCO-EACO), Public Information Service (P*S), and Legislative Liaison and External Affairs Services (LLEAS). They also gained insights from Communication Strategist Steve Dailisan on "Bridging Information Gaps Through Strategic Communication and Digital Engagement" and Broadcast Journalist Luchi Cruz-Valdes on "Enhancing Communications and External Affairs Effectiveness: Strategies for Stronger Public Engagement and Program Visibility."

Participants likewise joined workshops on analyzing targets versus accomplishments and interactive sharing sessions, where they evaluated regional performance, exchanged best practices, and identified strategies to further strengthen the implementation of the strategic communication program for Project SPLIT.

Among those in attendance were DAR Secretary Conrado M. Estrella III, Undersecretary (USEC) Jesry T. Palmares of the Foreign-Assisted and Special Projects Office (FASPO), USEC Rowena Niña O. Taduran of SCO-EACO, Assistant Secretary (ASEC) Atty. Marjorie P. Ayson of the Field Operations Office, ASEC Rene E. Colocar of FASPO, ASEC Rodolfo D. Castil Jr. of SCO, and ASEC Jose Jenil C. Demorito of EACO. The activity reaffirmed DAR's commitment to strengthening its communication workforce in advancing Project SPLIT and other agrarian reform initiatives.

Nagsagawa ang Department of Agrarian Reform (DAR) Region 02, katuwang ang Land Bank of the Philippines – Field Support Services Center (LBP-FSSC) 02, ng Joint DAR-LBP Problem-Solving Workshop nitong Hulyo 14, 2026 sa Tuguegarao City, Cagayan, upang talakayin ang mga isyung may kaugnayan sa land valuation at higit pang mapagtibay ang koordinasyon sa pagpapatupad ng Comprehensive Agrarian Reform Program.

Pinagtipon ng workshop ang mga opisyal, teknikal na kawani, at field implementers mula sa dalawang ahensya upang maipresenta ang updated case briefs, maibahagi ang mga prayoridad, at matukoy ang mga hamong kinahaharap sa valuation ng mga lupang saklaw ng kompensasyon ng LBP sa buong rehiyon.

Sa pamamagitan ng mga presentasyon at talakayan ng mga grupo, napaglinaw ng mga kalahok ang mga umiiral na proseso at nakabuo ng mga praktikal na hakbang upang mapahusay ang field investigation, valuation review, at iba pang kaugnay na proseso.

Nagtapos ang aktibidad sa isang agreement-setting session kung saan nagkasundo ang DAR at LBP-FSSC sa mga konkretong hakbang upang mapabilis ang pagtugon sa mga natukoy na isyu at higit pang mapalakas ang ugnayan ng dalawang ahensya.
