Regional Juvenile Justice and Welfare Committee - II For the Council and its partners: To strengthen institutional partnerships
in pursuing collectively and effectively the Council’s mission.

The RJJWC2 is an attached agency of the DSWD that is implementing the Republic Act 9344, as amended by RA 10630, a law that is created for the welfare of the Children in Conflict with the Law and Children-at-Risk. The Juvenile Justice and Welfare Council (JJWC) is a policy-making,
coordinating, and monitoring body tasked through its members and
coordinating agencies with the implementation of the

Juvenile Justice
and Welfare Act, as amended. Vision: Council leading a society that promotes and protects the rights of children at risk and children in conflict with the law under a restorative justice and welfare system. Mission: To institutionalize a restorative justice and welfare system for
children at risk and children in conflict with the law through the effective implementation of the law and coordination among stakeholders in a protective and enabling environment. Goals: For Beneficiaries: To prevent children at risk from committing
crimes and to ensure that children in conflict with the law are

RJJWC2 Monitoring Team Conducts Jail Visits to Strengthen CICL Rehabilitation Efforts

On May 14, 2026, the RJJWC2 Monitoring Team conducted monitoring visits to the Ilagan Provincial Jail and Ilagan District Jail to strengthen inter-agency collaboration and uphold the continuous promotion of the rights, welfare, and rehabilitation of Children in Conflict with the Law (CICL).

Through these monitoring and coordination efforts, the team reaffirmed its commitment to advancing child-sensitive justice by ensuring proper guidance, protection, and meaningful opportunities for the reform and reintegration of CICL into society.

Representatives from partner agencies who participated in the visit included ARD Elpidio Durwin of the Department of the Interior and Local Government, Prosecutor Jennifer Montefalco of the Department of Justice, and PSSg. Mary Jane de Obieta and PSSg. Racquel de Leon of the Philippine National Police.

The Regional Juvenile Justice and Welfare Committee (RJJWC) monitoring team, composed of representatives from PNP, BJMP, and DILG, conducted a spot monitoring visit at the Nueva Vizcaya Provincial Jail on May 13, 2026.

The monitoring aimed to assess the condition of Children in Conflict with the Law (CICL) and ensure compliance with the provisions of Republic Act No. 9344 or the Juvenile Justice and Welfare Act. The monitoring team also visited the ongoing construction of the Bahay Pag-asa facility in the province.

"Katarungan, Kalinga at Kwento ng Pag-asa"

A message from the Regional Director of DSWD Field Office II, Ms. Lucia Suyu-Alan, expressing support in the celebration of the 20th Anniversary of Republic Act No. 9344, otherwise known as the Juvenile Justice and Welfare Act of 2006 — a landmark legislation that upholds the rights, welfare, and holistic development of children in conflict with the law, while promoting restorative justice and child-sensitive intervention programs.

RD Alan said that the call reminds us that every child, especially those in difficult circumstances, must be placed at the center of our efforts. It is a principle anchored in compassion and founded in responsibility.

Over 150 children in conflict with the law (CICL) from the Molave Youth Home, Bahay Pag-Asa of the Quezon City local government, benefit from the Legal Assistance Program conducted today, May 18, 2026, by the Juvenile Justice and Welfare Council (JJWC), in partnership with the Quezon City Local Government and the Integrated Bar of the Philippines (IBP) - Quezon City Chapter.
The program aims to strengthen access to justice by providing CICL, their victims and communities with legal literacy, consultation, document preparation, and paralegal assistance, along with other legal support services. The legal assistance for CICL will happen on May 18, while services for their victims will follow in June.

The material aims to serve as an easy reference to the JJWC National and Regional Secretariats, its Council Members, Stakeholders, and Partners, to provide a coherent framework that strengthens the link between policy development, research generation, and systematic evaluation to ensure that reforms are responsive, effective, and sustainable.

Samahan kami sa isang makabuluhang talakayan dito sa programang Tipon-Tipan sa PIA kasama ang Regional Juvenile Justice and Welfare Committee (RJJWC) kung saan pag-uusapan kung paano nagkakaisa ang pamilya, komunidad, at pamahalaan sa pagprotekta, paggabay, at pagbibigay-lakas sa mga kabataan lalo na sa mga batang nasa panganib o nasasangkot sa batas. Tatalakayin din ang mga programa sa prevention, intervention, rehabilitation, at reintegration upang matiyak ang kanilang maayos na kinabukasan.

Makakasama natin ang mga kinatawan mula sa Department of Justice (DOJ), Bureau of Jail Management and Penology (BJMP), Department of the Interior and Local Government (DILG), Philippine National Police, at Saint Paul University Philippines–Community Development Center and Family Institute (SPUP-CDCFI) upang magbahagi ng kanilang mga programa, serbisyo, at mga hakbang sa pagtulong at paggabay sa kabataan.

RJJWC2 Conducts 1st Research TWG Meeting with the Academe via online platform

The Regional Juvenile Justice and Welfare Committee II (RJJWC II) conducted its 1st Meeting for Calendar Year 2026 on April 8 via an online platform, in collaboration with Cagayan State University (CSU).

The meeting was the 1st Research Technical Working Group (TWG) session for 2026 with the academe, focusing on the Terms of Reference and Memorandum of Agreement for the proposed study titled “The Experiences of Social Workers…”

The activity provided an avenue to align expectations, clarify roles and responsibilities, and ensure that the research partnership supports evidence-based programs for children in conflict with the law and children at risk.

Representatives from the Department of Justice (DOJ), the Commission on Human Rights (CHR), the Department of the Interior and Local Government (DILG), and the Department of Social Welfare and Development (DSWD) actively participated in the discussions.

RJJWC II continues to strengthen collaboration with partner agencies and academic institutions to enhance juvenile justice and welfare interventions in the region.

PAALALA: Mahalagang tandaan na ang layunin ng curfew ay para sa kaligtasan at proteksyon ng mga bata.
Ang pagpapatupad ng curfew ay hindi para limitahan sila, kundi para sa kanilang kaligtasan at proteksyon. Layunin nito na magbigay ng tamang gabay at suporta upang mapanatili ang kaayusan sa ating komunidad.
