To strengthen the regional response to mental health challenges and build a more unified, multi-sectoral support system, the Department of Health โ Cagayan Valley Center for Health Development (DOH-CVCHD), through the Non-Communicable Disease (NCD) โ Mental Health Program, successfully conducted the Planning Workshop and Orientation for the Regional Council for Mental Health (RCMH), on May 21, 2026, at TAJ Hotel, Tuguegarao City, Cagayan.
The session gathered 40 participants representing diverse National Government Agencies (NGAs), Non-Government Organizations (NGOs), the academe, and Local Government Units (LGUs), all working in unison to operationalize the mandate of Republic Act No. 11036, otherwise known as the Philippine Mental Health Act, as the DOH-CVCHD aimed to strengthen local coordination mechanisms, map specific agency functions, and establish robust referral networks to ensure accessible, comprehensive, and rights-based mental health services across the region.
In her welcome remarks, Dr. Guia Comillas, Medical Officer V and Chief of the Local Health Support Division, emphasized that mental health cannot be effectively addressed in silos, underscoring a coordinated and multi-sectoral approach vital to transforming regional care.
Ms. April T. Manaoat, Nurse III and Mental Health Program Manager, presented the current status of the Regional Council for Mental Health, highlighting recent breakthroughs, ongoing initiatives, and strategic opportunities to bolster inter-agency collaboration while member agencies subsequently took the floor to share institutional updates, accomplishments, and future blueprints related to their respective mental health programs.
Resource speakers from the DOH Disease Prevention and Control Bureau (DPCB) - Mental Health Division, Dr. Gleah Jane Dominguez, Medical Officer IV alongside Ms. Kimberly Joy Dalit, Health Program Officer II, provided an in-depth orientation on the National Mental Health Program and the Philippine Council for Mental Health Strategic Plan, guiding the council on national directions and priorities.
The core of the gathering shifted into an active workshop focused on long-term sustainability, accountability, and institutional commitment โ from structured breakout sessions, plenary discussions, and synthesis activities โ the participants achieved major operational milestones, including the formulation of a foundational framework for a Memorandum of Understanding (MOU) to solidify inter-agency commitments; additionally, the workshop identified the specific roles and functions of each member agency to eliminate duplication of efforts, while facilitating the development of localized, agency-specific plans tailored to support the broader regional mental health agenda.
In her closing remarks, Dr. Adelina C. Acosta, NCD Cluster Head, lauded the participants for their active participation and unwavering dedication; she noted that the outputs generated during the workshop are foundational steps toward ensuring that mental health services in Region 02 remain highly responsive, inclusive, and readily available to every citizen in need.
This initiative underscored the power of multi-sectoral accountability and localized action in bridging the gap between national policy and regional ex*****on by establishing a unified framework and advancing the formulation of a regional MOU, highlighting that mental health is a shared responsibility that extends far beyond the healthcare sector alone.
