To further strengthen the implementation of health promotion initiatives at the local level, the Cagayan Valley Center for Health Development โ€“ Health Promotion Unit, through its Healthy Communities Workstream, successfully conducted the Preparatory Workshop on the Transitioning of Healthy Communities to a Domain-Based Approach last May 26โ€“27, 2026 in Cauayan City, Isabela.

The workshop gathered Provincial HEPOs, UHC Coordinators, HPO Deployeds, and UHC Deployeds across Region II to orient and capacitate them on the Healthy Communities Domain-Based Approach, ensuring more effective planning, implementation, and monitoring of health promotion interventions in their respective communities. Over the past years, the provinces in Region II have shown strong commitment and capability in implementing the Healthy Communities playbooks. Building on these achievements, the Healthy Communities program is now incorporating the 12 domains of the Healthy Communities Framework to further deepen the impact of interventions through focused strategies, integrated toolkits, and targeted technical assistance.

In her welcome message, Dr. Guia G. Comillas, MD, MPH, Chief of the Local Health Support Division of CVCHD, emphasized that the workshop serves as a stepping stone for provinces to further strengthen and enhance their programs and activities in addressing the current health challenges faced by communities today.

The workshop was graced by Dr. Johann James Balbuena, Medical Officer III, and Ms. Korynne Amber Garcia, Health Program Officer II of the DOH Health Promotion Bureau โ€“ Healthy Settings Division. They facilitated lectures, discussions, and workshops focusing on identifying community gaps and challenges anchored on the 12 domains of the Healthy Communities Framework, while also providing technical assistance to provinces on achieving and qualifying for the Healthy Communities Awards.

This initiative underscores the power of collaboration, shared commitment, and strengthened local action in building healthier, more resilient, and empowered communities across Region II.

The Municipality of Claveria celebrated Hypertension Awareness Month on May 28, 2026 through a wellness and health awareness program initiated by the Cagayan Valley Center for Health Development through its Health Promotion Unit in partnership with the Local Government of Claveria.

The activity opened with a Zumba session participated in by attendees from different barangays, promoting physical activity and healthy living. Municipal Health Officer Dr. Milrose F. Tangonan delivered the welcome address, followed by an inspirational message from Municipal Mayor Hon. Lucille Angelus G. Yapo.

A plenary session on hypertension awareness was also conducted, where Dr. Tangonan presented Claveriaโ€™s good practices in hypertension management, while Dr. Jef Larsen C. Gavino, DTTB, discussed hypertension as a non-communicable disease and emphasized the importance of prevention and early detection.

One of the highlights of the activity was the health service delivery conducted for residents, providing accessible healthcare services and reinforcing the municipalityโ€™s commitment to public health. A Zumba competition among barangays also added energy and participation to the celebration.

The program concluded with closing remarks from DMO IV Ms. Haidee Marion C. Sunico, who reiterated that the celebration highlighted the importance of healthy lifestyles while bringing essential health services closer to the people of Claveria. #

To further strengthen the regionโ€™s efforts toward rabies prevention, the Department of Healthโ€“Cagayan Valley Center for Health Development (DOH-CVCHD) successfully conducted a region-wide training on rabies and animal bite exposure management for doctors and nurses in Region II from May 25โ€“28, 2026, at Hotel Carmelita, Tuguegarao City, Cagayan.

Spearheaded by the Communicable Disease Clusterโ€”led by Dr. Jaquelin C. Yuaga, Dr. Karen Mae A. Padilla, Ms. Lyca Gem G. Maribbay, and Ms. Sheena Jane I. Andresโ€”the four-day training gathered healthcare professionals from across the valley to sharpen their clinical competencies with the intensive sessions focused on rabies prevention, animal bite management, post-exposure prophylaxis, laboratory diagnosis, and surveillance; additionally, the training provided crucial updates on national rabies policies, guidelines, and PhilHealth processes to ensure a comprehensive and standardized approach to rabies control in the region.

In his opening remarks, Regional Director Dr. Ferdinand Benbenen reminded everyone that โ€œrabies remains a 100% fatal yet 100% preventable disease,โ€ stressing the training goes beyond mere protocols, but focused more on critical frontline skillsโ€”like accurate risk assessment and proper vaccine administrationโ€”that can mean the difference between life and death; further, while acknowledging real-world challenges like limited resources, Dr. Benbenen expressed deep gratitude to the healthcare workers for their dedication and challenged them to return to their communities as empowered public health champions working toward a rabies-free Philippines.

The training featured invaluable insights from distinguished resource speakers, including Dr. Arthur Dessi E. Roman, Medical Specialist IV from the Research Institute for Tropical Medicine; Dr. Mary Kristin A. Purugganan, Assistant City Health Officer from Cauayan CHO II; Mr. Shamon C. De Yro, Nurse III from PHO Cagayan; and Ms. Kristine Joy Bartolome, Nurse III from PHO Nueva Vizcaya, who provided a holistic approach to rabies management.

PhilHealth representatives Ms. Sharon Joyce C. Marallag, Social Insurance Officer II, and Ms. Maria Josefina Elena B. Gammad, Reach-Out Staff, delivered critical updates on institutional processes and benefits for Animal Bite Treatment Centers (ABTCs), while Dr. Anjo B. Siazon, Veterinarian II from the Department of Agriculture (DA), highlighted the vital role of inter-agency collaboration, bridging the gap between human and animal health to achieve a completely rabies-free community.

Through a series of comprehensive lectures, case discussions, and hands-on practicum, the participants successfully sharpened their competencies in effective animal bite management, timely data reporting, and the localized implementation of rabies control strategies.

The successful completion of this training reaffirms the unwavering commitment of DOH-CVCHD and its partner agencies to fostering a unified, responsive healthcare workforce; by prioritizing strengthened surveillance, early medical intervention, and continuous community education, DOH-CVCHD continues to drive the region toward the national goal of a rabies-free Philippines, remaining dedicated to providing the technical assistance, monitoring, and capacity-building initiatives necessary to sustain effective prevention programs across Region II.

Layunin ng aktibidad na mailapit ang mahahalagang serbisyong pangkalusugan sa mga senior citizen, lalo na sa mga komunidad na may limitadong access sa health services dahil sa layo at hirap ng transportasyon.

Naging daan din ang aktibidad upang higit na mapalakas ang adbokasiya ng healthy aging at pagkilala sa mahalagang papel ng mga senior citizen sa komunidad.

In preparation for the implementation of the Healthy Hearts Programme (HHP), locally known as Proteksyon Para sa Altapresyon (PPSA), the Department of Health โ€“ Cagayan Valley Center for Health Development (CVCHD), in partnership with the World Health Organization, successfully conducted a series of technical capacity-building activities in Batanes from May 11 to 15, 2026.

The initiative forms part of the regionโ€™s intensified efforts to strengthen hypertension prevention and control strategies at the primary health care level and reduce premature mortality from cardiovascular diseases.

The five-day activity included training on the Philippine Package of Essential Non-Communicable Disease Interventions (PhilPEN), learning sessions on the management of hypertension and diabetes mellitus, and a planning workshop on HHP/PPSA implementation; the activities were facilitated by the CVCHD Non-Communicable Disease (NCD) Cluster together with technical officers and resource speakers from the WHO, the DOH Central Officeโ€“NCD Prevention and Control Program, and the Western Visayas Center for Health Development.

The conduct of these activities aimed to strengthen the capacity of provincial, city, and municipal health offices to deliver effective, evidence-based non-communicable disease interventions within their respective communities; health care providers and local health managers were oriented on updated protocols and practical approaches in operationalizing the Healthy Hearts Programme, particularly in improving early detection, risk assessment, treatment compliance, and continuity of care for patients with hypertension and diabetes.

Highlighted during the sessions were the updated PhilPEN protocols, which feature simplified cardiovascular risk assessment and screening tools, standardized management algorithms, and streamlined referral systems designed to improve efficiency in service delivery; the programme also underscored the importance of adopting a stronger health systems approach anchored on the World Health Organization Health Systems Building Blocks framework, focusing on strengthening service delivery, health workforce, information systems, access to essential medicines and technologies, financing, leadership, and governance.

The Healthy Hearts Programme, or PPSA, supported by the DOH Philippines and WHO, was initially implemented in Isabela, Quirino, and Santiago City in 2025 and is now being expanded to the remaining provinces of Region II, including Batanes, Cagayan, and Nueva Vizcaya.

To strengthen the regional response to mental health challenges and build a more unified, multi-sectoral support system, the Department of Health โ€“ Cagayan Valley Center for Health Development (DOH-CVCHD), through the Non-Communicable Disease (NCD) โ€“ Mental Health Program, successfully conducted the Planning Workshop and Orientation for the Regional Council for Mental Health (RCMH), on May 21, 2026, at TAJ Hotel, Tuguegarao City, Cagayan.

The session gathered 40 participants representing diverse National Government Agencies (NGAs), Non-Government Organizations (NGOs), the academe, and Local Government Units (LGUs), all working in unison to operationalize the mandate of Republic Act No. 11036, otherwise known as the Philippine Mental Health Act, as the DOH-CVCHD aimed to strengthen local coordination mechanisms, map specific agency functions, and establish robust referral networks to ensure accessible, comprehensive, and rights-based mental health services across the region.

In her welcome remarks, Dr. Guia Comillas, Medical Officer V and Chief of the Local Health Support Division, emphasized that mental health cannot be effectively addressed in silos, underscoring a coordinated and multi-sectoral approach vital to transforming regional care.

Ms. April T. Manaoat, Nurse III and Mental Health Program Manager, presented the current status of the Regional Council for Mental Health, highlighting recent breakthroughs, ongoing initiatives, and strategic opportunities to bolster inter-agency collaboration while member agencies subsequently took the floor to share institutional updates, accomplishments, and future blueprints related to their respective mental health programs.

Resource speakers from the DOH Disease Prevention and Control Bureau (DPCB) - Mental Health Division, Dr. Gleah Jane Dominguez, Medical Officer IV alongside Ms. Kimberly Joy Dalit, Health Program Officer II, provided an in-depth orientation on the National Mental Health Program and the Philippine Council for Mental Health Strategic Plan, guiding the council on national directions and priorities.

The core of the gathering shifted into an active workshop focused on long-term sustainability, accountability, and institutional commitment โ€“ from structured breakout sessions, plenary discussions, and synthesis activities โ€“ the participants achieved major operational milestones, including the formulation of a foundational framework for a Memorandum of Understanding (MOU) to solidify inter-agency commitments; additionally, the workshop identified the specific roles and functions of each member agency to eliminate duplication of efforts, while facilitating the development of localized, agency-specific plans tailored to support the broader regional mental health agenda.

In her closing remarks, Dr. Adelina C. Acosta, NCD Cluster Head, lauded the participants for their active participation and unwavering dedication; she noted that the outputs generated during the workshop are foundational steps toward ensuring that mental health services in Region 02 remain highly responsive, inclusive, and readily available to every citizen in need.

This initiative underscored the power of multi-sectoral accountability and localized action in bridging the gap between national policy and regional ex*****on by establishing a unified framework and advancing the formulation of a regional MOU, highlighting that mental health is a shared responsibility that extends far beyond the healthcare sector alone.
