CITY OF ILAGAN, Isabela โ€” Twenty-six owners and managers of micro-establishments that complied with labor standards after undergoing the Technical Advisory Visit (TAV) program received livelihood packages from the Department of Labor and Employmentโ€“Isabela Field Office (DOLE-IFO) during an awarding ceremony held in the City of Ilagan on July 24, 2026.

The activity supports the directive of Labor Secretary Francis N. Tolentino to strengthen voluntary compliance with labor laws while providing livelihood opportunities that help micro-enterprises improve their operations, sustain employment, and contribute to local economic development.

DOLE distributed a total of โ‚ฑ650,000 worth of livelihood assistance, with each beneficiary receiving a livelihood package valued at โ‚ฑ25,000.

During the awarding ceremony, Isabela Field Office Head Reginald B. Estioco congratulated the beneficiaries and underscored the importance of complying with labor standards, noting that adherence to labor laws helps ensure that workers receive the wages and benefits due them while enabling businesses to grow responsibly.

Senior Labor and Employment Officer Evangeline Aguisanda, head of the Labor Standards Unit, likewise encouraged the beneficiaries to sustain their compliance with labor laws and standards.
She said compliance not only protects the rights and welfare of workers but also allows micro-establishments to qualify for livelihood assistance and other programs that support business development and productivity.

Prior to the awarding, all beneficiaries completed the Business and Work Improvement Course (BWIC) conducted by DOLE Livelihood Development Specialists. The training aimed to strengthen their entrepreneurial competencies and equip them with practical knowledge to improve business operations and enhance sustainability.

For beneficiary Teddy Telan of Burgos, Isabela, the livelihood assistance affirmed the value of complying with labor standards.
โ€œThis is the fruit of being labor standards-compliant through the TAV program,โ€ Telan said during the awarding ceremony.
He said he did not expect to be among the recipients of the livelihood grant and encouraged fellow business owners to observe labor standards for the benefit of both their workers and enterprises.

โ€œSinabi sa akin na ako ay TAV-compliant, at hindi ko po inaasahan na isa ako sa mga makatatanggap ng pangkabuhayan mula sa DOLE. Maraming salamat po kay Secretary Francis N. Tolentino at kay Pangulong Bongbong Marcos para sa mas malawak pang serbisyo,โ€ Telan said.

The Technical Advisory Visit is a preventive and developmental approach that assists micro-establishments in understanding and voluntarily complying with general labor standards and occupational safety and health requirements through technical guidance and advisory services. #

TUGUEGARAO CITY, Cagayan โ€” A total of 471 workers in Cagayan Valley received โ‚ฑ12,521,661.58 in unpaid wages and other monetary benefits from January to June 2026 after seeking assistance through the Single Entry Approach (SEnA).

The settlements form part of the Department of Labor and Employmentโ€™s efforts under Labor Secretary Francis N. Tolentino to provide workers and employers with an accessible avenue for addressing labor concerns through dialogue and conciliation.

The amount stemmed from 335 Requests for Assistance (RFAs) filed with the DOLE Regional Office No. 2 during the six-month period.

Most of the requests involved monetary benefits that workers said had not been paid or fully provided by their employers. These included minimum wage differentials, overtime pay, 13th-month pay, separation pay, social benefits, and other benefits provided under labor laws and employment agreements.

Under SEnA, workers and employers are brought together in conciliation conferences facilitated by Single Entry Assistance Desk Officers to discuss the issues raised and explore possible agreements.

The program provides a 30-day mechanism for resolving labor concerns before these are referred for compulsory arbitration or formal adjudication.

Among the workers who sought assistance were 11 employees of a lending company in Tuguegarao City, who received a combined โ‚ฑ233,310.79 in unpaid minimum wage differentials and separation pay after the parties reached an agreement through SEnA.

In Isabela, a former cook received โ‚ฑ77,525 in wage differentials following conciliation conferences between the worker and the employer.

Assistant Regional Director Atty. Remedios V. Vegim-Teves said the figures represent workers who were able to pursue wages and benefits due them through the assistance mechanism.

โ€œThrough SEnA, workers are given an avenue to present their concerns, while employers are given the opportunity to respond and arrive at an agreement through conciliation,โ€ Vegim-Teves said.

She said DOLE Region 2 will continue to strengthen the implementation of SEnA during the second half of the year by improving the handling and monitoring of requests and further developing the capacity of its SEnA Desk Officers.

The regional office will also intensify information activities on labor standards and available dispute-resolution mechanisms and strengthen its coordination with employersโ€™ groups, workersโ€™ organizations, local government units, and other partners.

Vegim-Teves urged workers to seek assistance when wages or benefits due them are withheld, underpaid, or not provided, while encouraging employers to address workplace concerns at the earliest opportunity.

Workers and employers may file an RFA at the DOLE Regional Office in Tuguegarao City, its field offices in Cagayan, Isabela, Nueva Vizcaya, and Quirino, or the Batanes Satellite Office, or online at arms.dole.gov.ph. #

Sagot:

Maaaring papasukin ng employer ang isang empleyado sa kanyang nakatakdang rest day sa mga sitwasyong pinapayagan ng batas o kung kinakailangan ng trabaho. Gayunman, kung pinagtrabaho ang empleyado sa kanyang rest day, dapat siyang bayaran ng kanyang regular na sahod at karagdagang premium pay na hindi bababa sa 30% para sa unang walong oras ng trabaho.

Halimbawa ng computation:

Kung ang daily wage ay โ‚ฑ500 at nagtrabaho nang walong oras sa nakatakdang rest day:

โ‚ฑ500 ร— 130% = โ‚ฑ650

Ibig sabihin, โ‚ฑ500 ang regular na sahod at โ‚ฑ150 ang 30% rest day premium, kaya โ‚ฑ650 ang kabuuang bayad para sa araw na iyon.

Kung lumampas sa walong oras ang trabaho, may karagdagang overtime pay na kukuwentahin batay sa rest-day hourly rate.

Mahalagang alamin kung ang araw na pinasukan ay talagang nakatakdang rest day o kung inilipat lamang ang rest day sa ibang araw bilang bahagi ng pagbabago sa work schedule. Dapat ding tingnan ang aktuwal na work arrangement at kung ang empleyado ay sakop ng mga patakaran sa premium pay.

Ano ang dapat gawin?

Tingnan ang payslip, time record, at work schedule, at humingi sa employer o HR ng paliwanag at computation ng bayad sa araw na pinasukan.

Behind every studentโ€™s dream is a story of perseverance.
For Daryll Saludares of Villaverde, Nueva Vizcaya, pursuing an education meant drawing strength from his parentsโ€™ sacrifices and finding opportunities to continue his studies while serving others, a path that eventually led him to the Department of Labor and Employmentโ€™s Special Program for the Employment of Students (SPES).

Raised by parents who worked tirelessly to provide for their children, Daryll grew up witnessing their quiet sacrifices. Instead of allowing these challenges to discourage him, he used them as motivation to excel and seek opportunities that would help him continue his studies while serving others.

Even before becoming a SPES beneficiary, Daryll had already shown leadership potential. At 17, while studying at Bintawan National High School, he served in various student organizations and represented the youth as a Young Provincial Board Member. Despite these accomplishments, he wanted to experience leadership beyond the classroom and make a greater impact in his community.

That opportunity came when he was accepted into SPES in 2025. Initially, Daryll viewed the program as a way to help finance his education and ease his familyโ€™s financial burden. However, the experience soon became more than temporary employment.

After completing the programโ€™s training and orientation, Daryll and his fellow SPES beneficiaries were assigned to Bintawan Norte Elementary School, where they assisted in learning activities for young students. Among these was AGKARABASA, a localized reading intervention program of the Municipality of Villaverde that aims to improve the reading and comprehension skills of elementary and high school learners.

Working with teachers, barangay officials, and parents, Daryll helped facilitate reading sessions and supplemental feeding activities. More than simply completing his assigned tasks, he made it his goal to help ensure that no learner was left behind.

The experience strengthened his communication skills, expanded his social awareness, and allowed him to better understand the value of volunteerism and public service.

โ€œNapakalaking tulong din po ng SPES for me to be socially aware. Last summer, na-explore ko po ang buong barangay namin sa paghahanap ng learners,โ€ he shared.

Now pursuing a degree in Civil Engineering at Nueva Vizcaya State University, Daryll continues to carry with him the lessons he gained through SPES. He also chose to serve once again under the program for another 20 days, allowing him to further apply his skills and contribute to his community.

Equipped with the knowledge, skills, and experience he gained from the program, Daryll believes he is now better prepared to respond to challenges and contribute more meaningfully to the people around him.

His experience also inspired him to encourage other students to step beyond their comfort zones and take advantage of opportunities that can help them grow.

Daryll hopes that more young people, especially aspiring student leaders, will discover through SPES that leadership is best demonstrated through compassion, initiative, and community involvement. #

ECHAGUE, Isabela โ€” The Department of Labor and Employment Regional Office No. 02 (DOLE RO2) joined LegisHear: โ€œBawat Batas Mahalaga,โ€ the House of Representativesโ€™ flagship nationwide legislative consultation and oversight initiative, by gathering stakeholdersโ€™ views on labor and employment concerns and extending programs and assistance to communities.

Held at the Isabela State Universityโ€“Echague Campus on July 31 โ€“ August 1, 2026, the activity brought together government agencies, local stakeholders, and community representatives to discuss existing programs and gather recommendations to strengthen legislation, improve government programs, and enhance public service delivery.

The regional officeโ€™s participation supports the directive of Labor Secretary Francis N. Tolentino to strengthen the delivery of labor and employment programs at the local level, build stronger partnerships, and provide workers with pathways toward employment, livelihood, and productivity.

LegisHear reflects Speaker Faustino โ€œBojieโ€ G. Dy IIIโ€™s vision of a Bagong Kongreso by bringing Congress closer to communities and listening directly to the people it serves.

As part of the activity, DOLE RO2 conducted a Focus Group Discussion (FGD) with 13 representatives from the education, religious, agricultural, health, child development, barangay, and youth sectors.

Serving as expert panelists were Assistant Regional Director Atty. Remedios Vegim-Teves, Isabela Field Office Head Reginald B. Estioco, Technical Support and Services Division Chief Dionisio Verzola Jr., and program managers from the DOLE Regional Office and Isabela Field Office. The discussion was facilitated by Supervising Labor and Employment Officer Liezel P. Magno.

The discussion assessed the participantsโ€™ awareness and understanding of DOLE programs and services and gathered their insights and recommendations on the Government Internship Program (GIP), Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD), Special Program for the Employment of Students (SPES), DOLE livelihood assistance, minimum wage, workersโ€™ rights, and mandatory labor benefits.

Participants also shared their experiences and recommendations on strengthening information dissemination, improving transparency in program implementation, expanding linkages with skills training and livelihood opportunities, and sustaining labor education initiatives.

Complementing the consultation, DOLE also extended employment assistance through the payout of 417 beneficiaries with a total allocation of โ‚ฑ3,031,500. This included 105 GIP beneficiaries under the TARA ARAL Project and 312 TUPAD beneficiaries, who participated in Brigada Eskwela and various community-based projects such as environmental maintenance, canal declogging, tree planting, and community gardening.

Speaking on behalf of Regional Director Imelda E. Romanillos, Assistant Regional Director Vegim-Teves said that DOLE RO2โ€™s participation in LegisHear allowed the agency to bring its services closer to communities while listening to their experiences, concerns, and recommendations. She added that the feedback gathered would help improve the implementation of labor and employment programs and make public services more responsive to the needs of workers and their families.

Atty. Vegim-Teves also thanked the participants for their valuable inputs and encouraged them to become DOLE ambassadors by sharing accurate information about the Departmentโ€™s programs and services within their respective communities. #

Nakatanggap ng mahigit โ‚ฑ1.5 milyon na employment assistance ang mga manggagawa at benepisyaryo sa bayan ng Maconacon, Isabela sa pamamagitan ng iba't ibang programa ng DOLE Isabela Field Office (DOLE-IFO) sa ilalim ng Isabela Community Assistance and Responsive Services (CARES) na isinagawa nitong Hulyo 16, 2026.

Sa ilalim ng TUPAD, tumanggap ng kabuuang โ‚ฑ1.5 milyon sa sahod ang 200 benepisyaryo matapos makumpleto ang 15 araw na pansamantalang trabaho. Tumanggap din ng sahod ang mga benepisyaryo ng Government Internship Program (GIP) bilang suporta sa kanilang internship sa mga tanggapan ng pamahalaan.

Bukod sa employment assistance, naghatid din ang DOLE ng iba pang serbisyo kabilang ang livelihood assistance, labor standards orientation, Technical and Advisory Visit, PESO institutionalization, worker registration sa PEIS at NSRP, at Business and Work Improvement Course. #

DOLE RO2 joins first leg of LEGISHEAR legislative consultation in Isabela

The Department of Labor and Employment Regional Office No. 02 (DOLE RO2) participated in the first leg of LEGISHEAR: โ€œBawat Batas Mahalaga,โ€ a nationwide legislative consultation and oversight initiative of the House of Representatives led by House Speaker and Isabela 6th District Representative Faustino โ€œBogieโ€ Dy III, held on July 31 at the Isabela State Universityโ€“Echague Campus.

The activity gathered representatives from various sectors to discuss labor and employment concerns, assess their awareness of existing labor laws and government programs, and provide recommendations to further strengthen policies and services.

The consultation supports the continuing efforts of the Department under the leadership of Labor Secretary Francis N. Tolentino to bring labor and employment programs closer to workers and communities while promoting policies that improve access to employment opportunities, workersโ€™ protection, and government assistance.

Serving as expert panelists were Assistant Regional Director Atty. Remedios Vegim-Teves, Isabela Field Office Head Reginald B. Estioco, Technical Support and Services Division Chief Dionisio Verzola Jr., and program managers from the DOLE Regional Office and Isabela Field Office.

Discussions highlighted key DOLE programs, including the Government Internship Program (GIP), the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) Program, the Special Program for the Employment of Students (SPES), and the Departmentโ€™s livelihood program. Participants also shared insights on minimum wage policies, workersโ€™ benefits, and possible areas for improving labor and employment laws and programs.

The consultation, moderated by Supervising Labor and Employment Officer Liezel Magno, was attended by 13 participants representing various sectors, including public school teachers, provincial school board teachers, church ministers and pastors, a farmer, barangay health workers, child development workers, a school registrar, and a student leader.

In her message, ARD Vegim-Teves thanked the participants for their active engagement and valuable recommendations. She also encouraged them to become advocates of DOLE programs in their respective communities by helping disseminate information and connecting more workers, students, and jobseekers to the Departmentโ€™s services.

The legislative consultation continues on Day 2, August 1, with DOLE RO2 sustaining the delivery of frontline services at the venue. These include the payout of beneficiaries under GIP and TUPAD program, as well as application assistance for individuals interested in becoming beneficiaries of various DOLE employment and livelihood programs. #
