𝐈𝐂𝐘𝐌𝐈: The Infrastructure Development Committee (IDC) of the Regional Development Council (RDC) 2 convened its Technical Working Group (TWG) on August 3, 2026 to shortlist priority infrastructure projects submitted by selected national government agencies for the 4th Regional-National Investment Programming (RNIP) Dialogue.

The shortlisted projects will be presented to the IDC and the RDC for endorsement to the respective Agency Central Offices (ACOs) for consideration in the preparation of their fiscal year 2028 budget proposals.

The RNIP serves as a key mechanism for aligning the Regional Development Investment Program (RDIP) with the Public Investment Program (PIP), ensuring that regional development priorities are reflected in national and sectoral investment programming.

𝐓𝐖𝐆 𝐂𝐨𝐧𝐯𝐞𝐧𝐞𝐬 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐍𝐨𝐫𝐭𝐡 𝐋𝐮𝐳𝐨𝐧 𝐄𝐚𝐬𝐭-𝐖𝐞𝐬𝐭 𝐈𝐧𝐭𝐞𝐠𝐫𝐚𝐭𝐞𝐝 𝐂𝐨𝐫𝐫𝐢𝐝𝐨𝐫 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐈𝐧𝐢𝐭𝐢𝐚𝐭𝐢𝐯𝐞

The Technical Working Group (TWG) for the North Luzon East–West Integrated Corridor Development Initiative convened on July 28–29, 2026, in Bayombong, Nueva Vizcaya to discuss strategies for strengthening connectivity among the Ilocos Region, Cagayan Valley, and the Cordillera Administrative Region (CAR).

During the two-day workshop, the participants from the three regions examined key connectivity gaps and infrastructure bottlenecks that continue to constrain the efficient movement of people, goods, and services. The discussions revolved on identifying common issues, prioritizing interventions to enhance accessibility, strengthen interregional linkages, and support regional development.

As a key output, the TWG formulated a proposed investment agenda and identified priority infrastructure projects and interventions aimed at improving connectivity, fostering economic integration, and promoting sustainable and inclusive development across Northern Luzon.

The meeting also served as the TWG’s first organizational meeting, marking an important milestone in advancing interregional collaboration for integrated infrastructure planning. The initiative lays the groundwork for a more connected, competitive, and resilient Northern Luzon and supports the region’s long-term growth and development.

The TWG is composed of representatives from DEPDev RO 1, 2, and CAR; DPWH RO 1, 2, CAR; DENR RO 1 and CAR; NCIP RO CAR; DTI RO 1, NIA RO 1; Provincial Local Government Units of Cagayan, Nueva Vizcaya, and Isabela; and private sector representatives.

𝐋𝐎𝐎𝐊: The Regional Development Council (RDC2) - Regional Land Use Committee (RLUC) held its reorganization meeting on July 27, 2026, at the DEPDev Regional Office 2, Tuguegarao City. The RLUC is a support committee of the RDC, organized pursuant to Executive Order No. 82, s. 2025, entitled “Accelerating Socioeconomic Development in all Regions, Strengthening Regional Development Councils for the Purpose.”

As part of the RLUC reorganization, the Committee elected DHSUD Regional Director Marvin M. Feraren as its new Vice-Chairperson and identified the Department of Information and Communications Technology, Bureau of Fisheries and Aquatic Resources, and National Commission on Indigenous Peoples as proposed additional members for endorsement to the Council.

The Committee also discussed the Cagayan Valley Regional Physical Framework Plan (RPFP) 2025-2055 and Joint Memorandum Circular (JMC) No. 2023-001 on the formulation of the Provincial Development and Physical Framework Plan (PDPFP). The RPFP serves as the region's long-term spatial development plan, guiding its physical growth and land use development over the planning period. Meanwhile, the JMC supports the RLUC's mandate to review the Comprehensive Land Use Plan of the region's independent component city and the Physical Framework Plans of its five provinces.

RLUC Chairperson and DEPDev Regional Director Dionisio C. Ledres, Jr. presided over the meeting, with representatives from member agencies actively participating in the discussions.

The Department of Economy, Planning, and Development (DEPDev) Regional Office 2 celebrated this year’s Nutrition Month with the theme “Nutrisyon at Kalikasan, Ating Pangalagaan!” on July 23, 2026 at the Pamegafanan Hall, DEPDev/ RDC Building and Office Grounds/ Gymnasium, Carig Sur, Tuguegarao City.

The celebration commenced with a Tree Planting Activity, where officials and employees actively participated in planting trees within the office premises. The activity highlighted the vital connection between environmental conservation and nutrition, emphasizing that a healthy environment is essential in ensuring food security, sustainable agriculture, and the overall well-being of communities.

One of the highlights of the celebration was a lecture delivered by Ms. Renee Justine B. Baculi, RND, City Nutrition Program Coordinator of the Tuguegarao City Health Office. Her presentation, entitled "Climate Change: Its Implication in Nutrition", discussed the growing effects of climate change on food production, food accessibility, nutritional status, and public health. The lecture also encouraged participants to become advocates of sustainable practices that contribute to both environmental protection and improved nutrition outcomes.

The celebration continued with the much-awaited CookFest, where employees showcased their creativity and culinary skills by preparing nutritious and innovative dishes aligned with the Nutrition Month theme.

The activity promoted healthy eating habits while encouraging teamwork and collaboration among participating groups.

In the afternoon, employees enthusiastically participated in NutriSports – Laro ng Lahi (Nutrition Month Edition), fostering camaraderie, teamwork, and physical wellness through fun-filled games.

Through activities that integrated nutrition education, environmental advocacy, healthy food preparation, and physical activity, DEPDev Region II reaffirmed its commitment to promoting holistic wellness among its workforce while supporting sustainable development and environmental stewardship.

DEPDev Region 2 held a briefing today, July 21, 2026, for key agencies on the updating of the FY 2028 Agency Regional-National Investment Projects (ARNIPs) at DEPDev Pamegafanan Hall, Tuguegarao City.

The activity aimed to orient the agencies on the conduct of the 4th ARNIP Dialogue, which seeks to align regional and national sectoral priorities by linking the Regional Development Investment Program (RDIP) with the Public Investment Program (PIP).

Participating agencies included DA, DepEd, DENR, DOH, DPWH, DOST, DSWD, DOTr, and NIA.

The Department of Economy, Planning, and Development (DEPDev) 2 convened an online meeting on July 9, 2026, to discuss the proposed North Luzon East–West Connectivity Expansion, an initiative to improve mobility and strengthen economic linkages across Northern Luzon.

During the meeting, Department of Transportation (DOTr) representative Mr. Francis Troy D. Caiga updated participants on the proposed North Long-Haul Project, currently undergoing a feasibility study. The envisioned railway will provide seamless inter-regional connectivity from Metro Manila to key Northern Luzon cities, including Laoag and Tuguegarao.

Private Sector Representatives (PSRs) Ms. Edna Tabanda (CAR) and Atty. Robin James Gunnacao (Region 2) recommended establishing a Technical Working Group and undertaking pre-investment studies to strengthen the project's technical foundation and long-term viability.

Moving forward, the participants agreed to hold a workshop in the last week of July 2026 to develop a common framework for planning and developing the proposed inter-regional connectivity expansion.

The meeting united the representatives from the DOTr, DPWH (Regional Offices 2 and CAR), DEPDev (Regional Offices 1, 2, and CAR), and selected PSRs, reaffirming their shared commitment to enhancing regional connectivity and supporting inclusive, sustainable growth across Northern Luzon

𝐋𝐎𝐎𝐊: Stakeholders from regional line agencies, LGUs and the private sector gather at the DEPDev Pamegafanan Hall, Tuguegarao City on July 2, 2026 to localize the strategies of the Trabaho para sa Bayan (TPB) Plan 2025 - 2034.

The TPB Plan is the country's first 10-year labor market development plan, aimed at creating quality jobs, developing a competitive workforce, and fostering inclusive labor market governance.

Participants of the regional workshop came up with specific programs, activites and projects that will operationalize the Plan and contribute to the attainment of the vision of Filipinos of working age to be gainfully employed and provided with opportunities to improve their income-earning ability, with incomes and work conditions that enable them and their families to enjoy a matatag, maginhawa, at panatag na buhay.
