The Economic Development Committee (EDC) and Environment Committee (EnC) of the Regional Development Council 2 held their joint second quarter meeting on May 25, 2026 via Zoom.
During the meeting, the Committees endorsed three priority initiatives of the Provincial Government of Cagayan, namely, the Framework of the Development of Rural Industries through Value Chain Enhancement and Sustainability (DRIVES) Program, the Framework of the Cagayan Bamboo Climate Resiliency and Industrialization Development Program (CBCRIDP), and the Cagayan Payao-Based Tuna Fishing Fleet Operation.
Presented by Dr. Archimedes Articulo, the DRIVES Program framework aims to build a resilient and competitive rural economy by strengthening value chains, logistics, governance, and enterprise systems, focusing on key commodities such as rice, corn, fisheries, livestock, and high-value crops. He also presented the framework of the CBCRIDP, which promotes bamboo as both a climate resilience solution and industry driver, supporting environmental protection, livelihood creation, and enterprise development.
Meanwhile, Dr. Pearlita Mabasa presented the proposed tuna fishing project, which seeks to maximize Cagayanโs offshore fisheries through investments in vessels, cold chain facilities, logistics, and port infrastructure.
The meeting also featured the presentation of the Regional Irrigation Management Plan 2023โ2030 by the National Irrigation Administration, outlining strategies to improve irrigation services and support food security and rural development.
In addition, the Committees endorsed the economic and environment chapters of the 2025 Regional Development Report, which assesses regional performance and progress in implementing the RDP 2023โ2028 Midterm Update.
The meeting was presided over by EDC Co-Chair and Private Sector Representative Cloyd Velasco, with attendance from members of both Committees, including EDC Chair Governor Jose Gambito of Nueva Vizcaya and EnC Chair Mayor Maila Ting-Que of Tuguegarao City.
