𝗗𝗧𝗜 𝗥𝟮 𝗪𝗘𝗟𝗖𝗢𝗠𝗘𝗦 𝗡𝗘𝗪𝗟𝗬 𝗔𝗣𝗣𝗢𝗜𝗡𝗧𝗘𝗗 𝗔𝗡𝗗 𝗣𝗥𝗢𝗠𝗢𝗧𝗘𝗗 𝗘𝗠𝗣𝗟𝗢𝗬𝗘𝗘𝗦 𝗜𝗡 𝗢𝗔𝗧𝗛-𝗧𝗔𝗞𝗜𝗡𝗚 𝗖𝗘𝗥𝗘𝗠𝗢𝗡𝗬

The Department of Trade and Industry (DTI) Region 2, formally welcomed its newly appointed and promoted employees during an oath-taking ceremony held on 6 August 2026 at the Office of the Regional Director, DTI R2 Regional Office, Carig Sur, Tuguegarao City, Cagayan. The ceremony was administered by Regional Director Ma. Sofia G. Narag, CESO V.

The newly appointed and promoted employees are:
Newly Appointed:
1. Jan Christopher D. Decoro – Trade Industry Development Specialist
2. Sarah M. Mendoza – Trade Industry Development Specialist

Newly Promoted:
3. Mark Jayson S. Andes – Senior Trade Industry Development Specialist

In her message, RD Narag congratulated the appointees on reaching a significant milestone in their careers, emphasizing that their appointments are a testament to their hard work, competence, and passion for public service. She reminded them that the oath-taking ceremony is more than a formality—it marks the beginning of greater responsibility, accountability, and compassionate service to both the organization and its clients. She likewise underscored that public office is a public trust and encouraged the newly appointed employees to continuously embody the Department's core values of Passion, Integrity, Competence, Creativity, Synergy, and Love of Country. Above all, she urged them to remain humble, serve with excellence and compassion, and strive to make a meaningful impact through their work.

Acting Assistant Regional Director Atty. Michael B. Paggabao also extended his heartfelt congratulations, commending the appointees for their outstanding performance throughout the selection process and recognizing their sincerity, dedication, and unwavering commitment to public service. He shared his personal observations of each appointee, highlighting their strengths, work ethic, and genuine concern for clients and the organization. He encouraged them to continue bringing honor to the Department and to remain steadfast in their calling as public servants who exemplify professionalism, integrity, and excellence.

Supervisors of the appointees likewise shared their reflections and reaffirmed their continued guidance and support as the newly appointed employees assume their new responsibilities. The ceremony served as a meaningful reminder of DTI Region 2's commitment to recognizing merit, nurturing excellence, and inspiring its workforce to deliver responsive and compassionate service to the Filipino people.

𝐋𝐞𝐠𝐚𝐥 𝐄𝐱𝐜𝐞𝐥𝐥𝐞𝐧𝐜𝐞 𝐌𝐞𝐞𝐭𝐬 𝐂𝐨𝐧𝐬𝐮𝐦𝐞𝐫 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧

4 August 2026 | The Department of Trade and Industry (DTI) Region 2, through its Legal Unit, reaffirmed its commitment to strengthening adjudicatory competence through a two-day training workshop dubbed "The RESOLVE PROTOCOL: Strengthening the Adjudicatory Chain" at the DTI R2 Negosyo Center Hall, Carig Sur, Tuguegarao City, Cagayan. The activity was in partnership with the Consumer Protection Division (CPD) and the Human Resource (HR) Unit, to enhance the legal writing and adjudicatory skills of personnel involved in consumer protection enforcement.

In her opening message, Regional Director Ma. Sofia G. Narag, CESO V, underscored the importance of continuously developing the competencies of DTI personnel, emphasizing that excellence in public service begins with well-equipped and knowledgeable public servants. She encouraged participants to maximize the opportunity to learn, collaborate, and translate their learnings into responsive, efficient, and people-centered public service.

Anchored on DTI Region 2's commitment to empowering its frontline personnel, the training equipped participants with the knowledge and practical skills necessary for effective legal writing and the preparation of adjudicatory documents, including the drafting of formal charges. Serving as resource persons are Atty. Cyrus I. Restauro, Acting Provincial Director of the DTI Isabela Provincial Office, who discussed Legal Writing in Administrative and Adjudicatory Processes, and Atty. Angie U. Gumaru, Acting Chief of CPD, DTI Region 2, who shared insights on the Basics of DTI Adjudication. Through this initiative, the Department continues to foster professionalism, consistency, and integrity in the delivery of consumer protection services.

Meanwhile, Acting Assistant Regional Director Atty. Michael B. Paggabao reminded participants that every legal document they prepare and every adjudicatory action they undertake carries the responsibility of upholding justice and protecting consumer rights. He emphasized that integrity, precision, and accountability must remain at the heart of every decision, reinforcing DTI's commitment to fair, transparent, and effective consumer protection for every Filipino.

𝗜𝗦𝗔𝗕𝗘𝗟𝗔, 𝗡𝗨𝗘𝗩𝗔 𝗩𝗜𝗭𝗖𝗔𝗬𝗔 𝗡𝗖𝗕𝗖𝘀 𝗚𝗔𝗜𝗡 𝗔𝗜 𝗖𝗢𝗠𝗣𝗘𝗧𝗘𝗡𝗖𝗜𝗘𝗦 𝗙𝗢𝗥 𝗙𝗨𝗧𝗨𝗥𝗘-𝗥𝗘𝗔𝗗𝗬 𝗠𝗦𝗠𝗘 𝗦𝗨𝗣𝗣𝗢𝗥𝗧

The Department of Trade and Industry Region 2 conducted the 3rd and 4th batches of the Cascading of the “Training on AI for Digital Novice MSMEs” for its Negosyo Center Business Counselors (NCBCs) on 29 July 2026 in City of Ilagan, Isabela and 30 July 2026 in Bayombong, Nueva Vizcaya. The activity forms part of DTI's continuing partnership with the International Labour Organization (ILO) to strengthen the capacity of frontline business advisors in helping Micro, Small, And Medium Enterprises (MSMEs) adopt artificial intelligence (AI) as a practical tool for business growth and digital transformation.

In his opening message, Acting Assistant Regional Director Atty. Michael B. Paggabao, on behalf of Regional Director Ma. Sofia G. Narag, CESO V emphasized the important role of NCBCs as DTI's frontline partners in empowering local entrepreneurs. He also reiterated on the department’s commitment to invest in the professional development of its Business Counselors because strengthening their capabilities also strengthens the support provided to MSMEs and the communities they serve.

The training was facilitated by Ms. Apple M. Boac, STIDS-NC and Ms. Alpha Jessica B. Paggabao, TIDA-NC, who beforehand completed the Training of Trainers under the DTI-ILO initiative. Through lectures, demonstrations, workshops, and simulation exercises, participants were introduced to the fundamentals of AI, its practical applications for MSMEs, ethical and responsible AI use, risk mitigation measures, and strategies for addressing connectivity challenges. The sessions equipped NCBCs with practical knowledge and hands-on experience that they can integrate into their business advisory services.

Closing the activity, Acting Division Chief Karen B. Amores encouraged the participants to continuously explore and apply the AI tools introduced during the training and share these with the MSMEs they serve. She challenged the NCBCs to use their learnings to deliver more responsive and future-ready business advisory services. With only the Quirino leg remaining, DTI R2 looks forward to completing the regional cascading, further strengthening the capacity of its Negosyo Center Business Counselors to support MSMEs in the digital economy. # #
