READ | DILG: Four New Unified 911 Command Centers Now Fully Operational
The Department of the Interior and Local Government (DILG) on Thursday announced that four newly established Unified 911 Satellite Command Centers (SCCs) in Regions I, II, VI, and VIII are now fully operational, further strengthening the countryโ€™s emergency response network and bringing life-saving services closer to communities.
The simultaneous activation of the command centers in Ilocos Norte, Isabela, Iloilo, and Leyte marks another major step in the implementation of the countryโ€™s first-ever Unified 911 Emergency Response System, a flagship initiative of President Ferdinand R. Marcos Jr. aimed at ensuring that every Filipino can access emergency assistance quickly, wherever they may be.
For families facing medical emergencies, victims of accidents, communities affected by disasters, and citizens in distress, every second matters. The expansion of Unified 911 is designed to shorten response times, improve coordination among responders, and ensure that help reaches those who need it most.
According to the DILG, the establishment of the new command centers forms part of a broader strategy to decentralize emergency operations, strengthen inter-agency coordination, and build a more responsive and resilient emergency response system nationwide.
A key feature of the new facilities is the deployment of 21 dialect-sensitive Operators and Emergency Telecommunicators who are trained to communicate in the predominant languages spoken in their respective regions. These include Ilocano in Region I; Ilocano, Ibanag, and Yogad/Gaddang in Region II; Hiligaynon (Ilonggo) and Kinaray-a in Region VI; and Waray (Binisaya) and Cebuano in Region VIII.
The Department said language should never be a barrier during emergencies, particularly in situations where clear and immediate communication can mean the difference between life and death.
With the activation of the four new facilities, the total number of Unified 911 Command Centers nationwide now stands at six, including the National Command Center in Metro Manila and the Regional Command Center in Cebu.
The DILG also reported significant improvements in the performance of the Unified 911 system, with efficiency rates reaching 97.23 percent, up from 48.33 percent in 2024 and 70.71 percent during the initial stages of implementation in 2025.
Building on this momentum, the Department announced that four additional command centers are scheduled for establishment within the year as part of efforts to achieve a fully integrated national emergency response network.
Representing DILG Secretary Juanito Victor โ€œJonvicโ€ C. Remulla Jr. during the simultaneous launching ceremonies, Philippine National Police Chief General Jose Melencio C. Nartatez Jr. said the Department remains committed to further strengthening local emergency response capabilities, including the provision of additional assets and support for local government units.
The Unified 911 Emergency Response System serves as the countryโ€™s centralized emergency hotline, allowing citizens to access police, fire, medical, and other emergency services through a single number, anytime and anywhere in the Philippines.

An active FSIC is required to obtain and renew essential permits such as:

The Department of the Interior and Local Government (DILG) Region 02, through its Local Government Capability Development Division (LGCDD), conducted the Philippine Agenda for Localization of the Open Government Partnership (OGP) Regional Technical Team (RTT) Meeting on June 4, 2026 at the DILG Regional Office 02, Tuguegarao City, Cagayan. This was participated by representatives from the Department of Budget and Management (DBM) Region 02, Civil Society Organizations (CSOs) (Namely: Advocates for Community Transformation โ€“ Cagayan Valley (ACT-CV) and Informers Club (I-Club Media Association)), Local Resource Institute/Academe (Isabela State University and Cagayan State University), and DILG Region 02 personnel. The activity served as a technical platform for policy alignment, coordination, and action planning to advance OGP localization and strengthen implementation of open government commitments, emphasizing transparency, accountability, citizen participation, and participatory governance. LGCDD Chief Elsbeth T. Maralli highlighted intersectoral collaboration and outlined the meeting objectives, while DMO II Ernalyn E. Agabayani presented key deliverables, roles of the RTT, and facilitated action planning, resulting in the consensual designation of module resource persons. The RTT likewise reviewed modules and implementation arrangements, with inputs from the team to simplify the presentation, rearrange the sequence of presentation for a more logical flow, and for LGUs to provide documents for validation purposes and to assess the quality of their services.

Marcos Jr.โ€™s directive to strengthen crisis management and establish localized emergency response systems nationwide, the Department of the Interior and Local Government (DILG) leads the ceremonial launching of four (4) Unified 911 Satellite Command Centers across Luzon and the Visayas at the Leganes Fire Station in Leganes, Iloilo on June 4, 2026.
A joint initiative of the DILG through the Emergency 911 National Office and the Bureau of Fire Protection (BFP), the Philippinesโ€™ Unified 911 is a centralized emergency hotline that consolidates more than 200 fragmented local emergency numbers into a single, free, 24/7 emergency line connecting callers to police, fire, medical and rescue services.
Todayโ€™s event aims to strengthen emergency response by addressing language and response-time gaps through the creation of dialect-sensitive, locally staffed emergency coordination hubs in key areas across Luzon and the Visayas.

In the Philippines, there is no specific national law or Philippine National Police (PNP) regulation that expressly prescribes how a suspect wearing an artificial hairpiece must be photographed. However, under the PNP Standard Operating Procedure on the Booking of Arrested Suspects (September 5, 2011), booking and identification procedures require that a suspect's appearance be accurately and clearly documented.
As such, the following principles generally apply during the taking of mug shots:
โ€ข Accurate Identification: A mug shot must accurately reflect a suspect's identifying features for official identification purposes. If an artificial hairpiece obscures the face, eyebrows, hairline, or other distinguishing characteristics, authorities may require its removal to ensure proper documentation.
โ€ข Removal of Items that Conceal Identity: Law enforcement authorities may require the removal of items that conceal, alter, or obscure a person's appearance when necessary to establish an accurate identification record.
This is consistent with the Bureau of Corrections (BuCor) Operating Manual, Chapter 2 (Admission of Inmates), Sections 4 and 5, which generally prohibits inmates from wearing other artificial hairpieces unless medically authorized.
