Quezon City – The National Labor Relations Commission (NLRC) approved the 2026 NLRC Sheriffs' Manual on Ex*****on of Judgment through En Banc Resolution No. 05-26, series of 2026, superseding the amended 2012 Sheriffs' Manual. It was published in The Manila Times on 16 July 2026 and registered with the Office of the National Administrative Register (ONAR), UP Law Center on 20 July 2026. The Manual will take effect 15 days after its publication and registration or on 31 July 2026.
The revised Sheriffs’ Manual strengthens the implementation of ex*****on proceedings by promoting the just, expeditious, and inexpensive enforcement of judgments. Aligned with Rule XI (Ex*****on Proceedings) of The 2025 NLRC Rules of Procedure, it establishes comprehensive guidelines for the ex*****on of decisions, resolutions, orders, and other issuances of the Commission. The Manual defines the duties and responsibilities of sheriffs and prescribes procedures on the issuance and implementation of writs of ex*****on, levy, sale of property on ex*****on, sheriffs' returns and reportorial requirements, administrative sanctions, and other enforcement processes.
Complementing the 2026 NLRC Sheriffs’ Manual, the Revised Code of Conduct of NLRC Sheriffs will also take effect on 31 July 2026. The Code sets forth the ethical standards and norms of conduct that guide NLRC sheriffs in the faithful discharge of their duties. Its simultaneous effectivity with the 2026 NLRC Sheriffs' Manual harmonizes the ethical and procedural standards governing sheriffs.
The revised Sheriffs’ Manual strengthens the policy direction espoused by NLRC Chairperson Grace E. Maniquiz-Tan in promoting continual improvement in the delivery of labor justice and supports the directive of DOLE Secretary Francis N. Tolentino to ensure that labor decisions are effectively implemented and satisfied promptly.
