Divilacan, Isabela โ The Civil Service Commission Regional Office No. II, in partnership with the Local Government Unit (LGU) of Divilacan, conducted a four-day capability-building initiative on May 4โ7, 2026, aimed at strengthening public service delivery and performance accountability across the local workforce.
A total of 216 employees and officials participated in the training activities, which combined the Integrated Course for Attaining Responsive and Excellent (i-CARE) Service in the Government and the Seminar-Workshop on the Strategic Performance Management System (SPMS).
From May 4โ5, 2026, 136 employees underwent the i-CARE program, anchored on Republic Act No. 11032. The training focused on improving customer relations management, professionalism in the workplace, and the image of a public servant, with emphasis on courteous, efficient, and client-centered service delivery. Participants identified practical ways to streamline transactions, reduce processing time, and improve communication with clients in their respective offices.
โThe face of government is reflected in the daily actions of public servants,โ said Mr. Tomas Gonzales, General Service Officer, as he shared his impressions, adding, โas public servants, we should exemplify integrity and professionalism in our work on a daily basis.โ
From May 6โ7, 2026, 80 department heads and technical staff attended the SPMS Seminar-Workshop, which focused on results-based performance management and accountability. Participants developed and refined performance targets, identified measurable indicators, and aligned individual commitments with LGU priorities to ensure that plans translate into measurable and meaningful outcomes.
โThrough the SPMS, we realized how our individual work complements the functions of our co-workers and this workshop strengthened our understanding of teamwork, unity, and coordinated effort in achieving organizational goals,โ said Mr. Roosevelt B. Singueo, PMT Chair, in his sharing of impressions.
Other participants echoed similar insights, highlighting that clear target alignment strengthens collaboration and improves overall organizational performance.
Hon. Florita C. Bulan, Municipal Mayor, led both the opening and closing ceremonies, saying, โWhile laws and frameworks provide direction, it is the daily actions, discipline, and commitment of us public servants that define the quality of service delivered to the people. With these initiatives, residents of Divilacan can expect faster and more responsive government services, reflecting the LGUโs steadfast commitment to ,โ and urging participants to consistently apply their learning in their respective offices.
She also expressed appreciation for the initiative, noting the importance of continuous capability development for all LGU officials and employees, including both permanent employees and job order workers who contribute significantly to government operations. She extended her gratitude to the CSC Regional Office No. II for its continued support and partnership.
The training was facilitated by the Civil Service Commission Regional Office No. II training team composed of Mr. Ronald R. Dancel, Supervising HR Specialist; Ms. Camille P. Soriano, Senior HR Specialist; and Mr. Franklin Ceasar U. Mariano II, HR Specialist II.
