The Cagayan Police Provincial Office joined the National Police Commission Regional Office 2 in the Student Crime Prevention Provincial Summit and Public Safety Symposium held today, September 4, 2026, at Tuguegarao City Hall in observance of the 32nd Crime Prevention Week.

The activity, initiated by NAPOLCOM RO2, gathered representatives from the Philippine National Police, Department of Education (DepEd), Local Government Units, partner agencies, and other stakeholders to strengthen collaboration in crime prevention and public safety initiatives for the youth.

The summit aims to raise youth awareness on crime prevention, promote responsible citizenship, and strengthen partnerships among government agencies, schools, and communities in addressing issues affecting students.

Through collective action and meaningful collaboration, the initiative empowers young people to become responsible, vigilant, and active partners in building safer and more peaceful communities.

₱621K HALAGA NG HINIHINALANG SHABU, NASAMSAM; MAG-AMANG HVI ARESTADO SA BUY-BUST OPERATION SA LASAM

Camp Tirso H Gador, Tuguegarao City, Cagayan—Arestado ang mag amang High-Value Individuals (HVI) matapos makumpiskahan ng kabuuang 91.41 gramo ng hinihinalang shabu na may tinatayang street value na ₱621,588.00 sa isinagawang buy-bust operation sa Lasam, Cagayan, noong Setyembre 4, 2026.

Kinilala ang mga naaresto sa mga alyas na Vin, 43, may asawa, magsasaka, at JM, 20, binata, magsasaka, kapwa residente ng nasabing bayan.

Pinangunahan ang nasabing operasyon ng mga Intel Operatives ng Provincial Intelligence Unit–Provincial Drug Enforcement Unit, sa pangunguna ni PLTCOL NORIEL U LACANGAN, katuwang ang mga tauhan ng Lasam Police Station at 3rd Maneuver Force Platoon, 2nd Cagayan Mobile Force Company, sa koordinasyon ng Philippine Drug Enforcement Agency (PDEA) Cagayan.

Sa nasabing operasyon, nakumpiska mula sa mga suspek ang tatlong heat-sealed transparent plastic sachet na naglalaman ng puting mala-kristal na substance na hinihinalang shabu. Kabilang dito ang 0.20 gramo na buy-bust evidence na nagkakahalaga ng tinatayang ₱1,360.00, gayundin ang dalawang sachet na nakumpiska bilang possession evidence na tumitimbang ng 45.84 gramo at 45.37 gramo, na may tinatayang street value na ₱311,712.00 at ₱308,516.00, ayon sa pagkakasunod.

Bukod sa hinihinalang shabu, nakumpiska rin ang isang genuine na ₱1,000 bill, anim na pirasong ₱1,000 boodle money, isang itim na pouch, isang identification card, dalawang Android cellular phone, at isang kulay-abong Yamaha Sniper motorcycle.

Alinsunod sa itinakdang proseso, agad na minarkahan at isinailalim sa imbentaryo ang mga nakumpiskang ebidensya sa lugar ng operasyon, sa presensya ng mga suspek at mga itinalagang saksi, kabilang ang mga halal na opisyal ng barangay at kinatawan ng Department of Justice (DOJ).

Gumamit din ang mga operatiba ng dalawang Alternative Recording Device upang maitala ang mahahalagang pangyayari sa isinagawang operasyon.

Dinala ang mga suspek at ang mga nakumpiskang ebidensya sa Lasam Police Station para sa kaukulang dokumentasyon, imbestigasyon, at disposisyon, gayundin sa paghahanda ng mga kasong paglabag sa Republic Act No. 9165 o Comprehensive Dangerous Drugs Act of 2002.

NVPPO STRENGTHENS COMMUNITY ENGAGEMENT AND PROMOTES TRANSPARENCY IN KASIBU

​The Nueva Vizcaya Police Provincial Office (NVPPO) conducted a series of targeted community engagement activities aimed at fostering mutual understanding, addressing public concerns, and strengthening police-community relations following the recent incident at the local anti-mining barricade in Brgy. Paquet, Kasibu, Nueva Vizcaya. Recognizing the vital need for constructive dialogue and public safety support, NVPPO personnel rolled out outreach initiatives designed to rebuild trust, ensure legal clarity, and assist the local community.

The initiative included the “Libreng Sakay” services to assist residents in their daily travel needs. Central to the activity was an open dialogue with community members focused on the provisions and proper application of warrantless arrest—an issue raised in relation to the recent incident at the anti-mining barricade in the area. Police officers clearly explained legal parameters, scope, and safeguards of the law, ensuring residents understand their rights and the authority exercised by officers in the field.

Personnel also distributed flyers and Information, Education, and Communication (IEC) materials containing essential information on police operations, legal procedures, community safety protocols and other anti-criminality campaigns. These materials are designed to make laws and police practices more understandable, encourage open communication, and build trust between the community and the police force.

The NVPPO emphasizes that these efforts reflect its continued dedication to fair, accountable, and service-oriented policing. By directly addressing concerns, clarifying legal processes, and extending practical assistance, NVPPO seeks to resolve misunderstandings and ensure that peace and order are maintained through genuine partnership with every Novo Vizcayano. # # #

PRO2’S 26% CRIME DROP: PBGEN. MARIANO RODRIGUEZ TURNS POLICE PRESSURE INTO RESULTS

A 26 percent drop in eight focus crimes in just one month is a clear indication that something is working in Cagayan Valley.

Under PBGen. Mariano Rodriguez, Police Regional Office 2 is showing that when police visibility, intelligence work and relentless enforcement are combined, criminals have fewer places to hide.

From 69 cases in July, focus crimes fell to only 51 in August — a reduction of 18 incidents.

Theft posted the biggest decline with nine fewer cases, while R**e dropped by four and Murder and Carnapping-MV each went down by two.

These are not merely numbers on a report; they represent crimes that did not happen to more victims.

But Rodriguez is not relying on crime statistics alone. PRO2 arrested 307 wanted persons in August, including 116 in Isabela and 104 in Cagayan.

That is serious police work. It means the Valley Cops are not simply waiting for criminals to commit new offenses — they are actively hunting down those already wanted by the law.

The same determination is evident in the campaign against illegal drugs, loose fi****ms, illegal logging and smuggling.

PRO2 arrested 113 drug suspects in 95 operations, apprehended 20 persons for illegal logging, and conducted 39 fi****ms-related operations that resulted in the accounting of 136 fi****ms. This is what sustained police pressure looks like.

Still, Rodriguez should not allow the 26 percent decline to create complacency. Homicide cases increased from one to three, while Cagayan and Isabela accounted for 41 — or more than 80 percent — of the region’s focus-crime incidents.

These figures point directly to where police intelligence, visibility and preventive operations must be strengthened.

The more than 55,000 ordinance violations recorded under the Safer Cities Initiative also deserve attention. Some may see these simply as traffic or local ordinance violations, but effective policing starts with maintaining order.

A highly visible police force that addresses violations early can help prevent disorder from developing into more serious criminal activity.

For Rodriguez, the message is simple: keep the pressure on. The 26 percent crime reduction is a good start and a strong indication that the strategy is working.

But the real test is sustaining — and improving — the gains month after month.

If PRO2 continues to combine firm leadership, aggressive law enforcement, community partnership and intelligence-driven policing, there is little doubt that the Cagayan Valley can become an even safer place to live, work and do business.

𝗟𝗢𝗢𝗞: Cagayan Provincial Internal Affairs Service conducted the 2nd Semester Inspection and Audit for the month of September in Patrol Uniform today to the personnel of Cagayan Police Provincial Office led by PCOL MARDITO G ANGULUAN,Provincial Drirector held at Camp Tirso H Gador,Tuguegarao City.

The inspection covered personnel records, issued fi****ms and other equipment, proper uniform compliance or “Tamang Bihis,” and and the cleanliness of offices.

The activity was conducted by the Provincial Internal Affairs Service (PIAS) Team, led by PMAJ VANEZA T CALAYAN, Acting Provincial Superintendent, PIAS

The inspection is regularly conducted to ensure compliance with the Philippine National Police’s “Tamang Bihis” Policy and to promote proper appearance, discipline, and professionalism among PNP personnel in the performance of their duties.

CTG WAR MATERIALS RECOVERED; GUNS, AM******ON AND R***E GRENADES UNEARTHED IN CAGAYAN

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., has strengthened security efforts in Cagayan following the recovery of fi****ms, am******on, r***e grenades, communication equipment, and other war materials believed to be owned by the Communist Terrorist Group (CTG) during an operation in the mountainous portion of Barangay Niug Norte, Sto. Niño, Cagayan on August 31, 2026.

Leading the operation was the 202nd Maneuver Company, Regional Mobile Force Battalion 2, with support from the 4th Maneuver Platoon of the 1st Cagayan Provincial Mobile Force Company, Regional Intelligence Unit 2, Sto. Niño Police Station, and Bravo Company, 17th Infantry Battalion, 5th Infantry Division, Philippine Army.

Operating personnel discovered the cache at Sitio Talor, where the war materials had been buried underground and concealed inside a black plastic bag. Recovered were two homemade 12-gauge sh****ns, 85 rounds of 5.56mm am******on, 32 rounds of 7.62mm am******on, four r***e grenades with canisters, four rounds of 7.62x33mm carbine am******on, three rounds of 12-gauge am******on, and magazines for 5.56mm and 7.62mm fi****ms.

Also recovered were two handheld radios, a black skeleton bandolier, a brown tactical belt, an improvised engine-generator set, a Samsung 10,000mAh power bank, chargers and electrical wires, a tickler containing subversive documents, an earphone, batteries, and a cellphone charger.

The location of the cache was identified through information provided by a surrendered CTG member using the alias “Ronron.” The information was subjected to validation by operating personnel before the recovery operation was carried out.

The recovered r***e grenades and other explosive items will be turned over to the Regional EOD and Canine Unit 2 for appropriate handling, while the two homemade sh****ns will be submitted to the Regional Forensic Unit 2 for examination. The remaining items were brought to the 202nd MC, RMFB2 for final inventory and proper disposition.

The recovery highlights the value of intelligence-driven police operations and the close partnership between the PNP and the Philippine Army in preventing armed groups from regaining access to fi****ms, am******on, and other operational resources.

The PNP Focused Agenda provides a framework for transformation aimed at strengthening police operations and delivering a more responsive police service. This accomplishment reflects the priority of Enhanced Managing Police Operations, particularly in using validated information to locate and secure materials that could pose a threat to public safety.

“Every recovered fi***rm and piece of am******on represents one less resource that can be used to threaten our communities. We will remain focused on intelligence-led operations that prevent these materials from reaching the hands of armed groups.”
