The Department of Human Settlements and Urban Development (DHSUD) Region 2, through its Environmental Land Use and Urban Planning and Development Division, conducted an orientation on the Comprehensive Land Use Plan (CLUP) Updating Process for the Local Government Unit (LGU) of Santa Praxedes, Cagayan on October 28, 2025.

The activity was held to orient the LGU planning team on the complete process and required data preparation for updating their CLUP.

The orientation was attended by the Santa Praxedes planning team, which included department heads and technical staff, led by Mayor Hon. Esterlina A. Aguinaldo.

Mayor Aguinaldo thanked the DHSUD for the technical assistance and expressed her commitment to the planning initiative. Following the session, the necessary activities for the CLUP updating were scheduled and phased for the following year, aligning with the DHSUD’s Technical Planning Assistance Program.

𝐃𝐇𝐒𝐔𝐃 𝐑𝐞𝐠𝐢𝐨𝐧 𝟐 𝐄𝐦𝐩𝐨𝐰𝐞𝐫𝐬 𝐋𝐆𝐔 𝐰𝐢𝐭𝐡 𝐆𝐈𝐒 𝐟𝐨𝐫 𝐄𝐧𝐡𝐚𝐧𝐜𝐞𝐝 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐭 𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠

The Department of Human Settlements and Urban Development (DHSUD) Region 2, under the leadership of Director Marvin M. Feraren, successfully concluded a five-day Basic and Advanced Geographic Information System (GIS) Training for the Local Government Unit (LGU) of Baggao. Conducted from October 20-24, 2025, in Baggao, Cagayan, the program engaged 19 active LGU participants, marking a significant stride towards strengthening local governance and planning capabilities in the region.

The training was designed to address the specific needs of LGU Baggao, equipping participants with essential skills in leveraging GIS technology. This crucial knowledge will enable more effective land use and disaster risk assessment planning, directly contributing to the LGU's capacity to develop resilient and well-informed development strategies.

This initiative aligns with DHSUD Region 2's strategic objective of promoting sustainable development throughout the region. Participants gained hands-on experience in map generation and data analysis using ArcGIS software, alongside practical exercises in data collection through various mapping applications.

These newly acquired skills are anticipated to significantly boost LGU Baggao's ability to formulate initial plans for critical projects such as the Comprehensive Land Use Plan (CLUP), thereby increasing the number of LGUs with officially approved development plans and promoting resilient communities.

The Department of Human Settlements and Urban Development (DHSUD) Region 2, in partnership with the Local Government Unit (LGU) of Gonzaga, Cagayan, successfully distributed Emergency Shelter Support (ESS Program (IDSAP) to six eligible beneficiaries whose houses were totally damaged during the onslaught of Typhoon Crising.

This initiative is part of the Department’s Integrated Disaster Shelter Assistance Program (IDSAP), which aims to provide to support affected families in rebuilding and restoring their homes following disasters. It also underscores the government’s commitment to disaster resilience, and community recovery.

The municipality of Kasibu, Nueva Vizcaya, has achieved a major stride in its Comprehensive Land Use Plan (CLUP) updating process, successfully concluding the critical Phases 3 and 4 during a five-day workshop held from October 20-24, 2025, at Hotel Carmelita in Tuguegarao City. The sessions were dedicated to establishing the core elements of the municipality's future. The key outputs included defining crucial development goals, objectives, thrusts, and spatial strategies, culminating in the creation of the proposed land uses that will guide the municipality's organized and sustainable growth for the coming years.

Active participation came from the Local Government Unit's dedicated planning team, representatives from various local offices and sectors, Sangguniang Bayan members, and key community leaders. Through collaborative and interactive discussions, participants played a vital role in ensuring that the sector-specific goals and development thrusts were aligned with the community's needs and the overarching vision and mission of the LGU.

Officer-In-Charge Grace A. De Vera, speaking on behalf of the Regional Director, commended the LGU's unwavering dedication. "I urge the LGU to continue the commitment to work together for completing the CLUP updating process," she affirmed. "We are confident that these foundational steps will lead to a comprehensive and impactful plan that truly serves the people of Kasibu, and we will be there every step of the way to support its full implementation.”

The Municipality of Buguey, proudly known as the “Crab Capital of the North,” celebrated its 4th Buguey Crab and Mangrove Festival on October 24, 2025, highlighting the town’s rich marine resources, sustainable aquaculture practices, and environmental conservation efforts.
With the theme “𝘛𝘢𝘳𝘢𝘰𝘯 𝘬𝘦𝘯 𝘗𝘢𝘨𝘴𝘢𝘱𝘶𝘭𝘢𝘯 𝘵𝘪 𝘒𝘢𝘪𝘭𝘪𝘢𝘯, 𝘗𝘢𝘵𝘢𝘭𝘨𝘦𝘥𝘦𝘯, 𝘔𝘢𝘵𝘢𝘨𝘪𝘯𝘢𝘺𝘶𝘯 𝘢 𝘗𝘳𝘰𝘥𝘶𝘬𝘴𝘪𝘰𝘯 𝘵𝘪 𝘙𝘢𝘴𝘢 𝘗𝘢𝘴𝘪𝘯𝘨𝘬𝘦𝘥𝘦𝘯,” the festival underscored the importance of unity and resilience among the people of Buguey in sustaining their livelihood and protecting their natural resources. The event featured local products, seafood delicacies, and cultural presentations that showcased the town’s vibrant coastal identity.
As a show of full support, Regional Director Marvin Feraren of the Department of Human Settlements and Urban Development (DHSUD) Region II attended the culmination and open lunch program. His presence underscored the Department’s continuing partnership with local government units in promoting sustainable coastal development, resilient human settlements, and climate-adaptive communities.
The activity was likewise attended by various heads and representatives from different National Government Agencies (NGAs), reaffirming inter-agency collaboration in promoting climate resilience, environmental protection, and community empowerment in coastal municipalities like Buguey.
Through the annual Crab and Mangrove Festival, the people of Buguey continue to celebrate not only their abundant marine harvest but also their shared commitment to sustainable growth and environmental stewardship—hallmarks of a community that thrives in harmony with nature.

The local government unit (LGU) of Santa Ana, Cagayan, concluded a three-day workshop on the finalization of its Climate and Disaster Risk Assessment (CDRA) from October 15–17, 2025. Held at Go Hotels in Tuguegarao City, the training equipped participants with essential skills for modern risk management, including the creation of precise risk maps, accurate management of exposure databases, and adept analysis of critical spatial data.

This strategic effort ensures a thorough understanding of the municipality's disaster and climate vulnerabilities, which will be formally integrated into its local development plans. The completed CDRA will be directly mainstreamed into Santa Ana LGU's Enhanced Local Climate Change Action Plan (eLCCAP), built upon its updated Comprehensive Land Use Plan (CLUP). This integration guarantees that all future development decisions, from housing projects to infrastructure, will be guided by a deep, data-driven understanding of risk.

DHSUD Regional Director Marvin M. Feraren, in his closing remarks, stated, "You have transformed assessment into actionable strategy, ensuring that every future development decision is guided by a deep understanding of risk. The Department of Human Settlements and Urban Development (DHSUD) Region 2 is exploring multiple pathways to provide affordable housing for the faculty and staff of Cagayan State University (CSU) - Gonzaga Campus, following a productive site visit and open forum on October 16.

Led by Regional Director Marvin M. Feraren, the DHSUD group inspected a potential socialized housing lot intended for the university's faculty and staff. The visit was followed by a detailed discussion with the CSU-Gonzaga team, which included Deans of Colleges and administrative personnel, to identify the most suitable and accessible housing programs for the prospective beneficiaries.

During the open forum, several options were put on the table. DHSUD - R2 and CSU - Gonzaga explored enrolling the project under the national government's flagship Pambansang Pabahay Para sa Pilipino (4PH) Program, which offers various affordable housing acquisition models. Another key option discussed was the Community Mortgage Program (CMP), a financing scheme managed by the Social Housing Finance Corporation (SHFC), an attached agency of DHSUD.

The CSU - Gonzaga team, who are also the target beneficiaries, expressed openness to alternative housing solutions. Citing the recently launched pilot rental housing project at the University of the Philippines Diliman as a reference, the team showed interest in a similar rental model. Furthermore, they considered the possibility of developing a socialized subdivision on the proposed site, a project that could benefit an estimated 300 employees and their families.

The dialogue between DHSUD and the CSU-Gonzaga community marks a significant step in addressing the housing needs of the state university's workforce, with a commitment to finding a flexible and sustainable solution tailored to the beneficiaries' context.

DHSUD Regional Director Marvin Feraren paid a courtesy visit to 𝗛𝗼𝗻. 𝗥𝗲𝗹𝗹𝗶𝗲 𝗦𝗶𝗺𝗯𝗲-𝗗𝗮𝗹𝗺𝗮𝗰𝗲𝗱𝗮, Municipal Mayor of Gonzaga, Cagayan, on October 16, 2025.

During the meeting, RD Feraren shared the ongoing initiatives of DHSUD on Comprehensive Land Use Plan (CLUP) Updating, the Integrated Disaster Shelter Assistance Program (IDSAP) — the Department’s flagship shelter assistance initiative for disaster-affected families — and the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, one of the Department’s core programs promoting inclusive and sustainable human settlements.

He also discussed the regulations governing real estate and housing development, emphasizing the vital role of the LGU’s Enforcement Officer in ensuring compliance with DHSUD policies and standards to promote orderly, safe, and planned communities.

Mayor Dalmaceda expressed her continued support for DHSUD’s programs, while RD Feraren reaffirmed the Department’s commitment to assist the LGU through technical guidance and project development support.

Together, DHSUD and LGU Gonzaga continue to work hand in hand toward building safe, resilient, and livable communities for every Filipino family.

The Department of Human Settlements and Urban Development (DHSUD) Region II joined the celebration of the National Housing Authority’s (NHA) Golden Anniversary themed “50 Years of Building the Nation: A Legacy of Shelter and Service,” held on October 15, 2025, at Hotel Carmelita, Tuguegarao City.

During the event, DHSUD Region II received a Certificate of Recognition from NHA Region II & CAR 2 for its invaluable partnership and unwavering support in the pursuit of sustainable housing and human settlements development.

The Homeowners Association and Community Development Division (HOACDD) of DHSUD Region II was also awarded for its outstanding partnership and dedicated support to NHA’s programs and initiatives—particularly in fostering community empowerment, strengthening homeowners’ organizations, and promoting sustainable settlement development.

Similarly, the Public Housing and Settlements Division (PHSD) and Ms. Grace A. De Vera, Chief of the Administrative and Finance Division, were recognized for their continued collaboration and support to NHA Region II & CAR 2’s housing and settlement initiatives.

In his message, Regional Director Marvin Feraren emphasized the importance of strong inter-agency collaboration, stating that “as one of the Key Shelter Agencies under DHSUD, we take pride in our continued partnership with NHA in advancing the national shelter agenda. Together, we remain committed to building safe, resilient, and inclusive communities that uplift lives and contribute to the vision of a more livable Philippines for all.”

The celebration highlighted NHA’s five decades of meaningful service and reaffirmed the collective commitment of shelter agencies like DHSUD to continue working together toward inclusive growth, sustainable communities, and dignified housing for every Filipino family.

In a critical effort to fortify local defenses against the escalating impacts of climate change, the Department of Human Settlements and Urban Development (DHSUD) Region 2, through its Environmental Land Use Urban Planning and Development Division, concluded a Training Workshop on Enhanced Climate and Disaster Risk Assessment (CDRA). The five-day initiative, held from October 6-10, 2025, at Go Hotels in Tuguegarao City, directly empowers the municipality of Camalaniugan to proactively address and mitigate climate-related threats.

A total of 28 participants from the LGU of Camalaniugan engaged in the workshops. They acquired critical, practical skills essential for modern risk management, including the creation of precise risk maps, populating exposure databases, and analyzing crucial spatial data. These capabilities are fundamental for developing more effective local planning strategies, ensuring the LGU can immediately integrate these advanced tools to significantly enhance community resilience against various hazards.

DHSUD Regional Director Marvin M. Feraren underscored the workshop's goal of community safety and proactive planning, stated, "Let us work hand-in-hand to integrate a new level of safety and resilience into the very foundations of Camalaniugan's progress."
