The Philippine Carabao Center (PCC), operating as an attached agency of the Department of Agriculture, is mandated to conserve, propagate,

and promote the Carabao as a source of milk, meat, draft power and hide to benefit the rural farmers. Mission
Improve the general well-being and competitiveness of the livestock industry stakeholders through animal biotechnology and technology development, technology dissemination and knowledge resource management, active private sector participation, livestock-based enterprises, and policy reforms to sustain development of livestock enterprises, thus ensuring socio-economic empowerment for nation building. The Philippine Carabao Center (PCC), an attached agency of the Department of Agriculture (DA), was created by virtue of Republic Act 7307 in 1992. PCC became operational in 1993, taking momentum from the gains and achievements of earlier programs. These were the UNDP/FAO-assisted projects “Strengthening of the Philippine Carabao Research and Development Center” PHI 78/017 and PHI 86/005 coordinated by the then Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD), now the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD). PCC has a network of 12 regional centers strategically located in various parts of the country.By virtue of DA Administrative Order No. 9, Series of 2008, PCC also pursues an additional mandate as the national lead agency for livestock biotechnology research and development in the Department of Agriculture. The carabao development program (CDP) includes conservation of the water buffalo’s genetic biodiversity for long-term and sustainable development and an organized genetic improvement program. The program also aims to maximize the genetic gains through crossbreeding of riverine buffaloes with the indigenous swamp buffaloes to optimize performance for milk and meat without disregard for draft for medium-term requirements. The CDP’s ultimate focus is the establishment of buffalo-based village enterprises. It promotes cooperative development to provide small-hold farmers’ access to resources, allows them to participate in decision-making, and develops their potentials for business and viable enterprises. Its R&D efforts help address technology and policy gaps. Essentially, it seeks to overcome the constraints in building more efficient and profitable buffalo-based enterprises. Aside from its contribution to national food security, the program therefore is geared towards the elevation of nutritional status, improvement of income and betterment of the overall living standard of smallholder farm families.

Kapag mas matatag ang ating mga agricultural cooperatives, mas mapapadali ang kanilang access sa financing, mga pamilihan, makinarya at kagamitan, at iba pang value-adding opportunities na makapagpapalaki ng kanilang kita.

Nagpapasalamat tayo sa ating mga kapwa senador sa kanilang suporta sa mga panukalang ito. Umaasa rin tayo na agad na makukumpleto ng Kongreso ang legislative process upang maisabatas ang mga ito.

DA-PCC at CSU backs Cagayan corn silage development plan

The DA-Philippine Carabao Center at Cagayan State University (DA-PCC at CSU) reaffirmed its commitment to strengthening livestock feed resources by supporting the formulation of the Corn Silage-Cattle Industry Development Plan during a stakeholders' meeting held on July 21 in Dassun, Solana, Cagayan.

Spearheaded by the DA-Regional Field Office 2 (DA-RFO 2) in collaboration with the local government unit (LGU) of Solana, Cagayan, and Aurora Premium Cattle Inc. (APCI), the planning workshop gathered representatives from government agencies, research institutions, the private sector, cooperatives, and farmers to develop a comprehensive and sustainable roadmap for the region's corn silage and cattle industry.

The initiative seeks to strengthen feed resources development, improve livestock productivity, and enhance the resilience of the agricultural sector amid the impacts of climate change and the El Niño phenomenon.

Representing DA-PCC at CSU, Dr. Phoebe Lyndia T. Llantada expressed the center's commitment to helping ensure the success of the development plan by equipping stakeholders and farmers with the necessary technical knowledge and expertise.

"Bilang katuwang ng lokal na pamahalaan at DA Region 2 at iba pang kapartner natin, handa ang PCC na magbigay ng technical support sa pamamagitan ng technical consultation at technical transfer sa tamang paggawa ng corn silage," Dr. Llantada said.

She emphasized that DA-PCC at CSU remains committed to providing technical consultation and technology transfer to promote proper corn silage production, which is vital in ensuring a stable supply of quality feed for livestock.

Meanwhile, Dr. Rose Mary G. Aquino, Regional Executive Director of DA-RFO 2, underscored the importance of collaboration among the department, local government units, and the private sector in translating the development plan into concrete outcomes. She also encouraged farmers to embrace available technologies to increase productivity and produce quality feed resources.

The discussion was further enriched by Dr. Benjamin C. Albarece, DA assistant for ruminant livestock, who noted that silage making has long been practiced in other countries and encouraged participants to explore it not only as a feed preservation technique but also as a viable business opportunity.

Messages of support were likewise delivered by Solana Mayor Meynard Z. Caraga, and Dr. Charlie Alejandro, farm manager of APCI, who both pledged their commitment to advancing the implementation of the development plan.

The initiative resulted in the formulation of a 300-hectare corn silage development plan, which is expected to improve feed availability, boost cattle production, and generate greater agricultural and economic opportunities for farmers across Region 2.

‎Ang El Niño ay isang natural phenomenon na nagdudulot ng matinding tagtuyot at malaking hamon sa pag-aalaga ng mga ruminant na hayop, gaya ng kalabaw. Ang kakulangan sa tubig, pagkasira ng mga pananim, kakulangan ng supply ng damo at matinding init ay maaaring makaapekto sa kalusugan, produksyon, at maging sa kaligtasan ng mga alagang hayop.

‎Upang matulungan ang mga magkakalabaw na mapanatiling malusog at produktibo ang kanilang mga alagang hayop sa panahon ng tagtuyot, inirerekomenda ng DA-PCC Production Systems and Nutrition Section (PSNS) ang apat na feeding management technologies na makatutulong sa mas epektibong pagpapakain at pangangalaga sa panahon ng El Niño.

DA-PCC at CSU provides breeding bulls to qualified farmers

To improve the genetic potential of buffaloes for milk and meat production, the DA-Philippine Carabao Center at Cagayan State University (DA-PCC at CSU) entrusted breeding bulls to qualified farmer-recipients across Cagayan Valley and Cordillera through an entrustment activity held in Piat, Cagayan.

As part of the Center’s implementation of the DA-PCC Bull Entrustment Program (BEP), one breeding bull was entrusted to each of the following beneficiaries: Crisanto F. Yadao of Solano, Nueva Vizcaya; Florante A. Abon of Delfin Albano, Isabela; Honorato D. Soriano of Tuao, Cagayan; Jun-Jun B. Sagun of Cauayan, Isabela; Freddielyn M. Montañez of Flora, Apayao; and Marc Bonni D. Viernes and Jenyson O. Damian, both of Piat, Cagayan.

The entrustment activities were conducted on July 8–10, 14, and 17 and were facilitated by the DA-PCC at CSU staff under the supervision of Romulo A. Salas, the Center’s BEP coordinator.

By providing quality breeding animals to qualified recipients, the program is expected to contribute to the genetic improvement of the buffalo population while increasing milk and meat production, ultimately helping improve the livelihoods of farmers and livestock raisers.

In areas without access to artificial insemination (AI) services, the DA-PCC lends dairy-type Murrah bulls to qualified farmers for natural mating with native or crossbred carabaos under the Bull Entrustment Program. Once a bull has sired at least 25 calves, ownership is transferred to the farmer-recipient.
