The Provincial Government of Cagayan, through the Provincial Social Welfare and Development Office (PSWDO), successfully conducted a three-day "Gender-Responsive Case Management Training for VAWC Implementers" on August 10โ12, 2026, at TAJ Hotel, strengthening the capacity of duty-bearers to deliver competent, coordinated, survivor-centered, and gender-responsive services to victims and survivors of violence against women and children (VAWC).
The three-day training focused on strengthening participants' knowledge and practical skills across the case management continuum, including initial supportive response, gender-based assessment, intervention planning, partnership and implementation, monitoring and evaluation, case closure, and follow-up.
Through interactive discussions, case-based exercises, and experience-sharing, participants were provided with practical approaches to managing VAWC cases and ensuring that interventions are responsive to the specific needs, circumstances, safety, dignity, and rights of survivors.
The activity was spearheaded by the Provincial Government of Cagayan through the PSWDO, headed by Mr. Bonifacio U. Cuarteros, Acting Provincial Social Welfare and Development Officer, with technical support from resource persons from the Department of Social Welfare and Development (DSWD) Field Office II; Chanda T. Api, SWO V; Jesusa Joy C. Misena, Training Specialist II; Kathleen Kaye M. Taloza-Supranes, PDO III; and Irish Odette L. Agculao, SWO I.
Ms. Lalaine Pamittan, Senior Consultant for Development Partnerships, Social Equity and Resettlement Planning, underscored the importance of unity and collaboration in strengthening VAWC response, sharing, โWe Cagayanos stand as one. Through strong collaboration, responsive action, and compassionate service, we turn case management into meaningful protectionโupholding the safety, dignity, and rights of every survivor.โ
More than a capacity-building activity, the training served as a platform for strengthening national-to-local collaboration and inter-agency partnership, recognizing that an effective VAWC response requires shared responsibility, coordinated action, and sustained commitment among duty-bearers and service providers.
The activity reaffirmed the Provincial Government of Cagayan's commitment to strengthening mechanisms for the prevention and response to VAWC and ensuring that every survivor receives timely, safe, dignified, and gender-responsive protection and support.
Through continued capacity-building and stronger partnerships, Cagayan remains committed to building a responsive social protection system where survivors are heard, protected, respected, and empowered toward recovery and healing.
