The Infrastructure Development Committee (IDC) of the Cagayan Valley Regional Development Council (RDC) endorsed major irrigation, flood management, and regional connectivity initiatives during its Third Quarter Regular Business Meeting on August 25, 2026, at the DEPDev Regional Office 2 in Tuguegarao City.

Among the major proposals endorsed for RDC approval include the PHP 998-million East Apayao-Abulug Irrigation System Extension Project, which will irrigate 1,763 hectares across 12 barangays in Cagayan, benefit more than 1,000 farmers, and increase palay yields from 3.8 to 6.51 metric tons per hectare.

The Committee likewise endorsed proposed amendments to the Abuan River Irrigation Project, Balasig Small Reservoir Irrigation Project, and Mamil Pump Irrigation Project to reflect updated project costs, engineering requirements, and detailed survey findings. Discussions underscored the importance of project readiness, stakeholder engagement, and the integration of GIS-based mapping in project planning and implementation.

To strengthen disaster resilience, the IDC also endorsed the Updated Master Plan for the Cagayan River Basin and the Apayao-Abulug River Basin Flood Risk Management and Comprehensive Water Management Master Plan and Feasibility Study. The plans identified priority structural and non-structural interventions, including dikes, slope protection works, hydraulic control structures, and proposed multipurpose dams to mitigate flooding, improve water security, and expand irrigation services.

The Secretariat also briefed the Committee on the proposed North Luzon East-West Integrated Corridor Development Initiative and discussed the Terms of Reference, composition of the Technical Working Group, and the preliminary assessment and investment priorities. This initiative seeks to enhance interregional connectivity through strategic road, rail, airport, and seaport investments, including the proposed Cagayan Valley Expressway, North Luzon Long Haul Railwayโ€“Cagayan Valley Leg, and key seaport developments in Batanes, Cagayan, and Isabela.

In addition, the IDC deliberated several flood mitigation, riverbank protection, and other infrastructure proposals from the Province of Isabela and the City Government of Santiago, recommending their inclusion in the region's public investment program.

Presiding over the meeting, IDC Vice Chairperson and DEPDev Regional Office 2 Assistant Regional Director Leomar C. Israel emphasized the Committee's role in advancing technically sound and climate-resilient infrastructure investments that are consistent with the region's long-term development objectives and priorities. Through these initiatives, the IDC strongly reaffirms its commitment of supporting agricultural productivity, disaster resilience, and economic integration in Cagayan Valley and Northern Luzon.

Tuguegarao City, Cagayan โ€“ The RDC2 Regional Gender and Development Committee (RGADC2) convened its 30th Regular Business Meeting on August 27, 2026, at the DEPDev2-Pamegafanan Hall, focusing on key gender and development initiatives in the region.

Among the major agenda items discussed were the constitution of the Screening Committee for the 2026 Regional Pool of GAD Resource Persons (RPGRPs), updates on the proposed Regional Seminar-Training on Gender Research, and preparations for the 2026 Observance of the 18-Day Campaign to End Violence Against Women (VAW) and the International Day Against Trafficking in Persons.
The committee also discussed the preparations for the SUCs GAD Focal Point System (GFPS) Summit 2026 and updates on the ongoing call for RPGRP applicants.

The Philippine Commission on Women (PCW) also committed to coordinate with the concerned reviewers and provide updates on the status of endorsement of SUCs' FY 2026 Gender and Development Plans and Budgets (GPBs), while preparing their FY 2027 GPBs.

The meeting reaffirmed the committeeโ€™s commitment to strengthening gender mainstreaming efforts, enhancing GAD capacities, and advancing inclusive and gender-responsive development across Region 2.

The Social Development Committee (SDC2) endorsed key legislative measures for senior citizens and children during its 134th Regular Business Meeting on 20 August 2026 at the Pamegafanan Hall, DEPDev Regional Office 2, Tuguegarao City. These include the Universal Social Pension for Senior Citizens Bill and the 20th Council for the Welfare of Childrenโ€™s Legislative Agenda for Children (CLAC).

The Universal Social Pension for Senior Citizens Bill seeks to expand the monthly social pension to all eligible senior citizens, regardless of economic status and financial capacity. The CLAC advances measures to protect childrenโ€™s rights and welfare, including the Magna Carta of Children, creation of the Philippine Commission on Children, adolescent pregnancy prevention, promotion of positive and non-violent discipline for children, and institutionalization of the Women and Children Protection Unit.

The Committee also discussed the proposed Philippine Multisectoral Nutrition Project: Converging Nutrition Efforts for Our Childrenโ€™s Tomorrow (PMNP CONNECT), which primarily aims to address stunting among children. This convergence project among the Department of Health, Department of Social Welfare and Development, and National Nutrition Council covers municipalities with high stunting cases nationwide.

To help reduce the prevalence of non-communicable diseases in the region, the Committee tackled the proposed healthy public food procurement (HPFP) policy among government offices and local government units. The HPFP promotes healthier food choices in public institutions and improves health outcomes among government employees and clients.

SDC Co-Chair and NCSC Regional Director Dulceneah Lyra F. Dela Cruz presided over the meeting.

The Cagayan Valley Regional Development Council, through the Regional Research & Development, and Innovation Committee (RDC2-RRDIC), conducted the 3rd Regional Research Dissemination Forum (RRDForum) on August 12, 2026, at the Pulsar Hotel Premier Suites, Buntun Highway, Tuguegarao City, via hybrid format.

With its theme โ€œTranslating Findings for the Future: Advancing the Research Agenda for Regional Transformationโ€, the forum served as a knowledge-sharing platform for researchers, implementing agencies, and policymakers to explore potential partnerships supporting localized solutions.

This year, the RRDIC grouped the 10 innovation priority areas of the National Innovation Agenda and Strategy Document (NIASD) 2023-2032 into five clusters as follows: 1) Learning and Education; 2) Health and Well-being, and Food and Agribusiness; 3) Finance, Manufacturing and Trade, and Blue Economy and Water; 4) Transportation and Logistics, and Energy; and 5) Public Administration, and Security and Defense.

The forum highlighted the five best research papers out of the 51 entries: 1) OptiTeach: Enhancing Physics Learning Through the Lens of Students, Teachers, and Experts presented by Dr. Paz Victoria T. Ramos of Isabela State University (ISU) Cabagan Campus; 2) Development and Validation of Research-to-Market Technology Commercialization Framework for Public Agricultural Innovations: Evidence from Brown Rice Enterprise Development in Cagayan Valley, Philippines presented by Ms. Gemma Bagunu of the Department of Agriculture-Cagayan Valley Research Center; 3) Sediment Source Prioritization and Science-Based Intervention Planning for Reservoir Sustainability in the Magat Watershed, Philippines presented by Dr. Lanie A. Alejo of ISU Echague; 4) Enabling Sustainable C-Trike Deployment: Performance and Economic Evaluation of Swappable Battery Systems presented by Dr. Mark Anthony S. Ibaรฑez of the Cagayan State University (CSU)-Electromobility R&D Center; and 5) RESQ-Link: Rapid Emergency Solutions and Quick Response Link presented by Dr. Maria Visitacion N. Gumabay of St. Paul University Philippines (SPUP), Tuguegarao City.

Various technical experts from government agencies and private institutions also served as discussants whom shared their insights and authoritative commentary on the studiesโ€™ results, to include industry partners from the Department of Education, Philippine Normal University - North Luzon, DOST-Food and Nutrition Research Institute, SN Aboitiz Power Group, National Irrigation Administration-Magat River Integrated Irrigation System (NIA-MARIIS), Office of Civil Defense, Department of Energy-Luzon Field Office, and the Central Isabela Agri Manufacturing Corporation.

Assistant National Statistician Adrian A. Cerezo of PSA also presented the Statistical Survey and Review Clearance System (SSRCS). The SSRCS aims to evaluate government-conducted and sponsored surveys to avoid duplication of data collection and minimize respondent burden.

The presenters from last yearโ€™s winning institutions โ€“ CSU, SPUP, and DA-CVRC โ€“ also showcased their project milestones and plans for their study, underscoring the need for sustained collaboration and support among public and private entities.

RDC2 Vice Chair and DEPDev2 Regional Director Dionisio C. Ledres, Jr. emphasized the need for inter-agency collaboration to ensure that research findings will have real and lasting impacts. He said, โ€œIt is no longer an academic exercise but a strategic investment for our future. R&D provides the foundation for better policies, smarter investments, more effective programs, and sustainable development outcomes.โ€

Further, RRDIC Chair and DOST2 Regional Director Virginia G. Bilgera, also emphasized that, "A good research study that remains on a shelf may be good for our knowledge. But a good research study that reaches the right people can change the community. It can influence a policy, it can improve livelihood, it can strengthen an industry, it can protect the environment, and it can save resources. And even more, it can save lives."

Now in its third consecutive run, the forum supports the implementation of the Cagayan Valley Regional Research and Development Agenda (CV RRDA) 2023-2028, which outlines the regionโ€™s research priority areas aligned with the attainment of R&D-centered economic transformation.

A total of 96 participants from the local government units, regional line agencies, and the academe attended the event.
