Mandate

The Technical Education and Skills Development Authority (TESDA) is the government agency tasked to manage and supervise technical education and skills development (TESD) in the Philippines. It was created by virtue of Republic Act 7796, otherwise known as the โ€œTechnical Education and Skills Development Act of 1994โ€. The said Act integrated the functions of the former National Manpower and Youth Council (NMYC), the Bureau of Technical-Vocational Education of the Department of Education, Culture and Sports (BTVE-DECS) and the Office of Apprenticeship of the Department of Labor and Employment (DOLE). Nagkaisa ang Technical Education and Skills Development Authority (TESDA) Isabela Provincial Office at mga industry partners sa pagpapalakas ng Enterprise-Based Education and Training (EBET) sa isinagawang EBET Consultation cm Industry Forum 2026 noong Oktubre 8, 2026 sa TESDA Isabela Provincial Office Function Hall, Civic Center, Alibagu, City of Ilagan.

Naging sentro ng forum ang konsultasyon at palitan ng pananaw hinggil sa pagpapatupad ng EBET at sa papel ng industriya sa paghahanda ng mga manggagawang may kasanayang angkop sa aktwal na pangangailangan ng lugar ng trabaho.

Tinalakay sa aktibidad ang konsepto ng EBET, mga proseso at kinakailangan sa pagpapatupad nito, gayundin ang mga tungkulin, oportunidad, at pakikibahagi ng industriya sa enterprise-based training.

Nagbahagi rin ang mga tagapanguna at tagapagpatupad ng EBET ng kanilang mga karanasan at proseso sa pagpapatupad ng programa sa Isabela. Ibinahagi naman ng mga industry partners ang kanilang mga pananaw, mungkahi, at interes sa higit pang pakikipagtulungan sa TESDA.

Binigyang-diin sa forum ang kahalagahan ng matibay na ugnayan ng TESDA at industriya upang maiangkop ang pagsasanay sa aktwal na pangangailangan ng mga employer at ng mundo ng trabaho.

Sa patuloy na pakikipagtulungan sa industriya, isinusulong ng TESDA Isabela ang mga programa at inisyatibang nag-uugnay sa pagsasanay, kasanayan, at oportunidad sa trabaho para sa mga Isabeleรฑo.

Anacio of the TESDA Region 2 Regional Operations Division for securing 2nd Place in the 6th PSA Quiz Bee Regional Championship held on October 7, 2026 at the Philippine Statistics Authority - Regional Statistical Services Office II (PSA RSSO II), Tuguegarao City, Cagayan.

The competition was organized as part of the celebration of the 37th National Statistics Month (NSM), featuring participants from 23 regional line agencies, local government units, and academic institutions.

The activity aimed to promote appreciation for statistics, broaden awareness of the PSAโ€™s mandates, and familiarize participants with civil registration concepts, laws, policies, and implementation procedures.

๐‹๐Ž๐Ž๐Š | TESDA Southern Isabela College of Arts and Trades (SICAT) conducted an Entrepreneurship Learning Session for women, out-of-school youth (OSY), and aspiring micro, small, and medium enterprise (MSME) starters on September 29, 2026.

Carrying the theme, โ€œAdvancing Social Protection Towards Inclusive, Resilient and Empowered Filipino Communities,โ€ the session provided participants with practical insights on entrepreneurship and financial literacy to help them make informed decisions in starting or managing livelihood activities.

The learning session was facilitated by Lecturer Cherry-Ann Domingo and was conducted in support of Proclamation No. 820, s. 2025, which declares the observance of Social Protection Month and highlights the importance of strengthening social protection initiatives for Filipino communities.

๐‹๐Ž๐Ž๐Š | Returning and repatriated Overseas Filipino Workers (OFWs) in Cagayan gained technical and entrepreneurial skills through the Bread and Pastry Production (BPP) NC II training implemented by the TESDA Provincial Training Center โ€“ Cagayan under the Community-Based Technical Vocational Education and Training (CBTVET) Program.

The training was conducted from August 18 to September 30, 2026, at the 3rd Floor of TLCC of MOV in Tuguegarao City, following a Training Induction Program held on August 4.

The 18-day training provided participants with hands-on experience in preparing and producing various bread products, pastries, cakes, and desserts. It covered proper work procedures, food safety and sanitation, quality standards, handling of ingredients and equipment, and workplace safety practices.

The program also incorporated Basic Entrepreneurship training, where participants learned about identifying business opportunities, costing and pricing, marketing, financial considerations, and business planning. As part of the training, they developed business plans based on their identified livelihood or business opportunities.

Through the combination of technical-vocational and entrepreneurship training, the beneficiaries gained practical skills that may support their employment, self-employment, livelihood opportunities, and economic reintegration.

๐‹๐Ž๐Ž๐Š | Technical-vocational skills training continues to reach more community members as TESDA Aparri Polytechnic Institute (API), in partnership with the Local Government Unit of Amulung and the Persons with Disability Affairs Office (PDAO), conducted a skills training program on Shielded Metal Arc Welding (SMAW) for Persons with Disabilities (PWDs) and LGU employees.

A total of 31 participants, composed of 20 PWDs and 11 LGU employees, successfully completed the training, gaining practical skills that may contribute to livelihood opportunities, workplace productivity, and personal development.

The training was facilitated by Mr. Jaylord Unista, who guided the participants throughout the program.

The Technical Education and Skills Development Authority (TESDA) Lasam Institute of Technology (LIT) conferred diplomas on its Diploma in Agricultural Technology (DAT) Batch 2026 graduates during a graduation ceremony held on September 30, 2026.

The ceremony brought together the graduates, their parents and families, TESDA officials, local government officials, faculty and staff, and other guests to celebrate the culmination of the graduatesโ€™ training and education in agricultural technology.

The activity formally opened with a Holy Mass officiated by Rev. Fr. Julius Teano, followed by the processional and presentation of the graduating class.

Ms. Edith B. Mansion, Acting Administrator, and Genaro Ronald C. Ibay, TESDA Cagayan Provincial Director, led the presentation and confirmation of the graduates. Hon. Dannah Paula T. Agatep, Municipal Vice Mayor, also delivered a message during the ceremony.

TESDA Regional Director Ashary A. Banto, JD, CESE served as the guest speaker and delivered an inspirational message to the graduates, emphasizing the importance of putting their knowledge and skills into practice as they pursue opportunities and contribute to the agricultural sector.

The ceremony also featured the distribution of awards and certificates, recognizing the graduatesโ€™ achievements throughout their training. This was followed by the Graduatesโ€™ Pledge and Alumni Pledge, signifying their commitment to carry forward the knowledge, skills, and values gained from TESDA LIT.

The celebration concluded with the singing of the TESDA Way and the recessional of the graduates and guests.

๐‹๐Ž๐Ž๐Š | TESDA Isabela School of Arts and Trades (ISAT) conducted a Training Induction Program (TIP) on October 1, 2026, for incoming trainees of Driving NC II under the Training for Work Scholarship Program (TWSP) and Trainers Methodology Level I (TM I) under its regular training program.

The orientation familiarized trainees with the competency-based training framework, program policies, training standards, and requirements for their respective qualifications.

Driving NC II scholars were briefed on scholarship provisions, attendance policies, vehicle maintenance, traffic regulations, defensive driving, and Land Transportation Office (LTO) road safety protocols. Meanwhile, TM I trainees were introduced to competency-based curriculum design, training session planning, facilitation, and competency assessment delivery.

The TIP also emphasized learner discipline, technical excellence, and the role of skills training in supporting employment opportunities and strengthening technical instruction in the province.

The program concluded with the trainees committing to complete their training hours and national competency assessments as they begin their respective training programs.

TESDA Southern Isabela College of Arts and Trades (SICAT) facilitated the release of the Training Support Fund (TSF) to scholars under the Special Training for Employment Program (STEP) on September 10, 2026.

The recipients included scholars enrolled in Shielded Metal Arc Welding (SMAW) NC I from Barangay Salay, San Agustin, Isabela, and Bread and Pastry Production (BPP) NC II from Barangay Caniguing, Echague, Isabela.

The assistance forms part of the support provided to STEP scholars while undergoing technical-vocational training, helping them continue their training and focus on developing the skills and competencies needed for future employment and livelihood opportunities.
