𝗗𝗔𝗥, 𝗗𝗘𝗡𝗥, 𝗡𝗖𝗜𝗣 𝗻𝗮𝗴𝘀𝗮𝗴𝗮𝘄𝗮 𝗻𝗴 𝗴𝗿𝗼𝘂𝗻𝗱 𝘃𝗮𝗹𝗶𝗱𝗮𝘁𝗶𝗼𝗻 𝘀𝗮 𝗟𝗮𝗹-𝗹𝗼

Nagsagawa ngayong Agosto 14 ng ground validation ang Department of Agrarian Reform (DAR) Region II, DAR Provincial Office of Cagayan, Department of Environment and Natural Resources (DENR) Region II, National Commission on Indigenous Peoples (NCIP) Cagayan, at DAR Municipal Office Lal-lo sa isang landholding sa San Mariano, Lal-lo, Cagayan.

Layunin ng validation na matukoy ang aktuwal na kalagayan ng landholding at makakuha ng kinakailangang datos upang matukoy ang nararapat na instrumento at proseso para sa parcelization ng Collective Certificate of Land Ownership Award (CLOA).

Ayon kay DAR Regional Director Primo C. Lara, mahalaga ang aktuwal na validation upang magkaroon ng malinaw at wastong batayan sa pagtukoy ng mga susunod na hakbang para sa nasabing landholding.

Sa isinagawang validation, sinabi ni Rey Galano, Board of Directors ng Tribal Community Alliance of Northern Cagayan, Incorporated, na mahigit 30 taon nang kinakaharap ng mga magsasaka at Indigenous Peoples (IPs) sa lugar ang mga suliranin sa nasabing lupain.

Ibinahagi rin ni Galano ang kalagayan ng mga IPs na naninirahan sa lugar at ang kanilang pangangailangan sa tulong ng mga kinauukulang ahensya.

Tiniyak naman ng mga kinatawan ng tatlong ahensya ang kanilang koordinasyon at ang mga posibleng tulong at serbisyong maaaring maipagkaloob sa mga magsasaka at IPs sa lugar.

Ang resulta ng ground validation ay magsisilbing batayan sa mga susunod na hakbang para sa parcelization ng nasabing collective CLOA alinsunod sa mga proseso ng SPLIT Project.

55 𝐏𝐞𝐭𝐢𝐭𝐢𝐨𝐧𝐬 𝐟𝐨𝐫 𝐑𝐞𝐢𝐬𝐬𝐮𝐚𝐧𝐜𝐞 𝐨𝐟 𝐎𝐃𝐂, 𝐢𝐬𝐢𝐧𝐚𝐢𝐥𝐚𝐥𝐢𝐦 𝐬𝐚 𝐩𝐚𝐠𝐝𝐢𝐧𝐢𝐠

Umabot sa 55 petitions for reissuance of Owners Duplicate Copy (ODC) ang isinailalim sa pagdinig noong Agosto 11–12, 2026 sa DAR Adjudication Board Regional Office 02, Carig Sur, Tuguegarao City, bilang bahagi ng Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

Mula sa Clusters 2, 3, 4, 5, 8 at 9 ang mga petition na kailangang maresolba upang maipagpatuloy ang registration ng electronic individual titles para sa mga Agrarian Reform Beneficiaries (ARBs).

Ayon kay Atty. Jeremy L. Pescador, Chief Legal ng DAR Provincial Office of Cagayan, layunin ng pagdinig na maipagpatuloy ang registration ng individual titles sa mga ARBs.

“Nagsisilbi ring pagkakataon ang hearing upang maipaliwanag ang kagandahan ng SPLIT project at maipaliwanag sa mga ARBs ang kahalagahan ng pagsuko ng ODC na isa sa mga requirement para makapagpatuloy sa pag-isyu ng indibidwal na titulo” aniya.

Samantala, nasa 64 Collective Certificate of Land Ownership Award (CLOA) pa ang kailangang maihain bago matapos ang Oktubre ngayong taon.

190 𝐀𝐑𝐁𝐎 𝐥𝐞𝐚𝐝𝐞𝐫𝐬, 𝐬𝐮𝐦𝐚𝐢𝐥𝐚𝐥𝐢𝐦 𝐬𝐚 𝐜𝐨𝐧𝐟𝐥𝐢𝐜𝐭 𝐦𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐭𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐧𝐠 𝐃𝐀𝐑 𝐂𝐚𝐠𝐚𝐲𝐚𝐧

Kabuuang 190 kinatawan mula sa 19 Agrarian Reform Beneficiary Organizations (ARBOs) ang sumailalim sa dalawang araw na Conflict Management Training ng Department of Agrarian Reform (DAR) Provincial Office of Cagayan noong Agosto 11–12 sa Octagon Hall, DARRO Compound, Carig Sur, Tuguegarao City.

Layunin ng pagsasanay na palakasin ang kakayahan ng mga ARBO leaders sa pamamahala at pagresolba ng mga alitan sa loob ng kanilang mga kooperatiba upang maiwasang makaapekto ang mga ito sa operasyon at pagpapatuloy ng kanilang organisasyon.

Kabilang sa mga kalahok ang mga Board of Directors, managers, at miyembro ng Mediation and Conciliation Committee at Ethics Committee mula sa mga ARBOs sa Solana, Enrile, Iguig, Rizal, Piat, Amulung, Alcala, at Baggao.

Ayon kay Agrarian Reform Program Officer (ARPO) II Emily Salvatierra, mahalaga ang conflict management sa pagpapatatag ng pamamahala sa isang kooperatiba, lalo na sa pagharap sa mga hindi pagkakaunawaan na maaaring lumitaw sa pagitan ng mga miyembro.

Binigyang-diin naman ni OIC Provincial Agrarian Reform Program Officer (PARPO) II Jenalyn F. Baleva na kabilang sa mga karaniwang dahilan ng hindi pag-unlad o pagsasara ng isang kooperatiba ang internal conflicts sa pagitan ng mga miyembro.

“Kapag hindi na-manage ang conflict, maaari itong makaapekto sa buong operasyon ng kooperatiba,” ayon kay PARPO II.

Tinalakay nina Engr. Santiago G. Mabborang, municipal agararian reform program officer (MARPO), at Atty. Mark Jay G. Macanas, ARPO II, ang mga proseso at hakbang sa pagresolba ng alitan, mga nararapat na aksyon sa iba’t ibang sitwasyon, at mga katangiang dapat taglayin ng mga opisyal upang mapanatili ang disiplina, tiwala at pagkakaisa ng mga miyembro.

Samantala, nagpasalamat si OIC Chief Agrarian Reform Program Officer (CARPO) Alma N. Algeria sa mga kalahok sa oras na kanilang inilaan para sa pagsasanay sa kabila ng kanilang mga gawain sa sakahan at iba pang responsibilidad.

𝐏𝐞𝐥𝐢𝐤𝐮𝐥𝐀𝐠𝐫𝐚𝐫𝐲𝐨: 𝐇𝐨𝐦𝐚𝐠𝐞 𝐭𝐨 𝐒𝐚𝐥𝐭 𝐨𝐟 𝐭𝐡𝐞 𝐄𝐚𝐫𝐭𝐡

Documentary film production on agrarian reform will never be the same again after the Department of Agrarian Reform in Region 2 received 20 entries for the second edition of PelikulAgrario this year and doubled the number of entries last year at nine. The buzz is that while student film makers get exciting over the medium, they likewise realized the social and economic importance of what they are doing; as young partners for countryside development. They understand the power of documentary more impacting than a narrative.

For 21 year old BA Communication student Heinz Salvatera from Abulug, Cagayan, the experience as a film maker has been challenging and satisfying. While he has been into documentary film productions in the past, It was his first time to join the event this big.

“Kakaiba ang dating ng film fest na ito. As a class production, iba pag Nakita mo na ang results ng pinaghirapan mo, “ he said. He said he thought film production was only a hobby until the film bug hit him and there was no turning back. Thanks to PelikulAgrario.

He appreciated the fact that they are telling stories with lessons and moving from one location into the next was a new experience. Pushing farmers stories to the forefront is another challenge.

Maryan Condoy Alambat of Gattaran, Cagayan, a 3rd year Development Communication student of Cagayan State University said the film workshop provided by DAR Region 2 was a big help. It improved her capabilities in film making.

“As student-director for the film, the challenges varies. The casting and all hose production aspect can be a challenge to me,” she added.

Salvatera and Alambat joins the news breed of film makers who are into telling stories from the countryside. In this scenario, the agrarian reform program in region 2.

When DAR finally decided to push forward stories of agrarian reform beneficiaries and organizations through the medium of film, it opened a thousand doors to the realities of agrarian reform program in the Philippines. They metamorphosed into untold stories told. Finally, the inside stories of the various agrarian reform beneficiaries and organizations came forward celebrating their triumphs, pain, hope, failures and aspirations rolled into one.

For all its worth, PelikulAgrario is not just a film documentary, it is an instrument to appreciate what the Department of Agrarian Reform has been doing to bring development trends in the countryside emancipating them from bo***ge to the soil they till. The program is likewise about a document that must be safeguarded and preserved.

The films capture the spirit of agrarian reform in the region, in the country. It is a vehicle that solidifies the sweat and blood of all government workers of the agency. Behind every frame of the documentaries are the sacrifices of these workers, at most rivaling the efforts poured by agrarian reform beneficiaries and organizations.

These student-film makers were exposed to training and workshop on documentary film production, enhancing their raw talents in the medium. While the entire film production is a challenge in itself, it becomes a self -expression for them. It’s art imitating life and to capture life in a matter of minutes can be exhilarating.

September will be another cause for celebration for DAR Region 2 as the various films to the PelikulAgrario will be shown. It is not only entertainment. It is not only documentary film but a reason to see the impact of what DAR crafted.

Years from now, these student film makers and all stakeholders who made the documentaries will remember what they put in the film, not what they took out.
