The Philippine Government Electronic Procurement System (PhilGEPS) of the Procurement Service – Department of Budget and Management (PS-DBM) announced during a meeting on 18 August 2023 the pioneer implementation of the eBidding facility, prompting the projected full utilization of the Modernized PhilGEPS (mPhilGEPS) by 2024.

PS-DBM, before a crowd of representatives from the pioneer agencies, discussed the issuance of Government Procurement Policy Board (GPPB) Resolution No. 10-2022 titled “Conditionally Approving the Pioneer Implementation of the Electronic Bidding Facility in the mPhilGEPS for Fiscal Year 2023.” This directs the agencies to publish procurement activities in the mPhilGEPS and utilize all its functionalities, from uploading of the Annual Procurement Plan to Contract Implementation.

Initially deployed in 2021 among pilot agencies, the eBidding facility of mPhilGEPS is an online platform aimed at improving efficiency and transparency in the public procurement process.

In his remarks, PS-DBM Executive Director Dennis Santiago emphasized the relevance and importance of this undertaking in the government’s thrust to digitalize its operations, which include streamlining the government procurement process.

“Digitilization is key to reforming public procurement system. As a matter of fact, as early as 2003, we already started the digitalization concept through the GEPS. It became PhilGEPS, and now mPhilGEPS,” he said.

The activity — which also gathered the agencies’ plans, activities, and timeline — was attended by PhilGEPS Director Maria Teresita Semana and head of Information Technology Research and Planning Division (ITRPD) Mary Jane Dacumos.

ITRP has already set a work plan to ensure compliance of the pioneer agencies with the implementation, ultimately geared towards instituting a more open, transparent, efficient, and competitive public procurement process.

As part of the plan to roll out the Virtual Store (VS) in the regions, the Customer Service Team under the Marketing and Sales Division of the Procurement Service - Department of Budget and Management (PS-DBM) recorded an online tutorial among regional client-agencies on the uploading of the Annual Procurement Plan for Common-use Supplies and Equipment (APP-CSE) 2024 Form exclusively through the modernized Philippine Government Electronic Procurement System (mPhilGEPS).

The recording of the pilot session took place on August 3, 2023.

Apart from the existing features, the trainers provided an overview on eBidding and eMarketplace as additional functionalities of mPhilGEPS. These are intended to make the procurement process more efficient. The legal bases for the fulfillment of PS-DBM’s mandate to operate a centralized procurement system of CSE for the whole of government were also discussed. The Government Procurement Policy Board (GPPB) resolution that mandated the full implementation of VS beginning August 2021 was likewise highlighted.

VS is presently utilized by client-agencies in Metro Manila and nearby provinces. As of writing, there are a total of 1,965 client-agencies with active VS accounts. The efforts to deploy VS to the regions follow the government’s thrust to digitalize its operations especially the procurement process.

“The PS-DBM is relentless in its efforts to provide avenues for our key stakeholders to engage in procurement opportunities that are green, high quality, affordable, and with ease,” said OIC-Executive Director Genmaries S. Entredicho-Caong in a recorded message.

Mr. Dave Y. Valderrama, Director for the PS-DBM Regional Operations Group, emphasized the inevitability of digital transformation. “Let’s embrace it… We hope that you are open to changes since mag-iiba talaga ang proseso, but these changes are for the better.”

Due to a limited number of participants that can be accommodated by the video conferencing platform utilized during the tutorial, the recording was initiated to make the session accessible and available for viewing of other client-agencies.

Other sessions are scheduled to orient more client-agencies prior to the deadline for submission of APP-CSE 2024 Form on 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟭𝟱, 𝟮𝟬𝟮𝟯.

What is Business-to-Government?

Understanding what PhilGEPS is first requires knowing the nature of business-to-government transactions. Business-to-government (B2G) is the relationship between the private sector and the government, as well as public institutions like schools, hospitals, and utilities.

In B2G, private companies provide goods or services to government agencies. For example, if you are an office equipment supplier, you can sell your products to a government entity like the city hall. Government agencies may also turn to your organization for construction projects via B2G transactions.

However, selling to the government is different from selling to a regular consumer. You must follow certain rules and regulations to qualify as a contractor for the government. Meanwhile, government agencies and public institutions must conduct a bidding process when awarding project contracts.

How to Register in PhilGEPS: Requirements and Steps

Red Membership Registration

The Red membership is PhilGEPS’ default member tier, allowing SMEs to view bid abstracts below P1 million, available opportunities, procurement service logs, and award notices.

If you have all the requirements, registering with PhilGEPS is free. However, Red members cannot directly bid on the PhilGEPS portal.

You’ll need the following PhilGEPS membership requirements to register:

Company Taxpayer Identification Number (TIN)
Department of Trade and Industry (DTI) License
Important information that proves the legitimacy of your company’s business operations
Securities and Exchange Commission (SEC) Certification
Cooperative Development Authority (CDA) Registration Number, if you’re unable to get an SEC certificate
Valid email address
After gathering the requirements, you can start the registration process for Red membership. Here are the steps on how to register in PhilGEPS.

Visit the PhilGEPS website and look for the “Sign Up Button” on the homepage’s upper-right corner, then choose “Merchant Supplier.”
Accomplish the Merchant Registration form and click “Send OTP to Email.”
Check your email for the one-time passcode (OTP) and input it into the appropriate field in the registration form.
Go to the login page, select the “Merchant” option, and input your account credentials.
The website will automatically redirect you to another window. Click “Apply for Red Registration,” where you’ll need to fill in your complete business details and upload the requirements.
After completing the form and uploading the documents, click “Submit.”
The system will notify you via email regarding your approval status within 24 hours. Upon gaining access to the PhilGEPS portal using your Red membership privileges, a prompt will ask you if you want to upgrade to a Platinum membership.
