READ | DILG: MLGOOs STRENGTHEN RULE OF LAW, SUPPORT FAIR BARANGAY JUSTICE

The Department of the Interior and Local Government (DILG) reaffirmed the vital role of Municipal Local Government Operations Officers (MLGOOs) in upholding the rule of law and ensuring that the Katarungang Pambarangay system functions effectively and fairly.

Within the Katarungang Pambarangay system, MLGOOs guide barangay officials in observing proper procedures for mediation and conciliation, including the issuance of summons, the conduct of hearings, and adherence to due process under Republic Act No. 7160.

The Department clarified that while the Lupon or Pangkat does not possess coercive power to physically compel attendance, the law provides clear consequences for unjustified non-appearance. Under Section 515 of the Local Government Code, refusal or willful failure to appear despite a valid summons may give rise to indirect contempt proceedings upon proper application before the court and may also affect the ability of parties to pursue claims or counterclaims.

The DILG underscored that the absence of direct coercive authority is distinct from the existence of legal repercussions for disobedience, which are enforced through the courts.

“Ang papel ng MLGOO ay tiyakin na ang proseso ay tama, malinaw, at naaayon sa batas. Sa ganitong paraan, napapanatili ang tiwala ng mamamayan sa ating mga institusyon,” the Department said.

The DILG also expressed concern over the treatment of MLGOO Dexter Castro Narrido during a recent television interview, where he was subjected to undue humiliation while correctly discussing the application of the law. While scrutiny and debate are part of public service, these must be exercised with fairness, respect, and a shared commitment to clarity and understanding.

March 9, 2026 | The Valenzuela City Awards Committee (CAC), composed of the DILG Valenzuela as Chair, City Prosecutor’s Office Department of Justice (DOJ) as Vice Chair, Metropolitan Trial Court (MeTC), Liga ng mga Barangay, Philippine National Police, and a CSO representative, concluded the CY 2026 Lupong Tagapamayapa Incentive Awards (LTIA) Assessment on March 9, 2026.

The Committee calibrated the scores obtained during the on-site validation ensuring the accuracy, consistency and objectivity, to recognize the outstanding lupong tagapamayapa in the City of Valenzuela that adequately demonstrated the ability to judiciously and expeditiously resolve cases referred to them and demonstrated exemplary performance and commendable contribution in the promotion and implementation of Katarungang Pambarangay (KP).

DILG Valenzuela extends its sincere appreciation and congratulations to all the participating barangays for their unwavering commitment in providing a friendly, inexpensive, and speedy forum for the amicable settlement of disputes at the barangay level, thereby strengthening peace and order in the City of Valenzuela.

March 13, 2026 | The DILG Valenzuela Field Office conducted the CY 2026 Newly Elected Officials Performing Leadership for the Uplifting Service (NEO-PLUS) Program: Capacitating the Local Legislators of the City of Valenzuela Towards Effective Local Legislation at the Pamantasan ng Lungsod ng Valenzuela.

“Public office is a public trust,” City Director Sudi G. Valencia, CESO V, mentioned, as she highlighted the vital role of local legislation in advancing good governance. She further underscored that by equipping the entire legislative office with advanced skills in drafting and documentation, Valenzuela ensures that its local government operates with the professional precision necessary to effectively serve its constituents.

Mayor Wes Gatchalian, in his message of support, emphasized that the strong harmony between the executive and legislative branches of the city remains one of Valenzuela’s key strengths in delivering basic services and sustaining its progress as a premier city in the National Capital Region.

Director Ronald R. Barcena, Private Sector Representative from the Social Housing Finance Corporation, served as the Resource Speaker for this program. He discussed the fundamentals in legislative process, including local legislation procedures; the importance of establishing efficient institutional mechanisms; local legislation as a participatory process; administrative investigations; and the common issues encountered in the sanggunian.

Vice Mayor Marlon Paolo "Idol" Alejandrino, who was present during the activity, expressed his sincere appreciation for the opportunity to further enhance the capacities of Valenzuela’s local legislators. Valenzuela, recognized both locally and internationally for its innovative and trailblazing ordinances, continues to advance responsive and forward-thinking legislation tailored to the needs of its constituents.

Also in attendance were the City Councilors from both districts of Valenzuela, along with their respective legislative staff.

The DILG Valenzuela Field Office likewise expressed its sincere gratitude to Dr. Michville Rivera, Dean of the College of Public Administration and Governance of the Pamantasan ng Lungsod ng Valenzuela, for the institution’s generosity and support in strengthening local legislation in the City of Valenzuela.

The Valenzuela City Awards Committee, chaired by the DILG Valenzuela Field Office, successfully conducted the CY 2026 Lupong Tagapamayapa Incentive Awards (LTIA) On-site Assessment across all 33 barangays of Valenzuela City.

Pursuant to DILG Memorandum Circular No. 2023-022, the Lupong Tagapamayapa Incentive Awards (LTIA) is an annual recognition program that honors outstanding Lupong Tagapamayapa for their exemplary performance in the implementation of the Katarungang Pambarangay, emphasizing their ability to judiciously and expeditiously resolve disputes at the barangay level.

The on-site assessment ensures a fair and objective evaluation of each barangay’s performance, by providing a closer look at their documentation and actual practices in handling cases and promoting amicable settlement at the community level. At the same time, the assessment highlighted various innovative practices and initiatives of barangays in strengthening community-based justice, encouraging cooperation among residents, and building trust in local governance.

Pursuant to Memorandum Circular No. 114, s. 2026 issued by the Office of the President and DILG Memorandum Circular No. 2026-005 dated March 8, 2026 on the Guidelines on the Adoption of a Compressed (Four-Day) Workweek Arrangement and Energy Conservation Measures in the DILG Central, Regional and Field Offices, the Department of the Interior and Local Government – National Capital Region (DILG-NCR) will implement a compressed four-day workweek schedule.

Effective March 9, 2026, DILG-NCR offices shall operate from 7:00 AM to 7:00 PM, Monday to Thursday, while Fridays, Saturdays, and Sundays shall be observed as non-working days.

This arrangement is adopted to optimize the use of office facilities, reduce energy consumption, and promote a more efficient and sustainable work environment, while ensuring the continuous and uninterrupted delivery of public services.
The public is advised to plan their visits and transactions accordingly. Urgent concerns may still be addressed through the official communication channels of DILG-NCR.

February 26, 2026 | To ensure the effective and standardized evaluation of the barangay justice systems in the city, the DILG Valenzuela Field Office spearheaded the Orientation on the CY 2026 Lupong Tagapamayapa Incentives Awards (LTIA) for the Valenzuela City Awards Committee (CAC).

Delivering the opening message was DILG Valenzuela City Director and Concurrent Chairperson of the Valenzuela CAC, Dir. Sudi G. Valencia, CESO V. She emphasized the vital role of the committee in recognizing the exemplary performance of the Lupons in sustaining peace, order, and effective dispute resolution within the community.

Highlighting the orientation was a comprehensive discussion led by LGOO V Riczon C. Del Mundo. He provided the participants with a detailed walkthrough of the updated LTIA guidelines, performance criteria, and the proper utilization of assessment tools for the upcoming evaluation.

The active participation of the Valenzuela City Awards Committee members showcased their shared commitment to ensuring a fair, transparent, and rigorous screening process for the city's top-performing Lupong Tagapamayapa.

Through this collaborative effort, DILG Valenzuela continues to champion the strengthening of the Katarungang Pambarangay to deliver accessible and efficient justice at the grassroots level.
