𝗗𝗜𝗟𝗚 𝟴 𝗗𝗿𝗶𝘃𝗲𝘀 𝗟𝗚𝗨 𝗖𝗼𝗺𝗽𝗹𝗶𝗮𝗻𝗰𝗲 𝘄𝗶𝘁𝗵 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗣𝗲𝗿𝗺𝗶𝘁 𝗦𝘁𝗮𝗻𝗱𝗮𝗿𝗱𝘀 𝘁𝗵𝗿𝗼𝘂𝗴𝗵 𝗧𝗮𝗿𝗴𝗲𝘁𝗲𝗱 𝗖𝗼𝗮𝗰𝗵𝗶𝗻𝗴
To fast-track the compliance of local government units (LGUs) with national standards to streamline government processes and promote a more business-friendly environment, the Department of the Interior and Local Government (DILG) Region 8 conducted a focused coaching session on the implementation of the Business Permits and Licensing System (BPLS) under Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. The activity was held via Zoom on February 27, 2026, bringing together representatives from the LGUs of Sto. Niño, Samar; Culaba, Biliran; Silvino Lobos, Northern Samar; Bato, Leyte; and Calbiga, Samar.
The coaching session forms part of DILG’s continuing efforts to assist LGUs in meeting the prescribed standards for streamlined business permitting, particularly through compliance with the Ease of Doing Business (EODB) Online Monitoring System and the adoption of digital solutions.
DILG Regional Director Arnel B. Agabe, in his guidance, emphasized the importance of strengthening LGU compliance with BPLS reforms to foster a more enabling environment for businesses and investments. He underscored that streamlining government processes is essential in promoting transparency, efficiency, and responsiveness in public service.
RD Agabe further encourages LGUs to prioritize full adherence to the prescribed standards, noting that faster and more efficient permit processing not only benefits entrepreneurs but also contributes to local economic growth. He stressed that LGUs play a critical role in ensuring that national policies on ease of doing business translate into tangible improvements at the local level.
During the session, Local Government Operations Officer (LGOO) II Ely Z. Reposar presented the rationale and objectives of the activity and provided an overview of the submission status of the identified LGUs in the EODB Online Monitoring System, highlighting key areas that require immediate attention to ensure compliance.
To reinforce the policy framework on anti-red tape and streamlined business services, LGOO V Konnie Reika C. Sequito discussed the salient provisions of RA 11032 and the DILG-DICT-ARTA Joint Memorandum Circular No. 2021-01, s. 2021. She highlighted critical reforms in BPLS implementation, including reducing processing time, limiting signatories, adopting the Unified Application Form, and strictly observing the prescribed number of steps in processing business permits.
Meanwhile, Engr. Aryanna Cabada of the Department of Information and Communications Technology (DICT) Region 8 presented the key features of the eLGU System, emphasizing its integration process and advantages for both LGUs and the business sector. She noted that digital platforms help enhance efficiency, reduce physical transactions, improve data management, and promote transparency in permit processing.
The participating LGUs likewise expressed their commitment to strengthening their implementation of streamlining initiatives and supporting the adoption of the eLGU system in their respective localities.
The activity concluded with an open forum where participants raised operational concerns and sought clarifications on compliance requirements related to BPLS reforms.
Through initiatives such as this coaching session, DILG Region 8 continues to support LGUs in strengthening institutional capacity, improving regulatory efficiency, and ensuring that business-related transactions are faster, simpler, and more transparent—contributing to a more competitive and business-friendly environment in Eastern Visayas.
