HONORING PARTNERSHIP IN LOCAL GOVERNANCE| October 13, 2026

The Local Government Unit of Victoria, Northern Samar, represented by LPC Victoria, was officially awarded a Certificate of Appreciation during the Episode 2 – Voices in Action: CSO Caravan and LPC Forum in Northern Samar.
This recognition highlights their valuable contribution, meaningful participation, and steadfast willingness to share good practices and local lessons. Their efforts continue to strengthen citizen participation and promote inclusive, transparent, and responsive local governance.
The award was presented by Geraldine C. Maquelabit, Provincial Director of the Department of the Interior and Local Government (DILG), at the Sumuroy Hall, Capitol Building, Catarman, Northern Samar.

To strengthen local civic groups and enhance their roles in Local Special Bodies, Municipal CSO Desk Officer Mr. Richard Duran Paglinawan and LPC President Mr. Nathaniel Castillo met today to simplify the accreditation framework for Civil Society Organizations (CSOs).

Unregistered CSOs are highly encouraged to formalize their status to gain voting seats and influence local policy-making.

Submission Details:

Please submit three (3) copies of your application packet to the CSO Desk Office (3rd Floor, OPCEN Bldg., beside Municipal Hall).
Requirements:
1. Letter of Intent to the Vice Mayor
2. Valid Certificate of Registration (SEC, CDA, DOLE, DSWD, etc.)
3. Updated List of Officers and Members
4. Annual Accomplishment Report & Financial Statements

𝐕𝐈𝐂𝐓𝐎𝐑𝐈𝐀, 𝐍𝐎𝐑𝐓𝐇𝐄𝐑𝐍 𝐒𝐀𝐌𝐀𝐑 — In a continuous effort to strengthen local disaster preparedness and grassroots communication, the Local Government Unit (LGU) of Victoria officially turned over additional portable radios to the KAAKIBAT CIVI COM Victoria Chapter today, September 21, 2026.

The turn-over ceremony was spearheaded by the Municipal CSO Desk Office, represented by Municipal CSO Desk Officer Mr. Richard Duran Paglinawan. Receiving the equipment on behalf of the communications group was KAAKIBAT CIVI COM Victoria Chapter President, Ms. Emelita Barcenas.

This timely provision of essential communication equipment underscores the administration of Municipal Mayor Hon. Joey U. Ardales' commitment to building a safer, more resilient community by equipping vital emergency responders and civil society partners.With these additional portable radios, Kaakibat Civi Com is better prepared to maintain seamless communication links, especially during critical operations and natural disasters when conventional communication networks are compromised.

Our local transport drivers are a vital backbone of Victoria's daily economic life. Today, the Municipal CSO Desk Officer, Mr. Richard Duran Paglinawan met with the officers and members of the Victoria Habal-habal Drivers Association (Team VIHADA, headed by Mr. Jessie Riparip, President for an on-site validation and organizational review.

This partnership aims to formally elevate VHDA into an accredited civil society organization, unlocking vital government assistance, financial transparency training, and sustainable livelihood safety nets.

The association successfully manifested its support for the municipality's festivities through its active participation in the civic parade. The contingent was led by Mr. Jessie Riparip, VHDA President and well-coordinated by Mr. Richard D. Paglinawan, Municipal CSO Desk Officer.

The local government commends the association for its continued cooperation in community-building initiatives.

The Municipal Civil Society Organization (CSO) Desk Office, led by Mr. Richard Duran Paglinawan, Municipal CSO Desk Officer successfully conducted an on-site profile validation and directory updating for the Victoria Agrarian Reform Beneficiaries and Farmers Association (VARBA) at Barangay Maxvilla, Victoria, Northern Samar. This initiative is under the leadership of Hon. Joey U. Ardales, Municipal Mayor.

Early today, Municipal CSO Desk Officer, Mr. Richard Duran Paglinawan met with Hon. Jude Rey Julius F. Lucinario, Municipal Vice Mayor of LGU-Victoria, Northern Samar to streamline the accreditation process for local Civil Society Organizations (CSOs). This initiative aims to strengthen participatory governance and ensure civic groups have a strong voice in our Local Special Bodies and other form of Avenues of Participation.
