This initiative is under the leadership of Hon. Joey U. Ardales, Municipal Mayor.

Early today, Municipal CSO Desk Officer, Mr. Richard Duran Paglinawan met with Hon. Jude Rey Julius F. Lucinario, Municipal Vice Mayor of LGU-Victoria, Northern Samar to streamline the accreditation process for local Civil Society Organizations (CSOs). This initiative aims to strengthen participatory governance and ensure civic groups have a strong voice in our Local Special Bodies and other form of Avenues of Participation.

The Victoria Habal-habal Drivers Association (VHDA), led by President Mr. Jessie Riparip, officially submitted their application documents for LGU Accreditation through the Municipal CSO Desk Office.

The submission was received and evaluated by Municipal CSO Desk Officer-Designate, Mr. Richard Duran Paglinawan.

This vital step allows our local transport sector to achieve formal recognition, secure active representation in Local Special Bodies (LSBs), and gain direct access to government livelihood and safety programs.

Executive Assistant / LEDIPO Nathaniel G. Almendo, CSO Desk Officer Richard D. Paglinawan, and Abaca Production Trainer Mr. Ralph Bandal recently met with Ms. Rose Jane Estives, President of the Luisita Abaca Workers Association (LAWA), and Mr. Ricardo Rosila, President of Luisita Upland Farmers Association (LUFA).

The visit focused on identifying and cultivating key production needs, exploring modern harvesting techniques, and preparing specialized training programs.

By equipping our local abaca workers with advanced technical skills, we aim to maximize fiber quality, increase market value, and secure sustainable livelihoods for our farmers.

To strengthen collaboration and empower local communities, the Local Government Unit of Victoria thru Municipal CSO Desk Office successfully conducted the "𝙋𝙖𝙜-𝙖𝙧𝙖𝙢 𝙣𝙜𝙖𝙣 𝙥𝙖𝙜𝙥𝙖𝙠𝙪𝙨𝙤𝙜: 𝘾𝙖𝙥𝙖𝙘𝙞𝙩𝙮 𝘿𝙚𝙫𝙚𝙡𝙤𝙥𝙢𝙚𝙣𝙩 𝙎𝙚𝙢𝙞𝙣𝙖𝙧 𝙛𝙤𝙧 𝘼𝙘𝙘𝙧𝙚𝙙𝙞𝙩𝙚𝙙 𝘾𝙞𝙫𝙞𝙡 𝙎𝙤𝙘𝙞𝙚𝙩𝙮 𝙊𝙧𝙜𝙖𝙣𝙞𝙯𝙖𝙩𝙞𝙤𝙣𝙨 (𝘾𝙎𝙊𝙨) on June 18, 2026, at the KM Resort & Hotel Allen, Northern Samar.

The seminar focused on equipping our accredited CSOs with vital knowledge and tools to actively participate in local governance and development planning.

● Local Governance Foundations: Deep-dive discussion on RA 7160 and the crucial role of CSOs in Victoria LSBs, led by Ms. Milviluz Paller, MLGOO- Victoria.

● Development Planning: Navigating the Local Development Council, facilitated by MLGOO-Victoria, Ms. Milviluz Paller.

● Resource Support: Insights on Agri-Business and message of support from Municipal Agriculture Office represented by Mr. Alexis Achazo.

●Accreditation Process: Understanding Multi-sectoral Capacity, Issues Mapping, and CSO Accreditation, guided by Mun. CSO Desk Officer-Designate, Mr. Richard D. Paglinawan.

● Financial Empowerment: Practical sessions on Participatory Budgeting-Basics by Municipal Budget Officer, Laila P. Viloria, and

●Financial Transparency for CSOs by Municipal Accountant, Jeanivy C. Demape-Jamoralin, CPA.

● Sustainability: Proposal Writing for Local and NGAs Fund Sourcing, discussed by EA LEDIPO-Designate, Mr. Nathaniel G. Almendo, along with representatives from PCCAO Province of Northern Samar and DOLE.

The event was graced by Mayor's Office represented by Executive Assistant Mr. Nathaniel G. Almendo for the guidance and support to our local organizations.
