In PHOTOS, R-PSB Libertad, headed by PLT NORBEN D CARBONERA, Team Leader, under the direct supervision of PCOL GEORGE B BUYACAO JR., Provincial Director, NSPPO, successfully conducted the Turn Over of the 5th Newly Installed Jetmatic Pump at Sitio Karawisan, Brgy. Libertad, Victoria, Northern Samar.

The project was formally turned over to the residents, providing them with a sustainable and accessible source of clean water. The activity was attended by members of the R-PSB Auxiliary and Security Component and local residents, highlighting the collaborative efforts of the PNP and the community in addressing basic needs and improving the quality of life of the beneficiaries.

The newly installed and fully operational Jetmatic Pump is expected to benefit approximately seventy-seven (77) households by ensuring continuous access to a reliable and safe water source for their daily needs.

To provide the residents of Sitio Karawisan with access to a safe and reliable water source, promote community welfare and public health, and strengthen police-community partnership through the implementation of a Quick Impact Project (QIP).

Provincial Director of the Northern Samar Police Provincial Office (NSPPO), distributed Information, Education and Communication (IEC) materials about the Enhanced Comprehensive Local Integration Program (E-CLIP) and Executive Order No. 70 within their jurisdiction.

This activity aims to enhance public awareness and understanding of government programs and initiatives that address insurgency, promote lasting peace, and support sustainable community development. Through the distribution of information materials, it also encourages members of armed groups to avail themselves of the benefits and assistance offered under the Enhanced Comprehensive Local Integration Program (E-CLIP), while fostering greater public support for the government’s Whole-of-Nation Approach toward achieving lasting peace and ending the local communist armed conflict.

NSPPO, R-PSB Libertad Turn Over New Home to Indigent Family Under Quick Impact Project

Victoria, Northern Samar
Demonstrating its commitment to compassionate public service and community development, the Revitalized Pulis sa Barangay (R-PSB) Libertad, led by PLT NORBEN D CARBONERA, Team Leader, successfully conducted the ceremonial turnover of a newly constructed home under the Quick Impact Project (QIP) in Brgy. Libertad, Victoria, Northern Samar.

The activity was conducted under the direct supervision of PCOL GEORGE B BUYACAO JR., Provincial Director of the Northern Samar Provincial Police Office (NSPPO), in partnership with barangay officials, community stakeholders, and generous volunteers who contributed to the successful completion of the project.

The newly constructed home was formally turned over to Lola Lydia Bague Hamoralin, who has taken on the responsibility of caring for her three grandchildren after the passing of their mother. Their father is currently incarcerated, leaving the family in a difficult situation. Through the collective efforts of the R-PSB Team and its partners, the family now has a safe, secure, and dignified place to call home.

The Quick Impact Project reflects the Philippine National Police's continuing commitment to improving the lives of vulnerable sectors through meaningful community engagement. Beyond providing shelter, the initiative embodies the values of compassion, service, and the enduring Filipino spirit of bayanihan, where government agencies and the community work together to bring hope and positive change to those in need.

The beneficiaries expressed their heartfelt gratitude to everyone who extended their support and generosity, emphasizing that the new home represents not only a place of shelter but also a renewed sense of hope and security for their family.

In PHOTOS, R-PSB Libertad, headed by PLT NORBEN D CARBONERA, Team Leader, under the direct supervision of PCOL GEORGE B. BUYACAO JR., Provincial Director of the Northern Samar Provincial Police Office (NSPPO), successfully conducted the Distribution of Information, Education, and Communication (IEC) Materials and a community dialogue with the residents of Brgy. Libertad, Victoria, Northern Samar.

The activity was participated in by the R-PSB Auxiliary and Security Component and the residents of Brgy. Libertad. It aimed to strengthen public awareness of Republic Act No. 9262, otherwise known as the "Anti-Violence Against Women and Their Children Act of 2004."

Through the distribution of IEC materials and interactive discussions, residents were informed of the rights and legal protection afforded to women and children, the legal remedies available to victims of abuse, and the corresponding penalties imposed on offenders. The initiative also encouraged the community to report incidents of violence and to actively support efforts in safeguarding the welfare and dignity of women and children.

This undertaking reflects the Philippine National Police's unwavering commitment to protecting vulnerable sectors, promoting respect for human rights, and fostering a safer, more informed, and empowered community through sustained police-community partnership.
