SALVACION ELEMENTARY SCHOOL BRIGADA ESKWELA 2026

The Bureau of Jail Management and Penology (BJMP) โ€“ Victorias City Jail, under the leadership of JCINSP JOSEPH S VILLAFRANCA, MPA, City Jail Warden, actively participated in the Brigada Eskwela 2026 activities at Salvacion Elementary School as part of its continuing commitment to community service and support for the education sector.

As part of the week-long activity, BJMP Victorias City Jail personnel rendered voluntary services aimed at improving the school's physical environment in preparation for the opening of classes. The personnel worked hand in hand with teachers, parents, community volunteers, and other stakeholders in conducting general cleaning and beautification activities within the school premises.

The team assisted in clearing and sweeping school grounds, cleaning classrooms, removing debris and overgrown vegetation, and performing minor maintenance tasks to help create a safer and more conducive learning environment for pupils. Their participation demonstrated the spirit of cooperation and bayanihan that Brigada Eskwela seeks to promote among community members and partner agencies.

VICTORIAS NATIONAL HIGH SCHOOL BRIGADA ESKWELA 2026

The Bureau of Jail Management and Penology (BJMP) โ€“ Victorias City Jail, under the leadership of JCINSP JOSEPH S VILLAFRANCA, MPA, City Jail Warden, actively participated in the Opening Ceremony of Brigada Eskwela 2026 at Victorias National High School on June 1, 2026.

The activity commenced with an orientation highlighting the objectives and significance of Brigada Eskwela, emphasizing the spirit of volunteerism, community involvement, and shared responsibility in preparing schools for the opening of classes. Representatives from various stakeholders, government agencies, private organizations, and community groups gathered to express their support for the program.
A significant part of the ceremony was the Signing of the Pledge of Commitment, where participating organizations formally affirmed their dedication to contributing time, effort, and resources toward creating a safe, clean, and conducive learning environment for students.

Following the opening program, BJMP Victorias City Jail personnel joined the clean-up and maintenance activities within the school premises. The team assisted in cleaning classrooms, school grounds, and other facilities, demonstrating their commitment to community service and nation-building. Through their active participation, the personnel contributed to the collective effort of ensuring that the school is well-prepared to welcome learners for the upcoming academic year.

JCINSP JOSEPH S VILLAFRANCA Expresses Gratitude to JO1 Trainees During Culmination of Jail Immersion Program

JCINSP JOSEPH S VILLAFRANCA, MPA, City Jail Warden of Victorias City Jail, extended its heartfelt gratitude and appreciation to the Jail Officer 1 (JO1/T) Trainees from the National Jail Management and Penology Training Institute for their exemplary performance, dedication, and professionalism during their Jail Immersion Program conducted at the facility.

On the final day of the immersion program held on May 23, 2026, JCINSP VILLAFRANCA personally addressed the twenty-five (25) trainees, commending them for their discipline, eagerness to learn, and active participation throughout their stay at Victorias City Jail. And expressed its advance congratulations as they move closer to becoming full-fledged Jail Officers of the Bureau of Jail Management and Penology.

As a gesture of generosity and support to the facility, the twenty-five (25) JO1 Trainees donated twenty-five (25) stall chairs for the use of the Persons Deprived of Liberty during visitation periods. The donated chairs will greatly help provide additional comfort and convenience to PDL and their visitors during scheduled visitation activities.

The Victorias City Jail sincerely appreciates the traineesโ€™ thoughtful contribution and wishes them success in completing their training and future careers in the BJMP. Their dedication and service during the immersion program reflect the core values of the organization and the commitment of future jail officers to compassionate and responsible public service.

Victorias City Jail Bags 7th Place in the 2nd Continental Chess Championship for Prisoners โ€“ Asia ๐ŸŽ‰๐Ÿ‘

The Bureau of Jail Management and Penology โ€“ Victorias City Jail, under the leadership of JCINSP JOSEPH S VILLAFRANCA, MPA, City Jail Warden, proudly secured 7th place in the prestigious 2nd Continental Chess Championship for Prisoners โ€“ Asia held on May 21, 2026.

Representing one of the three teams from the Philippines, the Victorias City Jail chess team showcased discipline, strategic thinking, and teamwork throughout the tournament. The competition gathered 23 teams from different countries across Asia, with each team composed of four players competing in seven intense rounds of chess matches.

From the opening round, the Philippine representatives demonstrated determination and composure against highly skilled opponents from across the continent. Each match tested the playersโ€™ analytical skills, patience, and mental endurance as they faced challenging board positions and time pressure.

As the tournament progressed, the Victorias City Jail team steadily gained momentum, earning crucial victories and hard-fought draws that strengthened their standing in the overall rankings. Their performance reflected not only their passion for the game but also the effectiveness of rehabilitation and development programs being implemented inside the facility.

Despite the fierce competition, the team remained focused and resilient until the final round, ultimately finishing in 7th place among 23 competing teams in Asia, a remarkable achievement that brought pride and honor to the Philippines and to the BJMP community.

This accomplishment highlights the transformative power of sports and intellectual activities in correctional institutions, proving that chess can serve as a platform for discipline, growth, and positive change. The achievement of the Victorias City Jail team also symbolizes the commitment of the BJMP in promoting holistic development, camaraderie, and excellence among persons deprived of liberty.

Strength, teamwork, and determination took center stage during the Tug of War Championship of PDLLYMPICS 2026! Three competing teams composed of five (5) members each, Dorm 1, Dorm 8, and the Upper Lobby, battled it out in an intense and exciting display of unity and perseverance.

After a hard-fought competition, Dorm 8 emerged as the Champion, showcasing outstanding teamwork, coordination, and resilience throughout the event. Congratulations to all participating teams for demonstrating sportsmanship, camaraderie, and positive engagement during the activity. ๐ŸŽ‰๐Ÿ‘

๐ŸŒฑ๐ŸŒŠ COASTAL CLEAN-UP AND MANGROVE PLANTING ACTIVITY ๐ŸŒŠ๐ŸŒฑ

The Bureau of Jail Management and Penology โ€“ Victorias City Jail, under the leadership of JOSEPH S VILLAFRANCA, MPA, City Jail Warden, together with seven (7) BJMP Victorias City Jail personnel and twenty-five (25) Jail Officer 1 Trainees from the National Jail Management and Penology Training Institute, successfully conducted a Coastal Clean-up and Mangrove Planting Activity at the Baybay Mangrove Eco-Trail, Barangay 6-A, Victorias City.

The activity aimed to promote environmental protection, coastal preservation, and community awareness on the importance of maintaining a clean and sustainable ecosystem. Participants actively joined in clearing coastal areas of waste materials and planting mangrove seedlings to help strengthen shoreline protection and support environmental rehabilitation efforts within the community.

Conducted in coordination with Hon. Anna Mae B. Claro, Punong Barangay of Barangay 6-A, through the dedicated efforts of JO1 Junilo B. Marce and JO1 Ramel H. Torrico, Unit CRS Officer, the activity successfully resulted in the planting of fifty (50) mangrove seedlings and the collection of approximately thirty (30) sacks of plastic waste and other debris along the coastal area. All collected waste materials were properly segregated and disposed of in support of environmental sanitation and ecological conservation.
To celebrate the successful conduct of the activity, the Jail Officer 1 Trainees also held a boodle fight as a symbol of unity, camaraderie, teamwork, and shared commitment to environmental stewardship and community service.

Together, let us continue protecting and preserving our environment for future generations. ๐Ÿ’š๐ŸŒฟ

The Bureau of Jail Management and Penology (BJMP) โ€“ Negros Island Region, Victorias City Jail, under the leadership of JCINSP JOSEPH S VILLAFRANCA, MPA, City Jail Warden, together with nine (9) dedicated personnel, actively joined the Traditional Monday Flag-Raising Ceremony hosted by the Local Government Unit of Victorias City at the Don Alejandro Acuรฑa Yap Quiรฑa Arts and Cultural Center, Victorias City, Negros Occidental.

The ceremony was attended by Hon Mayor Junb Bantug, Mayor of Victorias City along with representatives from the Victorias City Jail, PNP, BFP, and Victorias City Government officials and employees.

This weekly tradition serves as a meaningful reminder of our shared commitment to discipline, unity, and public service, standing together for a safer, stronger, and more progressive community. It also strengthens camaraderie among government agencies and inspires everyone to continue upholding the values of patriotism, integrity, and dedication in serving the people.

FINANCIAL LITERACY AND WELNESS SEMINAR

Victorias City Jail, under the leadership of JCINSP JOSEPH S VILLAFRANCA, MPA, City Jail Warden, together with six (6) BJMP Victorias City Jail personnel and nineteen (19) Jail Officer 1 Trainees from the National Jail Management and Penology Training Institute (NJMPTI) Visayas Off-Campus, actively participated in the Financial Literacy and Wellness Seminar conducted in partnership with BPI Foundation, Inc. on May 19, 2026, held at the Covered Court, RTC Gloriville Subdivision, Victorias City, Negros Occidental.

The activity was spearheaded by Mr. Paolo V. Balladarez of the Local Economic Development and Investment Promotions Office (LEDIPO) of Victorias City, together with Hon. Lou Richard V. Cuaycong, City Councilor, and representatives from various participating government agencies.

JCINSP JOSEPH S VILLAFRANCA delivered the opening and welcome remarks, emphasizing the importance of financial literacy, responsible financial management, and financial preparedness among public servants and uniformed personnel.

Participants actively engaged in the seminar through discussions, question-and-answer portions, and sharing of practical financial experiences. Resource speakers from BPI Foundation, Inc. discussed important topics such as proper budgeting, financial planning, savings management, emergency fund preparation, and investment opportunities. The speakers likewise highlighted the value of responsible spending habits, financial discipline, and long-term financial security.

The activity served as an avenue to strengthen financial awareness and promote financial wellness among BJMP personnel and trainees.
