Kasabay ng pagdiriwang ng ika-128 Araw ng Kalayaan ng Pilipinas, nakikiisa ang Lokal na Pamahalaan ng Viga sa kampanya laban sa child labor sa ilalim ng temang "Red Card to Child Labor: Fair Play for Children, Decent Work for Adults."

Sa pangunguna ng Local Council for the Protection of Children (LCPC) Chairperson, Hon. Jennifer M. Tuplano, at sa pakikipagtulungan ng Provincial Mobile Force Company (PMFC), Philippine Army, Bureau of Fire Protection (BFP), Viga Municipal Police Station (MPS), Department of the Interior and Local Government (DILG), mga Barangay Council for the Protection of Children (BCPC), at mga Child Representatives, sama-sama nating itinataguyod ang karapatan ng bawat bata na lumaki nang ligtas, makapag-aral, at magkaroon ng mas maliwanag na kinabukasan.

Habang ipinagdiriwang natin ang kalayaan ng ating bansa, ipinapaalala rin natin na ang bawat bata ay nararapat na maging malaya mula sa child labor, pang-aabuso, at anumang uri ng pagsasamantala.

Sama-sama nating itaas ang Red Card para sa child labor at isulong ang isang lipunang tunay na makabata.

Training on Early Detection and Management of Childhood Disabilities

The Municipal Social Welfare and Development Office (MSWDO) successfully conducted the Training on Early Detection and Management of Childhood Disabilities on June 10, 2026, bringing together dedicated Child Development Workers/Teachers (CDW/Ts) from the Municipality of Viga.

The activity aimed to enhance the knowledge and skills of CDW/Ts in identifying early signs of developmental delays and disabilities among children and in providing appropriate interventions and referrals. The training was facilitated by Ms. Maribel T. Tomagan, PDAO IV, who shared valuable insights and practical strategies to support inclusive early childhood development.

Through this learning opportunity, participants strengthened their capacity to promote the well-being, development, and inclusion of children, ensuring that no child is left behind in accessing quality early childhood care and development services.

The Municipal Social Welfare and Development Office (MSWDO) successfully conducted a Capability Building activity aimed at strengthening the knowledge and skills of Barangay Council for the Protection of Children (BCPC) members and VAW Desk Officers in providing responsive, effective, and child-friendly services to children, women, and families in their respective communities.

The activity featured insightful discussions from resource speakers Engr. Alma May T. Lim, MLGOO of DILG Viga, who discussed BCPC and VAW Desk Functionality, and Michelle Joy N. Ajero, RSW, Municipal Social Welfare and Development Officer, who facilitated the session on Case Management and Referral Pathways.

On behalf of Hon. Mayor Jennifer M. Tuplano, the Local Government Unit expressed its full support for the activity through the presence of Municipal Administrator Ma. Luisa Dela Rosa, who conveyed the Mayorโ€™s commitment to strengthening child protection and gender-responsive programs at the barangay level.

Through activities such as this, the municipality continues to strengthen its commitment to protecting the rights and welfare of children, addressing cases of violence against women and children, and ensuring accessible, gender-responsive, and child-friendly services in every barangay.

Today, June 9, 2026, the Department of Social Welfare and Development (DSWD) Region V in partnership with the Municipal Social Welfare and Development Office (MSWDO), Municipal Agriculture Office (MAO), Municipal Disaster Risk Reduction and Management Office (MDRRMO), Municipal Planning and Development Office (MPDO), Municipal Environment and Natural Resources Office (MENRO), Department of the Interior and Local Government (DILG), and the Office of the Mayor of Viga, successfully conducted the Ceremonial Turnover of the Project LAWA and BINHI sites.

The activity signifies a shared commitment among partner agencies and stakeholders to sustain the gains of the project and ensure its long-term impact on community resilience, environmental protection, and food security. Through collaboration and collective action, the project aims to empower communities and promote sustainable development for the benefit of present and future generations.

In celebration of Womenโ€™s Month with the theme โ€œWE for Gender Equality and Inclusive Societyโ€ and sub-theme โ€œLead Like the Babaylans, Filipinas,โ€ we honor the life and service of Jaide Tarnate Bernisca, Punong Barangay of P. Vera (Summit), Viga, Catanduanes.

Born into a family of thirteen, Jaide was raised by her parents, Francisco Taroy Tarnate, a fisherman, and Lionida Bernal Bulalaque, a fish vendor. As the third among many siblings, she learned early the values of hard work, sacrifice, and responsibility.

At a young age, she helped her family by selling fish, especially as her mother often fell ill. These experiences shaped her resilience and strengthened her determination to overcome lifeโ€™s challenges.

Despite hardships, Jaide carried with her the strong values instilled by her parentsโ€”faith, discipline, and perseverance. Their guidance, especially their commitment to attending church regularly, became a lasting source of strength and inspiration in her life.

From humble beginnings, Jaide rose to serve her community in various capacities, eventually becoming Punong Barangay. She is now at the end of her third term in office, marking years of consistent and dedicated public service.

DSWD Conducts Service Delivery Capacity Assessment at LGU-Viga

In line with the governmentโ€™s continuing efforts to strengthen Local Social Welfare and Development Offices (LSWDOs), the Department of Social Welfare and Development (DSWD) Field Office V, through its Technical Assistance, Advisory, and Other Related Support Services (TAAORSS), conducted a Service Delivery Capacity Assessment (SDCA) at the Local Government Unit of Viga (LGU-Viga) on Tuesday, March 24, 2026.

The SDCA aims to reassess and further strengthen the collaborative partnership between the local government and DSWD, ensuring that local service delivery aligns with established national standards.

The assessment team was led by Jake Laruan Thomas. The activity concluded with an exit conference where key findings and strategic recommendations were presented. These will serve as the empirical basis for tailoring DSWDโ€™s continued technical support to address the specific developmental needs of LGU-Viga.

Local Chief Executive Hon. Jennifer M. Tuplano conveyed her support for the initiative and acknowledged the recommendations provided by the assessment team. The discussions highlighted ongoing efforts to address service gaps and further improve the delivery of basic services to the community.

In celebration of Womenโ€™s Month with the theme โ€œWE for Gender Equality and Inclusive Societyโ€ and sub-theme โ€œLead Like the Babaylans, Filipinas,โ€ we recognize the inspiring journey of Maria Gina Z. Ogalinola, 65, a dedicated public servant from Brgy. Del Pilar, Viga, Catanduanes.

Life was not easy for Gina. Growing up in hardship, she was not able to finish her education, even though she once dreamed of becoming an engineer. But instead of giving up, she turned her struggles into strengthโ€”choosing to build a better future for her family.

As a mother of three, she worked hard to ensure that her children would achieve the dream she once hadโ€”to finish their education. Today, her sacrifices are bearing fruit: one child has already graduated from college, another is about to finish, and her youngest is currently in college.

Her dedication to service extended beyond her family. From 2007 to 2013, she served as a Barangay Kagawad, and from 2013 to the present, she continues to serve as a three-term Punong Barangay, a testament to the trust and confidence of her community.

For Gina, leadership is not easyโ€”but it is fulfilling. Despite the challenges that come with public service, she remains committed, seeing every experience as an opportunity to inspire others, especially fellow women.
