AN ORDINANCE REGULATING STRAY DOGS, PROMOTING RESPONSIBLE PET OWNERSHIP, AND ENSURING PUBLIC SAFETY IN BARANGAY __________

BE IT ORDAINED by the Sangguniang Barangay of Barangay __________, that:

SECTION 1. TITLE

This Ordinance shall be known as the:
“Barangay Anti-Stray Dogs Ordinance of 2026.”

SECTION 2. LEGAL BASIS

This Ordinance is enacted pursuant to:
• Republic Act No. 9482 (Anti-Rabies Act of 2007)
• Republic Act No. 7160 (Local Government Code of 1991), which grants barangays the authority to enact ordinances for the general welfare, safety, and health of its constituents

SECTION 3. WHEREAS CLAUSES

WHEREAS, the Barangay has the duty to promote public health, safety, and general welfare of its residents;

WHEREAS, the increasing number of stray and uncontrolled dogs poses risks such as dog bites, rabies transmission, road accidents, and sanitation problems;

WHEREAS, Republic Act No. 9482 mandates local government units to control and prevent the spread of rabies through responsible pet ownership and regulation of animals;

WHEREAS, there is a need to establish clear rules and penalties to ensure that dog owners act responsibly and prevent their pets from roaming freely in public places;

NOW, THEREFORE, be it ordained:

SECTION 4. DEFINITION OF TERMS
• Stray Dog – any dog roaming freely in public places without a leash or without the supervision of its owner
• Owner – any person who owns, keeps, or harbors a dog
• Impounding – the act of seizing and detaining stray dogs by authorized personnel

SECTION 5. PROHIBITED ACTS

The following acts are hereby prohibited:
1. Allowing dogs to roam freely without leash or supervision
2. Failure to vaccinate dogs against rabies annually
3. Failure to register dogs with the Barangay
4. Failure to clean up dog waste in public areas
5. Keeping aggressive or nuisance dogs without proper control
6. Allowing dogs to pose danger to the public

SECTION 6. RESPONSIBILITIES OF DOG OWNERS

All dog owners are required to:
• Register their dogs with the Barangay
• Ensure annual anti-rabies vaccination
• Keep dogs within their premises or properly restrained
• Provide proper identification (collar/tag)
• Be liable for any injury or damage caused by their dogs

SECTION 7. IMPOUNDING OF STRAY DOGS
• Stray dogs found roaming shall be impounded by authorized personnel
• Owners may reclaim impounded dogs upon payment of fines and penalties
• Unclaimed dogs shall be dealt with in accordance with existing laws and humane procedures

SECTION 8. PENALTIES

Any violation of this Ordinance shall be penalized as follows:
• First Offense: Fine of ₱500 or community service
• Second Offense: Fine of ₱1,000
• Third Offense: Fine of ₱2,000 and/or impoundment of the dog

SECTION 9. IMPLEMENTING AUTHORITY

This Ordinance shall be enforced by:
• Barangay Officials
• Barangay Tanods
• Designated Animal Control Personnel

SECTION 10. SEPARABILITY CLAUSE

If any provision of this Ordinance is declared invalid, the remaining provisions shall remain in full force and effect.

SECTION 11. EFFECTIVITY CLAUSE

This Ordinance shall take effect upon approval and after proper publication or posting in conspicuous places within the Barangay

The Local Government Unit of Villareal, headed by Mayor Marilou Latorre, thru its Municipal Environment and Natural Resources Office, supports the Province of Samar thru the delivery of plastic waste to its Provincial Plastic Recycling Facility in Catbalogan City on March 19, 2026.

Recycling plastic waste into monobloc chairs serves as a key strategy in Solid Waste Management (SWM) by diverting non-biodegradable materials from landfills and transforming them into functional assets. It helps mitigate the risk of plastics breaking down into harmful microplastics that contaminate soil and groundwater.

A total of 36 monobloc chairs, made from recycled plastic waste, were turned over to LGU Villareal by Penro Samar, thru Sir Forester Wilfredo L. Lacambra, PG-ENRO, Ms. Honey R. Abas, SWMPC Division Chief and staff.
