Police Major Tristan Jorge David attended the committee hearing with Chair SBM Judith Morden and the rest of the SB Members including Vice Mayor/Presiding Officer Cheryll Tan to discuss matters regarding unauthorized drag racing, speed contests, exhibition driving and other dangerous motor vehicle activities in all public streets, highways and thoroughfares within the municipality.

24 AUGUST 2026 – AWARDING OF THE COMMENDING AND CONGRATULATORY RESOLUTION TO THE NATIONAL ASSESSMENT FOR SCHOOL HEADS (NASH) PASSERS FROM THE MUNICIPALITY OF VILLASIS, PANGASINAN, FOR THEIR EXEMPLARY PERFORMANCE AND ACHIEVEMENT IN THE 2025 NATIONAL ASSESSMENT FOR SCHOOL HEADS ADMINISTERED BY THE DEPARTMENT OF EDUCATION (DepEd)

It was indeed a celebration – commending our dear teachers/mentors for passing the assessment of School Heads of our schools in our town, Villasis. The Sangguniang Bayan of Villasis presided by Vice Mayor Cheryll Tan and the Sangguniang Bayan Members passed a resolution commending their exemplary performance and achievement as competent and qualified school leaders. May you inspire your fellow teachers and the youth who dream to become like their dear advisers/teachers. The following school heads/principals - Villasis District 1 Dr. Belen Bautista, Dr. Ma. Lourdes Lagria, Ma'am Marites Olivar and Sir Ferdinand Austria also came to witness the awarding. Congratulations po!!!

1. Call to Order – Vice Mayor/Presiding Officer Cheryll Z. Tan called the session to order.

2. Prayer - Councilor Paz Rafanan read and led the Councilor’s Prayer.

The Secretary called the roll to which eleven (11) members of the Council responded including the Presiding Officer, therefore a quorum is established.

5. Consideration of the Journal of the previous Regular Session
Councilor Sison seeing no amendments or corrections on the Journal of the previous Regular Session, moved for its approval. The motion was seconded by all the other Members of the Sangguniang Bayan present. Presiding Officer Tan approved the said Journal of the previous Regular Session after it was moved and duly seconded.

6. Privilege Hour
Councilor Paz Rafanan and the other Members of the Sangguniang Bayan rendered a birthday song to the celebrant. Councilor Rolly Morden thanked his SB Family for the birthday song. Presiding Officer Tan also greeted the birthday celebrant.
Councilor Ara Soriano, SK Federation President presented to the August Body the newly elected Junior Members of the Sangguniang Bayan. They are the following - Junior Vice Mayor Jemima Eunice B. Gonatice from Don Ramon E. Costales Memorial National High School; Junior Councilor Leanne Rose M. Ibarra from Barangobong National High School; Junior Councilor Seige C. Pajarito from Amamperez Agro-Industrial High School; Junior Councilor Cassandra Mae R. Soriano from Palm Spring Montessori Integrated School; Junior Councilor Mark Jayson O. Mingaracal from Piaz National High School; Junior Councilor John Paul C. Cera from Tombod Integrated School; Junior Councilor Alijah D. Cerezo from Saint Anthony Abbot Academy; Junior Councilor Lorie Mae Menor from Capulaan National High School; Junior Councilor Mykaela Denise M. Councilor Soriano further informed her colleagues that they will be here until the end of office hours and observe the activities for the day. Presiding Officer Tan welcomed the Junior Municipal Officials.

RESOLUTION REQUESTING THE DEPARTMENT OF HEALTH (DOH) TO GRANT AND IMPLEMENT THE BAGONG URGENT CARE AND AMBULATORY SERVICE (BUCAS) PROJECT IN THE MUNICIPALITY OF VILLASIS, PROVINCE OF PANGASINAN

WHEREAS, the Local Government Unit of Villasis recognizes the importance of providing accessible, affordable, and quality healthcare services to its constituents, especially in addressing urgent medical needs and reducing delays in medical intervention;

WHEREAS, the Department of Health (DOH) continues to implement programs aimed at strengthening primary healthcare services, including the Bagong Urgent Care and Ambulatory Service (BUCAS) Project, which seeks to provide immediate and appropriate medical attention through accessible urgent care and ambulatory facilities;

WHEREAS, the Municipality of Villasis, being a growing community with increasing healthcare demands, requires additional healthcare facilities and services that will complement existing health programs and improve the delivery of medical care to its residents;

WHEREAS, the establishment of a BUCAS facility in Villasis will greatly benefit the people by providing timely consultation, treatment of urgent conditions, ambulatory services, and reducing the burden on hospitals and emergency departments;

WHEREAS, the Sangguniang Bayan of Villasis believes that partnership with the Department of Health is vital in achieving improved health outcomes and ensuring that quality healthcare services are available and accessible to all constituents;

WHEREAS, the Sangguniang Bayan of Villasis, Pangasinan respectfully request the Department of Health (DOH), through the appropriate offices, to consider and approve the inclusion of the Municipality of Villasis as a beneficiary of the Bagong Urgent Care and Ambulatory Service (BUCAS) Project;

RESOLUTION COMMENDING AND CONGRATULATING MR. JERIC M. ARCE FOR WINNING THE GOLD MEDAL IN THE NATIONAL BATTLE OF CHAMPIONS (NBOC) 2026 HOSTED BY THE PHILIPPINE ESKRIMA KALI ARNIS FEDERATION (PEKAF) HELD AT THE RIZAL MEMORIAL COLISEUM ON AUGUST 7–9, 2026

WHEREAS, the Municipality of Villasis recognizes and takes pride in the outstanding achievements of its residents who bring honor and distinction to the municipality through excellence, dedication, and perseverance in their chosen fields;

WHEREAS, Mr. Jeric M. Arce has proudly represented the Municipality of Villasis by showcasing his exceptional skills, discipline, and determination in the sport of Eskrima Kali Arnis;

WHEREAS, Mr. Jeric M. Arce emerged as a Gold Medalist in the NBOC 2026 (National Battle of Champions), a prestigious national competition hosted by the Philippine Eskrima Kali Arnis Federation, held at the Rizal Memorial Coliseum on August 7–9, 2026;

WHEREAS, his remarkable accomplishment serves as an inspiration to the youth and the people of Villasis, demonstrating the values of hard work, sportsmanship, discipline, and commitment to excellence;

WHEREAS, the Sangguniang Bayan of Villasis acknowledges that his victory has brought pride and honor not only to himself and his family but also to the entire Municipality of Villasis;

RESOLUTION DECLARING THE SUPPLEMENTAL BUDGET NO. 01 FOR CALENDAR YEAR 2026 OF BARANGAYS SAN NICOLAS AND POBLACION ZONE III, VILLASIS, PANGASINAN OPERATIVE

WHEREAS, pursuant to RA No. 7160 otherwise known as the Local Government Code of 1991, the Sangguniang Bayan is empowered to review ordinances authorizing annual or supplemental appropriations of barangays in the manner prescribed by law;

WHEREAS, the Barangay Councils of San Nicolas and Poblacion Zone III, Villasis, Pangasinan submitted to the Sangguniang Bayan their Supplemental Budget which were enacted by them through appropriation ordinance and submitted to the Sangguniang Bayan for review and evaluation;

WHEREAS, the Committee on Appropriations in the Sangguniang Bayan with the technical assistance of the Municipal Budget Officer has conducted a preliminary study and review on the said Supplemental Budgets and found out that the same showed compliance with the budgetary requirements and other provisions of RA 7160 and its Implementing Rules and Regulations and implementing circulars and other pertinent issuances, it was recommended that the said supplemental budgets be declared operative as of the date fixed therein, provided that the appropriations therein authorized shall be disbursed strictly for the purpose and that the disbursement shall be subject to existing accounting and auditing rules and regulations;

WHEREAS, the Sangguniang Bayan, after final review and evaluation, finds the said Supplemental Budgets in order;

WHEREFORE, in view of the foregoing, upon motion of Councilor Paz S. Rafanan, duly seconded by Councilor Nicumar-Leo D. Blanco and Councilor Nydia M. Cacapit, it was

RESOLVED, as it is hereby resolved, to declare the Supplemental Budget No. 01 for Calendar Year 2026 of Barangays San Nicolas and Poblacion Zone III, Villasis, Pangasinan operative.

RESOLUTION PROPOSING THE RECLASSIFICATION OF A TOTAL OF TWELVE THOUSAND SIX HUNDRED FORTY-TWO SQUARE METERS AND FIFTY SQUARE DECIMETERS (12,642.50) OF LAND SITUATED AT BARANGAY BUNZAD, VILLASIS, PANGASINAN OWNED BY R.D. SABADO BUILDERS, INC. FROM AGRICULTURAL TO RESIDENTIAL USE

WHEREAS, Section 20 (Reclassification of Lands) of R.A. 7160 (Local Government Code of 1991) states that
“ A municipality…may, through an ordinance passed by the sanggunian after conducting public hearings for the purpose, authorize the reclassification of agricultural lands and provide for the manner of their utilization or disposition…when the land ceases to be economically feasible and sound for agricultural purposes…or…where the land shall have substantially greater economic value for residential, commercial, or industrial purposes…Provided, that such reclassification shall be limited to the following percentage of the total agricultural area at the time of the passage of the ordinance…for first class municipalities...ten percent (10%)…”

WHEREAS, Section 5 (c) of Joint HLRB, DAR, DA, DILG Memorandum Circular issued on 21 March 1995 prescribing the guidelines to implement Memorandum Circular No. 54 provides that one of the requirements for reclassification of agricultural lands into non-agricultural uses is a Sangguniang Bayan resolution proposing said reclassification and stating that the locality has become highly-urbanized and the land will have a greater economic value for residential, commercial, or industrial purposes;

WHEREAS, R.D. Sabado Builders, Inc. are requesting this August Body for the reclassification of a total of twelve thousand six hundred forty-two square meters and fifty square decimeters (12,642.50) under TCT No. 026-2026001823 with Tax Declaration No. 44-0021-03013 and TCT No. 026-2025009364 with Tax Declaration No. 44-0021-03006 located at Barangay Unzad, Villasis, Pangasinan from agricultural to residential use;
WHEREAS, The Municipality of Villasis is the urban growth center to watch – the center of agro-industrial development and educational advancement not only in Pangasinan, but also in Region I;

WHEREAS, to sustain its unparalleled economic progress hereabouts, the Municipality of Villasis intends to authorize the reclassification of agricultural lands into non-agricultural uses pursuant to Section 20 of R.A. 7160;

WHEREFORE, upon motion of Councilor Nicumar Leo D. Blanco and seconded by Councilor Paz S. Rafanan and Councilor Nydia M. Cacapit, it was

RESOLVED, as it is hereby resolved to proposed the reclassification of a total of twelve thousand six hundred forty-two square meters and fifty square decimeters (12,642.50) of land situated at Barangay Unzad, Villasis, Pangasinan owned by R.D. 17 AUGUST 2026 - HEARING OF THE COMMITTEE ON RULES, LAWS AND REVISION OF LAWS IN CONNECTION WITH THE APPLICATION OF MR. ROWELL SANTIAGO TO EXTRACT SAND AND GRAVEL FOR COMMERCIAL PURPOSES LOCATED AT BARANGAY PIAZ, VILLASIS, PANGASINAN

Councilor Judith Morden, chair of the Committee on Rules, Laws and Revision of Laws together with Vice Chair Councilor Chris Balila, committee members Councilor Nico Blanco, Councilor Cacapit and Councilor Rolly Moren heard the applicant’s request, Mr. Rowell Santiago to extract sand and gravel in Barangay Piaz. In attendance too were Vice Mayor Cheryll Tan and the rest of the Sangguniang Bayan Members present. Councilor Judith Morden inspected the documents and approved of his application.

The following were invited to the Session Hall of the Legislative Building as the Sangguniang Bayan presided by Vice Mayor Cheryll Tan passed a Commending and Congratulatory Resolution to Kristhine Mae Gumiran, Rhudella Menia Ormasa, Rhudina Menia Ormasa, Gracely Mae Gundran, Gian Necoliah Chan, Andrei David Ancheta, Russell Kyle Erjas and Elisha Lyn Miguel.
