Journal of the Regular Session – 02 February 2026
1. Call to Order - Acting Presiding Officer /acting Vice Mayor Councilor Paz S. Rafanan called the session to order.
2. Prayer – The monthly Moral Recovery Program was conducted.

4. Roll Call – Eight members responded including the acting Vice Mayor/Presiding Officer establishing a quorum.
5. Consideration of the Journal of the previous Regular Session
Councilor Sison moved for the approval of the journal of the previous regular session after hearing no amendments or corrections. The motion was seconded by all the other Members of the Sangguniang Bayan present.
Acting Presiding Officer P. Rafanan approved the motion and second of the Journal of the previous Regular Session.
6. Privilege Hour
Councilor Rolly Morden sponsored for the education sector a request from Senator Bam Aquino for a two-storey or six (6) classrooms building at Tombod Elementary School, for San Nicolas Elementary School, another two-storey and six (6) classrooms and for Lomboy Elementary School two-storey and six (6) classrooms building also together with the chairman of Education in the person of Councilor Nicumar Blanco.
All the Members of the Sangguniang Bayan present agreed on the proposed resolution introduced by Councilor Rolly Morden.
Councilor Rolly Morden thus moved for the immediate approval of the Resolution requesting Senator Bam Aquino a two-storey and six (6) classrooms building for Tombod Elementary School, two-storey and six (6) classrooms building for San Nicolas Elementary School and two-storey and six (6) classrooms building for Lomboy Elementary School.
The motion was seconded by all the other Members of the Sangguniang Bayan present. Acting Presiding Officer approved the said motion and second.
RESOLUTION NO. 06
SERIES OF 2026
A RESOLUTION EARNESTLY REQUESTING THE HONORABLE PAOLO BENIGNO “BAM” A. AQUINO IV, SENATOR, SENATE OF THE PHILIPPINES FOR THE CONSTRUCTION OF A TWO-STOREY, SIX (6) CLASSROOM-BUILDING AT SAN NICOLAS ELEMENTARY SCHOOL, TOMBOD INTEGRATED SCHOOL AND LOMBOY ELEMENTARY SCHOOL, ALL LOCATED IN THE MUNICIPALITY OF VILLASIS, PANGASINAN
WHEREAS, the Philippine Constitution provides for the State to protect and promote the rights of all citizens to quality education in all levels;
WHEREAS, San Nicolas Elementary School, Tombod Integrated School and Lomboy Elementary School are in need of new classrooms because of the growing school population or increase in enrollees. Unfortunately, the Municipality of Villasis, Pangasinan is dependent on National Tax Allotment (NTA) to fund projects that is important in nation building. Thus, outsourcing of funds from noble persons or organizations is inevitable;
WHEREAS, the schools cater not only pupils and students from the municipality but also from nearby barangays in the Municipality of Villasis, Pangasinan.
WHEREAS, the Municipality of Villasis is requesting for the construction of buildings to Honorable Bam Aquino, because as the Former Chairman of the National Youth Commission and the Principal Sponsor of the Universal Access to Outstanding Tertiary Education Act, he continues to promote quality education and make education more accessible to all Filipinos, particularly those from underprivileged backgrounds and the people of Villasis believe and support the advocacies of the good senator in promoting the welfare of the Filipino people especially of the youths and the educators;
WHEREFORE, upon the motion of Councilor Rolando B. Morden and Councilor Nicumar-Leo D. Blanco and duly seconded by all the other Sangguniang Bayan Members present, it was
RESOLVED, as it is hereby resolved, to earnestly request the Honorable Paolo Benigno “Bam” A. Aquino IV, Senator, Senate of the Philippines for the construction of a Two-Storey, six (6) Classroom-Building at San Nicolas Elementary School, Tombod Integrated School and Lomboy Elementary School, all located in the Municipality of Villasis, Pangasinan.
RESOLVED, FINALLY, that copy of this resolution to Honorable Senator Paolo Benigno “Bam” A. Aquino IV for his information and favorable action and to Municipal Mayor Libradita G. Abrenica, the San Nicolas Elementary School, Tombod Integrated School, Lomboy Elementary School and to all offices / agencies concerned for their information and guidance.

Measures on First Reading
Annual Budget for Calendar Year 2026 of Barangay Unzad, Villasis, Pangasinan and Annual Budget for Calendar Year 2026 of the Sangguniang Kabataan of Barangays Piaz and Lipay, Villasis, Pangasinan
Councilor Rolly Morden scheduled a committee hearing regarding the Annual Budget for Calendar Year 2026 of Barangay Unzad as well as the Annual Budget for Calendar Year 2026 of Sangguniang Kabataan of Barangays Piaz and Lipay on Monday.
For the Annual Budget of Barangay Unzad, it’s schedule will be February 9 at 8:30 in the morning after the flag ceremony and all Annual Budgets of the Sangguniang Kabataan will be on February 10 at 9 o’clock at the SK Office building.
Letters and Communication
Letter of the Local Chief Executive dated January 29, 2026 requesting for a Sangguniang Bayan Resolution authorizing the undersigned to enter into a Memorandum of Agreement with the Overseas Workers Welfare Administration (OWWA) with principal office at OWWADEC Building, 7th Street corner F.B. Harrison St., Pasay City, represented by its Administrator Hon. Carmelita S. Dimzon, DPA (Certified Urgent)
Chairman of the Committee on Rules Councilor Judith Morden moved for its immediate approval after perusing there was no need for the deliberation and deemed as certified urgent. The motion was seconded by all the other Members of the Sangguniang Bayan present.
Acting Presiding Officer P. Rafanan again approved the said request of the Local Chief Executive after it was moved and seconded by all the other Members of the Sangguniang Bayan present.

RESOLUTION AUTHORIZING HON. MAYOR LIBRADITA G. ABRENICA TO ENTER FOR AND IN BEHALF OF THE MUNICIPALITY OF VILLASIS A MEMORANDUM OF AGREEMENT WITH THE OVERSEAS WORKERS WELFARE ADMINISTRATION (OWWA) REPRESENTED BY ITS ADMINSTRATOR HONORABLE CARMELITA S. DIMZON, DPA FOR THE IMPLEMENTATION OF THE OWWA PROGRAMS, SERVICES TOWARDS THE PROTECTION OF THE INTEREST AND PROMOTION OF THE WELFARE OF THE OVERSEAS FILIPINO WORKERS (OFWS) AND THEIR FAMILIES
WHEREAS, the Overseas Workers Welfare Administration (OWWA), A National Government agency is vested with the special function of developing and implementing welfare programs and services that address the needs of its Overseas Filipino Workers (OFWs) and their families and recognizes the critical role of the Local Government Units and the participation of the various sectors in pursuing and bringing its programs and services closer to its OFW clienteles and their families;
WHEREAS, the Local Government Units serve as the vital executive arm of the government, responsible for the effective implementation of priority needs and requirements within its communities through decentralize governance;
WHEREAS, the OWWA and the Municipality of Villasis, Pangasinan acknowledge their responsibilities to establish programs and assistance and envision to strengthen their resources through collaborative efforts, fostering mutual cooperation and support in establishing a network of services and institutions dedicated to the well-being of the OFWs and their families in their communities;
WHEREAS, the Memorandum of Agreement shall outline the terms and conditions of the partnership of the Municipality of Villasis and the OWWA, which includes the roles and responsibilities of both parties and the benefits and privileges of the OFWs and their families;
WHEREFORE, upon the motion of Councilor Judith M. Morden and duly seconded by all the other Sangguniang Bayan Members present, it was
RESOLVED, as it is hereby resolved, to authorize Hon. Mayor Libradita G. Abrenica to enter for and in behalf of the Municipality of Villasis a Memorandum of Agreement with the Overseas Workers Welfare Administration (OWWA) represented by its Administrator Honorable Carmelita S. Dimzon, DPA for the implementation of the OWWA programs, services towards the protection of the interest and promotion of the welfare of the Overseas Filipino Workers (OFWs) and their families.
RESOLVED FURTHER, to furnish copies of this resolution to Hon. Mayor Libradita Abrenica and the Overseas Workers Welfare Administration (OWWA) represented by the its Administrator Honorable Carmelita S. Dimzon, DPA for their information and appropriate action and Dr. Arnel Arimas, for his information and guidance.

Letter of Engr. Vladimir P. Torres, Municipal Engineer, informing the Office of the Sangguniang that the Rehabilitation of Bagsakan Roofing will be completed on the 2nd to 3rd week of February, 2026.
Acting Presiding Officer P. Rafanan informed the Body of her conversation with Engr. Ronnie Cacapit regarding the rehabilitation of the Bagsakan. Councilor Judith Morden expressed her opinion on the matter and prayed that it be held in abeyance pending the completion.
Councilor Balila also conveyed his views on the same subject.

Councilor Rolly Morden conducted a committee hearing regarding the Annual Budget for Calendar Year 2026 of Barangays Caramutan, Poblacion Zone IV, Amamperez and Piaz as well as the Supplemental Budget No. 03 for Calendar Year 2025 of Barangay Caramutan last January 26 and the committee found out that the said Annual Budgets of these barangays and the Supplemental Budget of Caramutan were in order. The committee moved for its second reading on the next regular session.
