Following the successful coordination meetings held with the Provincial Government on May 16, 2026—personally attended by Governor Ricarte R. Padilla—and on May 19, 2026 at the SPAO Building in Sitio Mat-I, Sto. Domingo, Vinzons, attended by selected functionaries from the twelve municipalities involved in the project rollout, the DILG Camarines Norte conducted its third coordination meeting on May 28, 2026 during the League of Mayors (LMP) meeting chaired by Hon. Mayor Severino H. Francisco Jr. at the Municipal Function Hall in Capalonga, Camarines Norte.

Vice Governor Hon. Joseph V. Ascutia served as the Guest of Honor and delivered an inspiring message for the continued progress of the province.

The meeting focused on the DBM and DILG guidelines for the Local Government Support Fund – Food Assistance (LGSF-FA) Rice Distribution Program under the Assistance to Indigent Individuals or Families initiative.

During the activity, Melody E. Relucio, CESO V, together with Joel Emory R. Villa, Program Manager, facilitated discussions on the general guidelines, beneficiary identification process, and distribution strategies to ensure proper coordination, synchronization, and successful implementation of the project.

Attendees included mayors and administrative officers from the different municipalities of Camarines Norte.

The activity highlighted the importance of strong coordination and strict compliance with government guidelines to ensure that assistance reaches the intended beneficiaries effectively and efficiently.

After the successful coordination meeting with the Provincial Government, attended by Governor Ricarte R. Padilla himself, on May 16, 2026, DILG- Camarines Norte conducted another Coordination Meeting on May 19, 2026 at the SPAO Building, Sitio Mat-I, Sto. Domingo, Vinzons, with all the selected functionaries involved in the project rollout from twelve municipalities of the province. The meeting focused on the DBM and DILG Guidelines on the Local Government Support Fund (LGSF) - Food Assistance (FA) (Rice Distribution) which is under the Implementation of the Assistance to Indigent Individuals or Families program.

During the activity, Melody E. Relucio, CESO V, together with Joel Emory R. Villa, Program Manager, facilitated the discussion on the coordinated process of identifying beneficiaries and distribution strategies of the rice assistance to ensure synchronization and successful alignment of rollout of the project. Engr. Almirante A. Abad, Provincial Agriculturist; Maximo P. Magana, JR., REA, Provincial Assessor and chair of the PBAC; Cynthia R. Dela Cruz of PSWDO also provided their inputs and recommendations as they will augment the resources of the municipalities to cover the target beneficiaries.

Attendees to the meeting include members of the Bids and Awards Committee, MSWDOs, Municipal Agriculturists, MPDCs, and Municipal Engineers.

The activity highlighted the importance of proper coordination and compliance with government guidelines to ensure that assistance reaches the targetted beneficiaries effectively and efficiently.

The Department of the Interior and Local Government (DILG) Camarines Norte, through LGRC Bantayog, is currently conducting a one-day Capacity Enhancement Training on Photo Documentation and News Writing for the Knowledge Management of LGRC Bantayog and the Municipal LGRCs across the province at Jocelle’s Tourist Inn, Daet, Camarines Norte.

The activity gathers representatives from the 12 Municipal LGRCs, particularly Municipal Information Officers and Municipal Local Government Operations Officers, to strengthen their competencies in effective communication and documentation practices.

Dr. Delma Jean V. Abad, CNSC Breakthrough Adviser, serves as one of the resource persons and shares her expertise on effective news writing techniques.

Meanwhile, resource persons from the Provincial Government of Camarines Norte, Arjay Efondo and Jhon Latrell Pedriña, discuss proper photo documentation and its importance in knowledge management and public information dissemination.

The training aims to further institutionalize effective knowledge management practices, enhance the quality of photo documentation and news writing, and strengthen coordination between LGRC Bantayog and the Municipal LGRCs.

In line with the directives of the Department of the Interior and Local Government (DILG) regarding the implementation of the Local Government Support Fund (LGSF) – Assistance to Indigent Individuals or Families (Food Assistance/Rice Distribution Project), a coordination meeting was successfully conducted today, May 16, 2026, at the USSAP Building, Mat-I, Sto. Domingo, Vinzons, Camarines Norte, bringing together key officials and partner agencies to discuss the strategies, guidelines, and collaborative efforts necessary for the smooth and effective rollout of the program in the Province of Camarines Norte.

Present during the said meeting were Melody E. Relucio, CESO V, Provincial Director of DILG Camarines Norte; Hon. Ricarte R. Padilla, Governor of Camarines Norte; and Joel Emory R. Villa, Program Manager of DILG Camarines Norte, who emphasized the importance of unity, cooperation, and timely coordination among stakeholders in delivering government assistance programs to the community.

The project presentation and technical discussion were presented by Engr. Donald Lester Ladea, who provided an overview of the project implementation framework, coordination requirements, and other essential guidelines to ensure the proper ex*****on of the program.

Also present during the meeting were Antonio C. Suhitado Jr., Supervising Administrative Officer; Meneses John Eduardo, Technical Staff of the Department of Agriculture; Teodoro L. Licarte of the Provincial Planning and Development Office (PPDO); and Cynthia R. Dela Cruz of the Provincial Social Welfare and Development Office (PSWDO), together with other concerned personnel and representatives from partner agencies.

As part of the continuing coordination initiatives, another coordination meeting intended for Municipal Local Government Units (MLGUs) is scheduled on May 19, 2026, from 9:00 AM to 12:00 NN at the USSAP Building beside the DILG Camarines Norte Building, Mat-I, Sto. Domingo, Vinzons, Camarines Norte. The said activity aims to further discuss the implementation guidelines, operational concerns, and coordination mechanisms to ensure the successful conduct of the Rice Distribution Project across the municipalities of the province.
