𝐏𝐑𝐎𝐕𝐈𝐍𝐂𝐈𝐀𝐋 𝐀𝐍𝐓𝐈𝐂𝐈𝐏𝐀𝐓𝐎𝐑𝐘 𝐀𝐂𝐓𝐈𝐎𝐍 𝐅𝐎𝐑𝐔𝐌 𝟐𝟎𝟐𝟔

The Provincial Government of Catanduanes, through the Provincial Disaster Risk Reduction and Management Office (PDRRMO), successfully conducted the 2-Day Provincial Anticipatory Action Forum on August 25–26, 2026, held at Function Hall 1, ARDCI Hotel, Virac, Catanduanes.

The activity was led by the PDRRMO, in collaboration with DILG, People’s Disaster Risk Reduction Network, Inc. (PDRRN), Caritas Virac Justice & Peace Inc., and Philippine Red Cross–Catanduanes Chapter, with the support of Caritas Germany.

The forum was further strengthened through the participation of the Office of Civil Defense (OCD), which served as one of the key resource institutions during the activity. The OCD provided valuable inputs and guidance on Republic Act No. 12287, or the Declaration of State of Imminent Disaster Act, contributing to a deeper understanding of proactive and risk-informed approaches among the participants.

The two-day activity provided an avenue for policy discussions, knowledge-sharing, and consultation among provincial and municipal stakeholders, particularly on strengthening institutional mechanisms, disaster risk financing, and operational measures that support anticipatory action before the occurrence of disasters.
Through stronger partnerships, informed decision-making, and accessible public financing, we continue to build a more prepared, resilient, and disaster-ready Catanduanes.

𝐂𝐨𝐮𝐫𝐭𝐞𝐬𝐲 𝐕𝐢𝐬𝐢𝐭 𝐧𝐢 𝐑𝐃 𝐁𝐞𝐫𝐧𝐚𝐫𝐝𝐨 𝐑. 𝐅𝐨𝐫𝐭𝐞𝐳 𝐉𝐫. 𝐬𝐚 𝐏𝐚𝐦𝐚𝐡𝐚𝐥𝐚𝐚𝐧𝐠 𝐏𝐚𝐧𝐥𝐚𝐥𝐚𝐰𝐢𝐠𝐚𝐧 𝐧𝐠 𝐂𝐚𝐭𝐚𝐧𝐝𝐮𝐚𝐧𝐞𝐬

Agosto 4, 2026, bumisita si Regional Director Bernardo R. Fortez Jr. at Chief Operations Akim Berces ng OCD Region V sa Pamahalaang Panlalawigan ng Catanduanes. Siya ay magiliw na tinanggap ni Officer-in-Charge at Supervising Administrative Officer Remelito Cabrera sa ngalan ni Governor Patrick Alain T. Azanza.

Kasama ang Provincial at Municipal LDRRMOs, nagkaroon ng mahalagang pagpupulong kung saan natalakay ang:

• Pagsusuri sa kasalukuyang operational capacity ng ating DRRM Operations Center
• Pagkilala sa mga hamon at suliranin ng lalawigan at mga bayan
• Mga paraan kung saan makapagbibigay ng teknikal at operational support ang OCD
• Pagpapalakas ng early warning systems at mga hakbang sa kahandaan, lalo na para sa mga geographically isolated at disadvantaged communities
• Kumuha ng mga update hinggil sa kasalukuyang sitwasyon at mga epekto ng El Niño Phenomenon, kasama ang iyong Area of Responsibility (AOR), at ang mga hakbang sa kahandaan, mitigasyon, at pagtugon na ipinatutupad.

𝟓-𝐃𝐚𝐲 𝐈𝐂𝐒 𝐋𝐞𝐯𝐞𝐥 𝐈𝐕 𝐀𝐥𝐥-𝐇𝐚𝐳𝐚𝐫𝐝 𝐈𝐧𝐜𝐢𝐝𝐞𝐧𝐭 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐓𝐞𝐚𝐦 (𝐀𝐇𝐈𝐌𝐓) 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠

The Office of Civil Defense Region V (OCD V), in partnership with the Provincial Government of Catanduanes through the Provincial Disaster Risk Reduction and Management Office (PDRRMO), and with the generous support of the World Food Programme (WFP), successfully conducted the 5-Day Incident Command System (ICS) Level IV All-Hazard Incident Management Team (AHIMT) Training from July 13–17, 2026, at Queen Maricel Inn, San Isidro Village, Virac, Catanduanes. We extend our heartfelt thanks to WFP for its invaluable support in making this training possible.

The training gathered disaster risk reduction and emergency response practitioners from various agencies and local government units, equipping them with the advanced knowledge, skills, and competencies necessary to effectively manage complex emergencies and disasters through the Incident Command System.

The course was facilitated by Mr. Santiago Mella Jr. (MDRRMO Daet), Mr. Luis P. Surtida Jr. (PDRRMO Catanduanes),and PMSG Jennifer Perez , together with a team of dedicated local instructors: Ms. Donnabel Tejada (MDRRMO Bato), Ms. Josephine Benavidez (MDRRMO Virac), Ms. Maribel Tomagan (PDAO), Mr. Reymund Reginaldo, Mr. Jordan Sorreda (Philippine Red Cross), Mr. Mhar Florenz Tabuzo (MOUNTRA Inc.), and Mr. Val Gerald Toledo.

More than enhancing technical competencies, the training strengthened coordination, teamwork, and inter-agency collaboration—key elements in building a resilient and responsive Incident Management Team capable of protecting lives, property, and communities during emergencies.

Congratulations to all participants for successfully completing the ICS Level IV All-Hazard Incident Management Team (AHIMT) Training.

𝐎𝐛𝐣𝐞𝐜𝐭𝐢𝐯𝐞: To evaluate the readiness and capability of the Disaster Control Group of ARDCI Business Center and Response Cluster in managing emergency situations.

Through effective coordination, teamwork, and commitment to public safety, the drill was carried out successfully—demonstrating the province’s resilience and preparedness in times of disaster.
