𝐒𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐢𝐧𝐠 𝐄𝐦𝐞𝐫𝐠𝐞𝐧𝐜𝐲 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐞 𝐓𝐡𝐫𝐨𝐮𝐠𝐡 𝐈𝐂𝐒 𝐋𝐞𝐯𝐞𝐥 𝐈𝐈𝐈 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠

The Office of Civil Defense Region V (OCD V), in partnership with the Provincial Government of Catanduanes through the PDRRMO and with the generous support of the World Food Programme (WFP), successfully conducted the 5-Day Incident Command System (ICS) Level III Position Course from May 25–29, 2026, at Queen Maricel Inn, San Isidro Village, Virac, Catanduanes.

The training brought together disaster risk reduction and emergency response practitioners from various agencies and local government units, strengthening their knowledge, skills, and readiness to effectively manage emergencies and disasters.

The course was facilitated by Mr. Aivin Naing of MDRRMO Daet, together with team of local instructors: Ms. Donnabel Tejada (MDRRMO Bato), Mr. Niel Francis Tuibeo (MDRRMO Viga), Ms. Josephine Benavidez (MDRRMO Virac), Mr. Kenny Edward Teston (MDRRMO Baras), Ms. Maribel Tomagan (PDAO), Mr. Reymund Reginaldo (Philippine Red Cross), Ms. Jenelyn Chavez (Philippine Red Cross), and Mr. Jordan Sorreda (Philippine Red Cross).

Beyond learning the principles and structure of the Incident Command System, participants shared experiences, strengthened partnerships, and fostered a spirit of collaboration essential for effective disaster response.

𝟓-𝐃𝐚𝐲 𝐐𝐆𝐈𝐒 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐢𝐧 𝐂𝐚𝐭𝐚𝐧𝐝𝐮𝐚𝐧𝐞𝐬

The Provincial Government of Catanduanes, through the PDRRMO, in partnership with OCD V and with the support of the World Food Programme (WFP), successfully conducted a 5-Day Quantum Geographic Information System (QGIS) Training at Queen Maricel Inn, Virac, Catanduanes last May 18-22, 2026.

Participants came from the 11 municipalities and the PLGU, representing the DRRMO, Assessor’s Office, Planning Office, Agriculture, and DICT-Catanduanes.

The training was facilitated by:
Mr. Aivin Naing (MDRRMO Daet)
Mr. Efren Binamira Jr. (OCD V)
Ms. Monique Pasiona (GIS Specialist / Geologist)

This training aims to strengthen local capacity in using QGIS for disaster preparedness, planning, and sustainable development.

𝐑𝐃𝐀𝐍𝐀 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐂𝐨𝐧𝐝𝐮𝐜𝐭𝐞𝐝 𝐢𝐧 𝐂𝐚𝐭𝐚𝐧𝐝𝐮𝐚𝐧𝐞𝐬

The Office of Civil Defense Region V (OCD V), in partnership with the World Food Programme (WFP) and the Provincial Government of Catanduanes through the Provincial Disaster Risk Reduction and Management Office (PDRRMO-Catanduanes), successfully conducted the Rapid Damage Assessment and Needs Analysis (RDANA) Training on May 11–14, 2026 at Queen Maricel Inn, San Isidro Village, Virac, Catanduanes.

This initiative aims to strengthen the capacity of Local Government Units (LGUs) in conducting rapid damage assessments to ensure the collection of fast, accurate, and reliable data during disasters, thereby supporting effective response and recovery operations.

The training was attended by representatives from the following offices and organizations:

Engineering Office, Agriculture Office, Social Welfare and Development Office, Disaster Risk Reduction and Management Office, Planning Development Office and Philippine Red Cross – Catanduanes Chapter (COS)

The local pool of instructors was led by Ms. Donnabelle Y. Tejada (MDRRMO Bato), together with Mr. Kenny Edward Teston (MDRRMO Baras), Mr. Noel Garcera Jr.(MDRRMO Pandan), Mr. Mhar Florenz Tabuzo, and Mr. Val Gerald Toledo.

Another milestone for Catanduanes, through the generous support of the World Food Programme (WFP), in collaboration with the Office of Civil Defense V and Provincial Government of Catanduanes, through the office of PDRRMO-Catanduanes, the Basic Incident Command System Training was successfully conducted last April 27–29, 2026 at E-Crown Hotel and Restaurant, Virac, Catanduanes.

This training was proudly handled by the first all-local pool of CADRE, led by Mr. Neil Francis R. Tuibeo — a true testament to the strong partnership between WFP and PLGU Catanduanes.

With this initiative, we are ensuring that all municipalities are equipped and prepared, strengthening the capacity of our LGUs through continuous training led by our very own local pool.

𝐀𝐏𝐑𝐈𝐋 𝟐𝟗, 𝟐𝟎𝟐𝟔 | The World Food Programme (WFP) has officially handed over vital emergency telecommunications equipment to MDRRMO Pandan, MDRRMO Gigmoto, and PDRRMO Catanduanes—a significant step in fortifying disaster readiness across the province.

This essential package includes:
- 10 units of Motorola handheld radios
- Motorola base radio
- Generator
- Laptop
- Routers
- Starlink internet system (first deployed during Super Typhoon Uwan)
- Smart TV and desktop computer (for MDRRMO Pandan & Gigmoto)

These tools are more than just equipment—they are lifelines. In times of crisis, when traditional communication lines fail, reliable connectivity ensures that responders can coordinate swiftly, share critical updates, and mobilize resources where they are needed most. The addition of Starlink technology, proven effective during STY Uwan, marks a leap forward in ensuring uninterrupted communication even in the most challenging conditions.

By equipping our local disaster risk reduction offices with modern technology, WFP empowers frontline responders to act decisively and effectively. This investment strengthens not only emergency response but also preparedness, training, and community resilience.
