| Virac MPS to reinforce campus security amid online threat; initial probe findings relayed

The Virac Municipal Police Station (MPS) will deploy police personnel to Catanduanes National High School (CNHS) beginning Monday, July 20, following the circulation of an unverified online threat targeting students.

During a coordination meeting with the school administration, Virac Chief of Police Kenneth Ding Gutierrez said five to six police officers will be stationed on campus for as long as necessary.

The deployment follows the circulation on the evening of July 18 of a screenshot containing an alleged threat against Grade 7 and Grade 8 students.

HEIGHTENED SECURITY MEASURES

The police deployment complements strengthened campus security protocols as outlined in a school memorandum dated July 15, 2026.

Under the directive, all students are required to wear their school identification cards and prescribed uniforms (Junior High School and Senior High School) while inside the campus.

Students who fail to comply will not be allowed entry to the campus.

Teaching and non-teaching personnel are likewise required to wear the prescribed Department of Education (DepEd) uniform from Monday to Thursday and display their school identification cards at all times.

Meanwhile, visitors must present a valid government-issued or company identification card to the guard on duty in exchange for an official Visitor's ID, which must remain visibly worn throughout their stay on campus.

ENTRY INSPECTION PROTOCOLS

Moreover, all students and personnel entering the campus will undergo stricter bag inspections and security screening through physical pat-downs.

To ensure propriety, the school administration said female police officers will conduct inspections of female students, while male security personnel will screen male students.

The procedures will be implemented uniformly across all grade levels and academic programs.

INITIAL FINDINGS

Meanwhile during the coordination meeting, representatives of the Virac MPS said the individual believed to own the social media account identified as "Nate Nate" reported on July 18 to the police station that the account had allegedly been hacked prior to the circulation of the threat.

Police added that the 21-year-old student from a local public university voluntarily surrendered a mobile phone for digital forensic examination as part of the ongoing investigation.

The Catanduanes Police Provincial Office (PPO) also warned that individuals found responsible for making threats that endanger public safety may face appropriate criminal charges, including grave threats and possible violations of the Cybercrime Prevention Act, depending on the results of the investigation.

CNHS TO IMPLEMENT ’HINAY’ FOLLOWING ONLINE THREAT

| Catanduanes National High School (CNHS) will implement the HINAY learning modality on Monday, July 20, 2026, until further notice, School Principal Amelia Eusebio announced this morning, July 19.

The decision comes after a coordination meeting of school officials and COP Kenneth Ding Guiterrez and MCAO PNCO Antonio Aquino of Virac Municipal Police Station (MPS), in which the latter agreed to deploy policemen on CNHS premises beginning Monday.

Meanwhile, teachers and school personnel are still required to report to school for a coordination meeting from 7:30-11:30 tomorrow morning.

Teachers are likewise instructed to send Learning Activity Sheets (LAS) to students online to ensure no learning disruptions occur during this period.

This follows an unverified threat that circulated online yesterday evening, allegedly sent by a user identified as "Nate Nate," claiming intentions to carry out an attack against Grade 7 and Grade 8 students.

Moreover, this decision follows the approval of the Schools Division Superintendent under the Education in Emergencies (EiE) framework.

DEVELOPING STORY

| A screenshot circulating online allegedly shows an individual identified as “Nate Nate” sending a threatening message to a Catanduanes National High School (CNHS) student, claiming intentions to carry out a stabbing and identifying Grade 7 and Grade 8 students as supposed targets on Monday.

In response, the CNHS administration assured the Nationalian community that it is already aware of the messages circulating online.

According to Guidance Counselor-designate Marc Nelson Marzo, the incident has been reported to the Virac Municipal Police Station (MPS), while coordination with the Cybercrime Unit is expected to continue as authorities investigate the alleged threat.

School officials likewise assured students, parents, and personnel that campus security measures will be further intensified in the coming days. The administration added that assistance from the Virac MPS will be sought to support the ongoing investigation and reinforce security within the school.

The school administration also reminded students and parents to remain calm and report any suspicious messages, posts, or activities to school authorities or law enforcement instead of sharing them on social media.

As of posting, the authenticity of the circulating screenshot and the identity of the individual behind the account have yet to be independently verified.

Upang higit na mapanatili ang disiplina, propesyonalismo, at seguridad sa loob ng paaralan, opisyal nang ipatutupad ng Catanduanes National High School (CNHS) ang mandatoryong pagsusuot ng prescribed school uniform at school identification (ID) card para sa lahat ng mag-aaral at kawani simula Lunes, Hulyo 20.

Ito ay matapos ilabas ni Punongg**o IV Amelia R. Eusebio ang Memorandum Blg. 012, s. 2026 kahapon, Hulyo 15, alinsunod sa mga umiiral na alituntunin ng Department of Education (DepEd).

Sa ilalim ng bagong polisiya, hindi papayagang makapasok sa paaralan ang mga mag-aaral na walang suot na itinakdang uniporme at school ID, maliban na lamang kung may wastong dahilan o paunang pahintulot mula sa administrasyon.

"This policy is being implemented to strengthen campus security by ensuring that only duly identified students and personnel are allowed within the school premises. Likewise, it aims to promote discipline, professionalism, orderliness, and a strong sense of identity and pride among members of the school community," nakasaad sa alituntunin.

Para sa mga mag-aaral sa Junior High School (JHS), khaki pants at white polo na may logo ng paaralan ang itinakdang uniporme para sa mga lalaki, habang green skirt at white blouse na may logo naman para sa mga babae.

Samantala, black pants at prescribed white polo ang kailangang isuot ng mga lalaki sa Senior High School (SHS), habang prescribed white blouse at black pants naman para sa mga babae.

Obligado ring magsuot ng opisyal na DepEd uniform at school ID ang lahat ng teaching at non-teaching personnel mula Lunes hanggang Huwebes, habang itinakda ang Biyernes bilang Wash Day kung saan kinakailangan pa ring magsuot ng angkop at propesyonal na kasuotan.

Kasabay nito, kinakailangan ding magpakita ng valid ID ang lahat ng bisitang papasok sa paaralan kapalit ng Visitors' ID card na ibibigay ng guwardiya at dapat isuot habang nagsasagawa ng transaksiyon sa loob ng paaralan.

Hinikayat ng administrasyon ang lahat ng g**o, kawani, at mag-aaral na mahigpit na sumunod sa naturang polisiya upang matiyak ang kaayusan at kaligtasan sa loob ng paaralan.

CNHS ORDERS HINAY SHIFT, FOGGING SET JULY 16 AFTERNOON

| Afternoon classes at Catanduanes National High School (CNHS) will shift to HINAY on July 16 to give way to the school's scheduled dengue fogging operation, following reported dengue cases on campus.

HINAY is Level 2 of the Department of Education's Learning Continuity Framework for Emergencies.

According to an advisory from the school administration, the Municipal Rural Health Unit (RHU) will conduct fogging on Thursday afternoon as a preventive measure against the spread of dengue.

Teachers assigned to the afternoon shift are directed to distribute Learning Activity Sheets (LAS) to ensure learning continuity despite the suspension. They are also required to report to school from 10:30 a.m. to 5:00 p.m. to complete their six-hour workday.

Meanwhile, morning shift classes will proceed as scheduled.

The 𝗣𝗿𝗶𝗺𝗮𝗿𝘆 𝗥𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝘃𝗲 𝗼𝗳 𝗖𝗡𝗛𝗦 𝗧𝗵𝗲 𝗦𝘆𝗻𝗰𝗵𝗿𝗼𝗻𝗶𝘇𝗲𝗿, 𝗠𝗿. 𝗝𝗼𝘀𝗵𝘂𝗮 𝗦𝗮𝗻𝘁𝗶𝗻𝗼 𝗥𝗼𝗷𝗮𝘀, delivered a privilege speech during the 3𝗿𝗱 𝗤𝘂𝗮𝗿𝘁𝗲𝗿𝗹𝘆 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 𝗼𝗳 𝘁𝗵𝗲 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗬𝗼𝘂𝘁𝗵 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 (𝗣𝗬𝗗𝗖) held on July 3, 2026, where he voiced his concerns regarding the recent incidents of school violence reported across the country.

Speaking from the perspective of a student from the province's largest secondary school, Mr. Rojas expressed his concern over the increasing prevalence of violence and safety-related issues within educational institutions. He emphasized that such incidents have raised anxiety among students and highlighted the importance of fostering safe, supportive, and inclusive learning environments.

Mr. Rojas also shared that Catanduanes National High School is set to strengthen its campus security measures to better protect students, as well as its teaching and non-teaching personnel. While recognizing these proactive efforts, he underscored that ensuring school safety extends beyond physical security and must also include accessible mechanisms that promote students' overall well-being.

In line with this, Mr. Rojas urged the Council to explore and initiate a province-wide School Safety and Student Welfare Agenda that will serve as a collaborative framework among schools, youth organizations, local government units, and relevant agencies. He explained that the proposed agenda seeks to establish accessible support systems where students can safely report concerns, seek guidance, and receive appropriate interventions for issues affecting their welfare.

His privilege speech reflects the Council's commitment to providing young people with a meaningful platform to raise issues that directly affect them and to actively participate in shaping responsive and youth-centered policies for the Province of Catanduanes.
