ZAMBOANGA CITYโ€”A long-standing community association in Barangay Tugbungan received a significant boost as the Department of Labor and Employment Regional Office IXโ€“Zamboanga City Field Office (DOLE 9-ZCFO), in partnership with Kasanyangan Nursery Seaweed Enterprise (KNSE) as its Co-Partner, turned over โ‚ฑ1,533,250.00 worth of livelihood assistance to the Tugbungan Urban Poor Housing Womenโ€™s Association on July 28, 2026.

Implemented through the DOLE Integrated Livelihood Program (DILP), the Livelihood Enhancement Project on Dried Fish Production, locally known as bularan, aims to expand the associationโ€™s production capacity, improve the quality and packaging of its products, and provide its members with a more stable and sustainable source of income.

The project directly benefited 30 association members, composed of 28 women and two men. The DOLE assistance includes production materials, equipment, and one year GSIS Group Personal Accident Insurance coverage for the beneficiaries, providing them with additional protection while undertaking their livelihood activities.

Among the livelihood materials provided were tubs of galunggong, tamban, hasa-hasa, and matambaka; sacks of salt; wooden boxes; packaging materials; and equipment such as a binder machine. These tools and jigs are expected to help the association increase its production, improve packaging efficiency, meet growing market demand, and generate higher income for its members.
The initiative supports the thrust of DOLE Secretary Francis N. Tolentino to strengthen sustainable livelihood opportunities that promote productivity, economic resilience, and improved living conditions for Filipino workers and their families.

Representing Barangay Chairman of Tugbungan Ramon โ€œMonchingโ€ Saavedra, Barangay Kagawad Renante Bazan welcomed the participants and expressed the Barangay Councilโ€™s support for programs that strengthen community-based enterprises and improve the quality of life of women and their families. Kagawad Bazan also recognized the resilience and perseverance of the dried fish producers of Barangay Tugbungan, who continued to sustain their livelihood despite the challenges they encountered over the years.

Representing DOLE 9 Regional Director Albert E. Gutib, Technical Support and Services Division Head and Supervising LEO, Francis A. Hatab encouraged the beneficiaries to take ownership of the project and manage it with discipline, unity, and perseverance.

Mr. Hatab emphasized that the future of the livelihood project rests in the hands of its beneficiaries. Through responsible management, teamwork, and continuous hard work, he said the assistance could grow into a stable enterprise that would benefit both present and future association members.

Speaking on behalf of the beneficiaries, NAPC Regional Chairperson on Urban Poor Sector Mr. Roy Barte expressed the associationโ€™s gratitude,

โ€œTaos-puso po kaming nagpapasalamat sa DOLE, KNSE, LGU Zamboanga, BLGU Tugbungan, at sa lahat ng katuwang na ahensiya sa tulong at tiwalang ipinagkaloob ninyo sa aming samahan. Ang proyektong ito ay bunga ng 31 taon naming pagsisikap, pagtitiis, at dedikasyon sa industriya ng paggawa ng daing. Makakaasa po kayo na iingatan, palalaguin, at sama-sama naming pamamahalaan ang ayudang ito upang maging pangmatagalan at mapakinabangan hindi lamang ng aming kasalukuyang mga miyembro kundi maging ng mga susunod na henerasyon,โ€ said Mr. Barte.

The turnover activity also brought essential government services closer to the beneficiaries through orientations conducted by the Zamboanga City Disaster Risk Reduction and Management Office, Philippine Statistics Authority, Social Security System, Technical Education and Skills Development Authority, and Bureau of Fisheries and Aquatic Resources.

The discussions covered disaster preparedness, National ID registration, social protection, technical and vocational training and opportunities, food safety, Good Manufacturing Practices, and government programs available to workers and enterprises in the fisheries sector.

DOLE Zamboanga City Field Office Chief LEO Engr. Wesley D. Tan reminded the beneficiaries that the true measure of the projectโ€™s success would not be the value of the assistance received, but how they nurture, sustain, and expand the enterprise. He also encouraged all association members to enroll in the SSS, Pag-IBIG Fund, and PhilHealth, emphasizing that sustainable livelihood should go hand in hand with adequate social protection.

Through the partnership of DOLE 9 and KNSE and the convergence of livelihood assistance, capacity-building, technical support, and social protection, the government continues to empower women and community-based enterprises toward more productive, secure, and resilient futures. END//

ZAMBOANGA CITYโ€”The Department of Labor and Employment 9โ€“Zamboanga City Field Office (DOLE 9-ZCFO) equipped 97 micro-establishments with practical knowledge on labor standards, workplace safety, and government support programs during a Technical and Advisory Visit (TAV) session held on July 27, 2026, at the ZAMCELCO Gymnasium, Brgy. Putik, this City.

Owners and authorized representatives of microestablishments from barangays of Putik, Guiwan, Divisoria, and Tetuan participated in the activity, which sought to help small businesses identify compliance gaps and take corrective measures while promoting the welfare and protection of their workers.

The initiative supports the thrust of DOLE Secretary Francis N. Tolentino to make labor programs and government services more accessible through technical assistance, voluntary compliance, and the promotion of safe, healthy, and productive workplaces. Secretary Tolentino continues to lead the Departmentโ€™s efforts to strengthen labor rights, employment services, and workplace protection across the country.

Implemented under Department Order No. 238, Series of 2023, the TAV adopts a developmental and non-punitive approach in assisting micro-establishments employing one to nine workers in complying with General Labor Standards and Occupational Safety and Health Standards.

Ms. Annie Rose S. Pajulas, Labor and Employment Officer III discussed the objectives and implementation of the program, emphasizing that compliance with labor standards protects workersโ€™ rights while allowing businesses to grow responsibly and sustainably. Meanwhile, Senior Labor and Employment Officer, Ms. Lyra R. Paulino presented and guided the participants in accomplishing the TAV Checklist and Action Plan, covering establishment information, labor standards, and occupational safety and health requirements.

Partner agencies also brought their services closer to the participating establishments. The Department of Trade and Industry discussed the Barangay Micro Business Enterprise Program and registration process; PhilHealth presented its membership registration and YAKAP and Gamot Program; Pag-IBIG Fund explained employer registration and contribution requirements and benefits; while the Regional Tripartite Wages and Productivity Board Region IX provided updates on Wage Order No. RIX-24.

For Ms. Glorybel M. Locario of J&M Enterprises, the orientation provided valuable guidance on employersโ€™ responsibilities and the benefits that should be provided to workers.

ZAMBOANGA CITYโ€”Starting a new job involves more than learning daily tasks. It also requires workers to understand their rights, responsibilities, benefits, and role in building a safe and productive workplace.

To help prepare employees for these responsibilities, the Department of Labor and Employment Regional Office 9- Zamboanga City Field Office (DOLE9-ZCFO) and the DOLE 9-Satellite Office at ZamboEcozone, conducted a Labor and Employment Education Seminar (LEES) for 224 newly hired workers of Bigfish Food Manufacturing Corporation and AMR Fishing Corporation on July 24, 2026. The learning sessions were held at the companiesโ€™ respective conference rooms in Brgy. Recodo and Brgy. Cawit, Zamboanga City.

The twin activity supports the thrust of DOLE Secretary Francis N. Tolentino to move beyond job creation by promoting higher productivity, better employment conditions, and long-term career readiness among Filipino workers. Through labor and employment education, DOLE seeks to ensure that workers are not only employed but are also informed, protected, and empowered to contribute meaningfully to their workplaces.

Engr. Vicente V. Longcob Jr., Senior Labor and Employment Officer, led the discussions on General Labor Standards, Labor Relations, Occupational Safety and Health Standards, and Labor Organization. He emphasized the importance of understanding workersโ€™ rights and privileges, employersโ€™ obligations, and the shared responsibility of maintaining a safe, healthy, productive, and legally compliant workplace.

Engr. Longcob also encouraged the participants to observe professionalism and workplace policies while promoting mutual respect and cooperationโ€”values essential to maintaining harmonious labor-management relations and industrial peace.

Prior to the technical discussions, Ms. Sylvia C. Delos Santos, Senior LEO and In-Charge of DOLE 9 Satellite Officeโ€“ZamboEcozone, presented the rationale of the activity and reaffirmed the Departmentโ€™s commitment to providing employers and workers with timely and practical information on labor laws and policies. She also introduced various DOLE programs and services on employment facilitation, livelihood assistance, workersโ€™ welfare and protection.

Ms. Nerikha Jane D. Ballos, Human Resource Supervisor of Bigfish Food Manufacturing Corporation, said the seminar strengthened the companyโ€™s understanding of employersโ€™ responsibilities, workersโ€™ rights, and labor law compliance. She shared that the interactions provided management with practical knowledge that could help maintain a fair, productive, and harmonious workplace while ensuring compliance with existing regulations.

Mr. Melbert Requinto, owner of AMR Fishing Corporation, meanwhile, shared the value of sustained cooperation between government and the private sector in advancing practice of voluntary compliance. He expressed hope that similar activities would continue to provide employers and workers with updated labor information and policy guidance.

Newly hired AMR Human Resource Manager Marisa Buhale also described the seminar as valuable preparation for her role. She said the discussions broadened her knowledge of minimum labor standards, occupational safety and health, workersโ€™ rights and responsibilities, and social protection benefitsโ€”making her more confident and better equipped to implement labor law compliance within the organization.

The participants actively raised questions on statutory benefits, employment policies, labor standards, and workplace safety and health. The interactive exchange provided them a clearer understanding of their rights, obligations, and the government services available to them.

ZAMBOANGA CITYโ€“ The Department of Labor and Employment 9โ€“Zamboanga City Field Office (DOLE 9-ZCFO), in partnership with Barangay Local Government Units (BLGUs) from Districts 1 and 2 of Zamboanga City, conducted an Occupational Safety and Health and TUPAD Orientation for 194 disadvantaged workers on July 22, 2026, at the Entablado de Maria Clara Lobregat, Brgy. Pasonanca, this city.

The beneficiaries, composed of workers from indigenous communities across Zamboanga City, will undertake community-based projects that promote environmental protection, public safety, sanitation, and infrastructure improvement. DOLE allocated a total assistance package of โ‚ฑ2,626,537.00, covering beneficiariesโ€™ wages, personal protective equipment, and accident insurance through the GSIS Group Personal Accident Insurance.

Through the Tulong Panghanapbuhay sa Ating Disadvantaged Workers or TUPAD Program, the beneficiaries will be deployed to projects such as watershed rehabilitation, mangrove restoration, irrigation and river clearing, drainage dredging, and road repair and rehabilitation in designated barangays.

Of the 194 beneficiaries, 175 will work for 20 days from July 22 to August 13, while 19 will be engaged for 45 days until September 14, 2026. Each beneficiary will receive a daily wage of โ‚ฑ464.00, in addition to the required protective equipment and insurance coverage.

Senior Labor and Employment Officer and DILEEP Focal Sylvia C. Delos Santos led the discussion on TUPAD Protocols and Hazard Identification, Risk Assessment, and Control, Occupational Safety and Health Standards, proper work practices, and the beneficiariesโ€™ responsibilities under the program.

The safety orientation emphasized the importance of identifying hazards, assessing risks, and applying appropriate control measures before and during the implementation of labor-intensive activities. It also reminded beneficiaries that maintaining safe work practices is essential not only for their protection but also for the successful completion of projects that directly benefit their communities.

For beneficiary Misba Aril, the assistance provides much-needed support for her family.

โ€œThank you to the TUPAD Program and DOLE for selecting me as one of the beneficiaries. This assistance is a great help to our family. I will now have something for medicines, household necessities, and my childrenโ€™s school expenses. I hope the TUPAD Program will continue,โ€ Aril said in the local dialect.

Beyond providing temporary employment and income support, TUPAD encourages beneficiaries to participate actively in improving their surroundings. Their involvement in environmental rehabilitation, sanitation, and infrastructure projects helps foster community ownership, cooperation, and preparedness against disasters and other emergencies.

The activity supports the direction of DOLE Secretary Atty. Francis N. Tolentino to accelerate DOLEโ€™s โ€œTrabaho Agadโ€ initiatives and ensure that employment programs are accompanied by adequate worker protection, fair compensation, and meaningful opportunities for training to disadvantaged Filipinos.

Through the continuing partnership with barangay local government units, DOLE 9-ZCFO reaffirmed its commitment to bringing immediate employment assistance closer to vulnerable workers while mobilizing communities toward safer, cleaner, and more resilient barangays.END//

ZAMBOANGA CITYโ€“ The Department of Labor and Employment 9โ€“Zamboanga City Field Office (DOLE 9-ZCFO) strengthened its campaign for safer, more compliant, and productive workplaces through a Technical and Advisory Visit (TAV) session attended by 130 owners and authorized representatives of micro-establishments from Zamboanga Cityโ€™s west coast area on July 22, 2026, at the Talisayan National High School Covered Court, Brgy. Talisayan, this City.

The activity provided small business owners with practical guidance on General Labor Standards, Occupational Safety and Health Standards, social welfare legislation, and the corrective measures needed to address workplace compliance gaps.

The initiative supports the directive of DOLE Secretary Atty. Francis N. Tolentino to make labor programs and government services more accessible to workers and employers through technical assistance, strengthened voluntary compliance, and the promotion of safe, healthy, and productive workplaces.

Senior Labor and Employment Officer Engr. Vicente B. Longcob Jr. discussed the legal basis, objectives, implementation procedures, and compliance requirements of the TAV Program. He emphasized the developmental assistance geared towards voluntary compliance with labor and occupational safety and health standards not only safeguards workers but also contributes to the sustainability and productivity of businesses.

Labor and Employment Officer III Engr. Bernadette L. Bazan, meanwhile, guided the participants in accomplishing the TAV Checklist and Action Plan and expoundedthe labor and occupational safety and health requirements applicable to micro-establishments. She also introduced DOLEโ€™s free Basic Occupational Safety and Health Training and First Aid Orientation for micro-establishments, as well as the Occupational Safety and Health Centerโ€™s Online Safety Officer Trainings.

Representatives from partner government agencies also presented programs that could help business owners improve their operations and provide better protection for their workers. The Department of Trade and Industry discussed the Barangay Micro Business Enterprise Program; the Social Security System explained employersโ€™ responsibilities and social security benefits; Pag-IBIG Fund presented its membership, contribution, loan, and MP2 Savings programs; and PhilHealth introduced its services, including the YAKAP and Gamot programs.

The Regional Tripartite Wages and Productivity Board Region IX also discussed the salient provisions of Wage Order No. RIX-24 and the conduct of facility evaluation for employer-provided facilities and supplements, and productivity improvement programs.

Ms. Alwina Matarlo of Alis Sari-Sari Store expressed her appreciation for the activity, noting that the discussions helped business owners better understand the programs and services of DOLE and its partner agencies.

ZAMBOANGA CITYโ€“ For 48 persons with disabilities in Zamboanga City, the observance of the 48th National Disability Rights Week brought more than recognitionโ€”it provided new opportunities to earn, support their families, and build more independent lives.

The Department of Labor and Employment 9โ€“Zamboanga City Field Office (DOLE 9-ZCFO), in coordination with the Local Government of Zamboanga City through the City Social Welfare and Development Office (CSWDO) and the Persons with Disabilities Affairs Unit (PDAU), turned over โ‚ฑ1.56 million worth of livelihood enhancement assistance on July 20, 2026, at the Philippine Red Cross Multi-Purpose Hall, Pettit Barracks, Barangay Zone IV, this City.

The activity formed part of the 48th National Disability Rights Week, observed from July 17 to 23, 2026, with the theme, โ€œRights First, Legislation Forward โ€“ Strategic Action for Equal Participation and Inclusive Development.โ€

Implemented under the DOLE Integrated Livelihood Program (DILP), the project on its 3rd year provided โ‚ฑ1,562,378.00 in assistance for tools, jigs, and equipment, with Kasanyangan Nursery Seaweed Enterprise (KNSE) serving as the Co-Partner.

The project benefited 27 male and 21 female beneficiaries from various barangays. Their livelihood packages were matched with their skills, interests, and available market opportunities and included fish and food vending, massage services, purified water retailing, seaweed production, vulcanizing, computer printing, baking and pastry production, and other small enterprises.

DOLE 9-ZCFO DOLE integrated Livelihood and Emergency Employment Program (DILEEP) Focal Person Ms. Sylvia C. Delos Santos presented an overview of the activity and discussed the objectives of the livelihood program, the selection and validation of beneficiaries, and the responsibilities of the beneficiaries and the Accredited Co-Partner in sustaining the livelihood projects.

The initiative supports the thrust of DOLE Secretary Francis N. Tolentino to strengthen the delivery of labor and employment programs at the local level and expand economic opportunities for vulnerable and marginalized sectors.

DOLE 9-ZCFO Chief Labor and Employment Officer Engr. Wesley D. Tan, representing DOLE 9 Regional Director Albert E. Gutib, encouraged the beneficiaries to responsibly manage the assistance and transform their livelihood packages into sustainable sources of income.

โ€œThe long-term success of these projects will depend on your discipline, perseverance, and commitment to improving your respective enterprises,โ€ Engr. Tan emphasized.

CSWDO Head Maria Socorro A. Rojas likewise highlighted the importance of collaboration in providing persons with disabilities with opportunities to become economically productive and socially empowered.

Messages of support were also delivered by Councilors Atty. Gian Paolo U. Enriquez and Joel Esteban, as well as Barangay Tetuan Chairperson Dr. Richard F. Mariano, who encouraged the beneficiaries to maximize the livelihood assistance entrusted to them. The legislators also provided updates on the LGUs efforts to expand benefits for persons with disabilities and establish a dedicated PWD assistance hotline.

To further strengthen the beneficiariesโ€™ enterprises, representatives from PhilHealth, the Department of Trade and Industry, Technical Education and Skills Development Authority, Philippine Statistics Authority, Pag-IBIG Fund, Social Security System, Katilingban sa Kalambuan, and the Zamboanga City Disaster Risk Reduction and Management Office presented their respective programs and services.

Speaking on behalf of the beneficiaries, Salman B. Abdulhari of Sitio Sto. Niรฑo, Brgy. Ayala, who received assistance for a fish-vending livelihood, expressed gratitude to DOLE and its partners.

โ€œSa ngalan ng lahat ng mga benepisyaryo, taos-puso po kaming nagpapasalamat sa DOLE, KNSE, LGU Zamboanga, at sa lahat ng mga katuwang na ahensya para sa ipinagkaloob na tulong pangkabuhayan. Malaking pag-asa po ang naibigay ninyo sa amin upang makapagsimula o mapalago ang aming pagkakakitaan at mas masuportahan ang pangangailangan ng aming mga pamilya. Nangangako po kami na iingatan at palalaguin namin ang mga ipinagkaloob na kabuhayan upang maging matagumpay ang mga ito.โ€ Abdulhari said.

Through the combined efforts of DOLE, the City Government, KNSE, and partner agencies, the project demonstrated that meaningful inclusion goes beyond providing assistance. ZAMBOANGA CITYโ€“ Ninety young JobStart Philippines Program trainees moved a step closer to employment as they received their training stipends and transportation allowances on July 17, 2026, following their completion of the programโ€™s Soft/Core Skills Training.

The Department of Labor and Employment 9โ€“Zamboanga City Field Office (DOLE 9-ZCFO), in partnership with the Zamboanga City Public Employment Service Office (PESO) and the Ateneo de Zamboanga Universityโ€“Ateneo Learning and Teaching Excellence Center (ALTEC), which served as the programโ€™s training service provider, distributed a total of โ‚ฑ435,600 in training stipends and transportation allowances to the 90 trainees. Each participant received โ‚ฑ4,840 upon completing the 10-day Soft/Core Skills Training conducted from June 3 to 17, 2026.

The distribution was led by Zamboanga City PESO Manager Marinyd Tingcang and DOLE 9-ZCFO Chief LEO Engr. Wesley D. Tan, reaffirming the agenciesโ€™ shared commitment to preparing young people for meaningful and productive employment.

More than financial assistance, the stipends provide trainees with much-needed support as they prepare to enter the workforce, undergo technical skills training, or proceed to internships with JobStart partner employers.

The initiative supports the thrust of DOLE Secretary Francis N. Tolentino to promote high-quality employment, improve workforce productivity, and strengthen the long-term career readiness of Filipino workers, particularly young people facing barriers to employment.

Glendon Rivero, an out-of-school youth and Pantawid Pamilyang Pilipino Program (4Ps) beneficiary, shared that his mother encouraged him to apply for JobStart after repeated unsuccessful attempts to secure employment because of his medical condition.

โ€œI learned many things from the Soft/Core Skills Training, especially about setting SMART goals to achieve my dreams in life. I will use the stipend I received to undergo another medical check-up for my heart,โ€ Rivero said.

Meanwhile, education graduate Jovanni Bernardo said the training provided practical workplace lessons that complemented what he had learned in school.

โ€œThere is a big difference between my learnings in school and what I learned from the Soft/Core Skills Training. It encouraged me to develop good values and the right attitude to become more effective in the workplace,โ€ Bernardo shared.

He added that the sessions on handling workplace and client-related conflicts would be particularly helpful as he explores career opportunities beyond the teaching profession.

The Soft/Core Skills Training serves as the foundational phase of JobStart Philippines Program, equipping participants with essential life skills, proper work ethics, effective communication, teamwork, problem-solving abilities, and professional workplace habits.

Following the training, participants may be referred directly for employment. Those who are not immediately placed may proceed to specialized technical skills training and paid internships with partner establishments to further strengthen their qualifications and work experience.

JobStart Philippines Program is a youth employment facilitation program of DOLE implemented in partnership with local government units through their PESOs. It aims to shorten the transition of young Filipinos from school to work by providing career coaching, life and workplace skills training, technical skills development, and paid internships with partner employers. The program primarily assists at-risk, unemployed, and out-of-school youth by equipping them with the competencies, experience, and confidence needed to obtain productive and decent employment.

For the 90 young beneficiaries, the release of their stipends represents more than the completion of a training phaseโ€”it marks another important step toward achieving their goals and becoming part of a skilled, resilient, and future-ready Filipino workforce. END//
