The City Health Office (CHO), led by Dr. Dulce Amor D. Miravite, in partnership with Dr. Myra Sharon M. Francisco, Medical Nutrition Program Coordinator, strengthened its commitment to promoting maternal health and optimal nutrition among Persons Deprived of Liberty (PDLs) and jail personnel through the Breastfeeding Advocacy and Maternal Care Program.
The activity was held on August 27, 2026, at the Zamboanga City Jail Female Dormitory, in collaboration with Jail Chief Inspector Atty. Melcah T. Quipse and partner agencies, including the Gender and Development (GAD) Office and the Department of Health–Zamboanga Peninsula Center for Health Development (DOH-ZPCHD IX).
The initiative emphasized the importance of promoting, protecting, and supporting breastfeeding and maternal care even within correctional facilities. It also underscored the shared responsibility of government agencies and stakeholders in upholding the right to optimum nutrition, particularly during the critical First 1,000 Days of a child’s life.
The program aims to help ensure that mothers who are PDLs and female jail personnel receive appropriate support and access to information and services that contribute to maternal and child health, growth, and development.
Meanwhile, the Zamboanga City Bureau of Jail Management and Penology (BJMP) Male Dormitory has been recognized as the first Mother-Baby Friendly Jail in Region IX, anchored on Local Ordinance No. 425 and through the adoption of Republic Act No. 10028, or the Expanded Breastfeeding Promotion Act of 2009.
The Certification of Accreditation recognizes the BJMP’s operational integration of health standards designed to address the needs of female uniformed personnel and female PDLs, ensuring that their maternal, physical, and psychological well-being are appropriately supported.
Councilor Hannah M. Nuño also graced the activity as Guest of Honor and turned over school supplies intended to support the children of PDLs.
The City Health Office expressed its heartfelt gratitude to Jail Chief Inspector Atty. Melcah T. Quipse and all partner agencies and stakeholders whose collaboration continues to bring breastfeeding advocacy and maternal care services closer to mothers and children in correctional settings.
