GAD Services Leads GADTalks: Empowering Mampang Youth Through Gender and Development

ZAMBOANGA CITY – The Sangguniang Kabataan (SK) of Barangay Mampang, through its Committee on Social Inclusion and Equity, invited the Gender and Development (GAD) Services of the City Government of Zamboanga to serve as the resource speaker for "Empowered Youth: A Seminar on Gender and Development (GAD)," an initiative aimed at promoting gender awareness, equality, and social inclusion among the youth.

Leading the GADTalks session was City Gender and Development Officer Wilfredo J. Aporongao, who discussed the Gender and Development (GAD) Concept and emphasized the importance of gender equality in building inclusive and progressive communities.

During his presentation, Aporongao explained the distinction between s*x and gender, addressed common gender roles and stereotypes, and underscored the value of creating environments where everyone is afforded equal rights, opportunities, and respect. He also stressed that Gender and Development is not solely focused on women but is a development approach that seeks to ensure equal participation and opportunities for all members of society, regardless of gender.

Participants actively engaged in the discussions, gaining a deeper understanding of gender issues and the significance of promoting inclusivity and mutual respect in their daily lives. The seminar also encouraged the youth to become advocates of gender responsiveness and positive social change within their families, schools, and communities.

The initiative reflects the SK of Barangay Mampang's commitment to empowering young leaders through education and awareness while strengthening partnerships with government agencies that champion inclusive development. By investing in youth education on Gender and Development, the organization continues to cultivate a generation of informed and socially responsible individuals who can contribute to building equitable and inclusive communities.

The Gender and Development Services reaffirmed its commitment to supporting grassroots initiatives that promote gender sensitivity and empower communities through education, recognizing the vital role of the youth as partners in advancing gender equality and sustainable development.

GAD Services Leads GADTalks on Safe Spaces, SOGIESC at Guisao Youth Leadership Camp

ZAMBOANGA CITY — The City Government of Zamboanga, through the Gender and Development Services (GAD Services), strengthened its advocacy for gender equality and youth empowerment by serving as resource speakers during the "Generation Equality: A Gender and Development (GAD) Youth Leadership Camp 2026" organized by the Sangguniang Kabataan (SK) and Barangay Council of Guisao.

The activity brought together youth leaders and participants for a learning session aimed at promoting gender sensitivity, human rights, and inclusive leadership, equipping young people with the knowledge and values needed to become advocates of equality in their respective communities.

City Gender and Development Officer Wilfredo J. Aporongao led the discussion on the Safe Spaces Act (Republic Act No. 11313), highlighting the law's key provisions and the shared responsibility of individuals, institutions, and communities in preventing gender-based s*xual harassment. He emphasized the importance of fostering safe, respectful, and violence-free environments in schools, workplaces, public spaces, and online platforms, while encouraging participants to champion respect, accountability, and gender equality.

The second session was facilitated by Ms. Hershey Pablo, who discussed S*xual Orientation, Gender Identity and Expression, and S*x Characteristics (SOGIESC). She explained the fundamental concepts of SOGIESC, addressed common misconceptions, and underscored the importance of respecting every person's identity and inherent dignity. Her presentation encouraged participants to uphold inclusivity and equal treatment regardless of s*xual orientation, gender identity, gender expression, or s*x characteristics.

Participants actively engaged in the discussions through questions, reflections, and exchanges of ideas, demonstrating their commitment to advancing gender-responsive leadership and promoting human rights. The interactive sessions provided a meaningful platform for dialogue while inspiring the youth to become advocates of equality and positive social change.

The event was also graced by Councilor Hannah Macrohon Nuño, who emphasized the vital role of young leaders in advancing gender equality and building communities anchored on respect, inclusivity, and equal opportunities. She encouraged the participants to become active champions of positive social transformation and to use their leadership to create safer and more inclusive spaces for everyone.

The Generation Equality: A Gender and Development (GAD) Youth Leadership Camp 2026 reaffirmed the commitment of the Barangay Council and Sangguniang Kabataan of Guisao to developing informed, empowered, and socially responsible youth leaders. Through its partnership with the City Government's Gender and Development Services, the initiative continues to strengthen efforts toward creating gender-responsive communities where every individual is treated with dignity, respect, and equality.

Barangay Lunzuran Bolsters Child Protection Through Multi-Sectoral Capacity-Building Seminar

ZAMBOANGA CITY – Barangay Lunzuran reaffirmed its commitment to protecting children and promoting safe, inclusive communities by conducting a Training-Seminar on Child Protection on July 24, 2026, bringing together barangay officials and key community stakeholders to strengthen local child protection mechanisms.
The capacity-building activity gathered members of the Barangay Council, guidance counselors, teachers, community leaders, and Lupong Tagapamayapa (Pangkat) members, recognizing the vital role of a whole-of-community approach in preventing abuse, violence, exploitation, and discrimination against children and other vulnerable sectors.

Participants were equipped with practical knowledge on child protection laws, intervention protocols, and referral mechanisms. The seminar covered proper case management for child-sensitive concerns, standard procedures in handling Children in Conflict with the Law (CICL) and Children at Risk (CAR), as well as strategies for the prevention of human trafficking and the protection of trafficking survivors.

Serving as one of the resource speakers, City Gender and Development Officer Wilfredo J. Aporongao discussed the salient provisions of the Safe Spaces Act (Republic Act No. 11313), emphasizing the responsibility of local communities to prevent and address gender-based s*xual harassment in public spaces, schools, workplaces, and online platforms. He underscored that ensuring safe environments for children and vulnerable groups requires collaboration among government institutions, schools, families, and community members.

Meanwhile, Mr. Cyril Ganob presented the provisions of the Comprehensive Anti-Discrimination Ordinance and related local policies, highlighting the responsibilities of barangay officials and community leaders in fostering equality, preventing discrimination, and ensuring accessible and responsive public services for all residents.
The seminar also emphasized the importance of coordinated action among barangay officials, educators, guidance counselors, community leaders, and the Lupong Tagapamayapa in identifying, responding to, and referring child protection cases through established legal and social welfare mechanisms. Participants actively engaged in discussions on practical interventions and shared experiences to strengthen community-based child protection initiatives.

Barangay Council of Lunzuran expressed its appreciation to all participants and resource speakers for their commitment to advancing child protection and gender-responsive governance. The activity reflects the barangay's continuing efforts to build a community where every child can grow and thrive in a safe, nurturing, and discrimination-free environment through informed leadership, active community participation, and strong intersectoral collaboration.

GAD Services Conducts IEC Material Development Training for GAD Focal Point System Members

‎ZAMBOANGA CITY — The Gender and Development (GAD) Services of the City Mayor's Office successfully conducted the Information, Education, and Communication (IEC) Material Development Training for members of the GAD Focal Point System today at the Grand Astoria Hotel, strengthening the participants' knowledge and skills in developing effective, gender-responsive advocacy materials.

‎The training commenced with a message of support from Hon. Hannah M. Nuño, delivered by her Executive Assistant, Ramon Matias Jr. In the message, Hon. Nuño emphasized the importance of equipping GAD focal persons with the necessary competencies to create inclusive and impactful IEC materials that effectively promote gender equality and women's empowerment within their respective offices and communities.

‎The morning session featured Asst. Prof. Arnold M. Ferolino, who discussed "Gender-Responsive IEC Materials: Principles and Best Practices." His presentation highlighted the essential principles of gender-responsive communication, emphasizing the importance of using inclusive language, appropriate visuals, and messages that promote equality while avoiding gender stereotypes.

‎To reinforce the concepts discussed, participants actively engaged in a workshop where they applied the principles learned by assessing and developing sample IEC materials using a gender-responsive approach.

‎In the afternoon, Asst. Prof. Cedrick Zabala facilitated the session titled "GADvocacy by Design: Canva-Based IEC Development Workshop." The discussion introduced participants to practical design techniques using Canva, enabling them to produce visually appealing and informative advocacy materials aligned with GAD objectives.

‎The session was followed by a hands-on workshop, during which participants created and enhanced their own Canva accounts while completing guided worksheets to develop IEC materials using the platform's design tools.

‎The training forms part of the continuing capacity-building initiatives of the Gender and Development Services to strengthen the capabilities of GAD Focal Point System members in producing effective advocacy materials that support the implementation of gender-responsive programs, projects, and activities throughout the City Government of Zamboanga.
