PNP EXPOSES ONLINE CHILD EXPLOITATION SCHEME DISGUISED AS JOB OFFER

The Philippine National Police (PNP), under the leadership of Chief, PNP PGEN Jose Melencio C. Nartatez Jr., exposed an alleged online child exploitation scheme disguised as a legitimate job opportunity following the arrest of a 29-year-old Filipino male, known by the alias “Kadyo,” during the implementation of a Warrant to Search, Seize, and Examine Computer Data (WSSECD) on July 28, 2026, in Mandurriao, Iloilo City. Authorities also recovered several child sexual abuse and exploitation materials (CSAEM) from the suspect’s electronic devices.

The arrest stemmed from an investigation conducted by operatives of the PNP Anti-Cybercrime Group (ACG), through the Regional Anti-Cybercrime Unit 6 (RACU 6), after three victims, accompanied by their guardians, sought police assistance. Investigation revealed that the suspect allegedly lured the victims through a social media post offering an online job for “petite girls,” with promised earnings ranging from Php1,500.00 to Php2,000.00. Instead of legitimate work, the victims were allegedly instructed to produce sexually explicit videos and were later persuaded to meet the suspect for sexual encounters. The recorded child sexual abuse and exploitation materials were subsequently shared through messaging application group chats and sold to foreign buyers.

Acting on the complaint, RACU 6 immediately launched a cyber investigation, secured the necessary cyber warrant, and implemented the WSSECD. During the on-site forensic examination conducted by RACU 6 digital forensic examiners, authorities confirmed the presence of several CSAEM stored in the suspect’s gadgets, resulting in his immediate arrest. He is now facing charges for violations of Section 4(a), (b), (c), (d), and (r) of Republic Act No. 11930, otherwise known as the Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM) Act.

“Children deserve to grow up free from exploitation, whether in the physical or digital world. The PNP will relentlessly pursue individuals who use technology to victimize the innocent. Hindi kami titigil hangga’t napapanagot ang mga taong nagsasamantala sa ating mga kabataan,” said PGEN Nartatez.

PRO 9 Strengthens Public Safety Strategies During 2nd Command Conference

Reinforcing its commitment to building safer and more secure communities, the Police Regional Office (PRO) 9 convened its 2nd Command Conference on July 31, 2026, bringing together commanders and key officers from across the region to assess operational performance, strengthen law enforcement strategies, and align initiatives that promote lasting peace and public safety.

Presided over by Police Brigadier General Dennis A Esguerra, Acting Regional Director of PRO 9, the conference highlighted the region continued progress in maintaining peace and order while identifying priority actions to sustain operational gains and further enhance police service delivery.

Among the significant developments presented during the conference was the sustained decline in the Eight Focus Crimes, with recorded incidents decreasing from 183 cases in May to 106 incidents from July 1 to 29, 2026. The steady reduction reflects the effectiveness of intensified police operations, enhanced police visibility, intelligence-driven initiatives, and the continued cooperation of local government units, partner agencies, and community stakeholders.

The conference also recognized the consistently high Crime Solution Efficiency across all City and Provincial Police Offices, underscoring the dedication of investigators in resolving cases and delivering justice. To further improve operational performance, PBGen Esguerra directed all units to intensify follow-up investigations, strengthen evidence gathering, and promptly resolve all pending cases.

Likewise, PRO 9 reported sustained accomplishments in its campaigns against illegal drugs, loose fi****ms, wanted persons, smuggling, illegal gambling, illegal logging, and illegal fishing, reflecting the organization's unwavering commitment to addressing threats to peace and order while safeguarding communities throughout the Zamboanga Peninsula and Sulu Province.

PBGen Esguerra directed all commanders to intensify police visibility through mobile and foot patrols, maximize checkpoint operations, and strengthen hotspot-focused deployments to sustain the region's positive peace and order gains. He likewise emphasized the importance of enhancing intelligence-driven operations, improving investigative capabilities, and continuously strengthening collaboration with local stakeholders to ensure responsive and effective policing.

PBGen Esguerra also instructed all police units to sustain aggressive law enforcement operations against all forms of criminality and continue intelligence-driven implementation of search warrant operations.

PNP ACCOUNTS FOR 4,830 FI****MS, NETS 10,366 IN JULY CRACKDOWN ON ILLEGAL FI****MS AND GAMBLING

The Philippine National Police (PNP) intensified its nationwide campaign against loose fi****ms and illegal gambling in July, resulting in the arrest of more than 10,000 individuals as part of its continuing efforts to strengthen peace and order and keep communities safe.

From July 1 to 31, 2026, police operations against loose fi****ms led to the arrest of 965 individuals for violations of Republic Act No. 10591. During the same period, the PNP accounted for 3,724 fi****ms through confiscation, surrender, recovery, and other lawful police actions, while another 1,106 fi****ms were voluntarily turned over by their owners for safekeeping.

The PNP likewise sustained its aggressive campaign against illegal gambling, conducting 4,631 operations nationwide that resulted in the arrest of 9,401 individuals. Authorities also confiscated gambling money and related paraphernalia with an estimated value of ₱3.2 million.

The July accomplishments reflect the PNP Focused Agenda, particularly under Enhanced Managing Police Operations (EMPO), by strengthening intelligence-driven law enforcement, enhancing police visibility, and intensifying operations against activities that threaten public safety and community security. PNP SEIZES ₱628 MILLION WORTH OF SMUGGLED AND COUNTERFEIT GOODS, ARRESTS 656 IN JULY

The Philippine National Police (PNP) strengthened its campaign against smuggling in July, confiscating approximately ₱628 million worth of smuggled goods, counterfeit products, and other illegal articles in a sustained nationwide effort to protect consumers, support legitimate businesses, and uphold economic security.

From July 1 to 31, 2026, the PNP conducted 2,927 anti-smuggling operations, leading to the arrest of 656 individuals involved in various violations of existing laws against smuggling, intellectual property infringement, and related illegal trade.

The confiscated items, with an estimated value of ₱628 million, represent a significant blow to illicit trade networks that undermine legitimate commerce, deprive the government of lawful revenues, and expose consumers to unregulated and potentially unsafe products.

These accomplishments are aligned with the PNP Focused Agenda under Enhanced Managing Police Operations (EMPO) by strengthening intelligence-driven enforcement and fostering close coordination with partner government agencies in combating economic crimes. The campaign also supports the administration of President Ferdinand R. Marcos Jr. in promoting fair trade, protecting lawful enterprises, and maintaining a secure environment for economic growth.

PNP'S JULY CRACKDOWN NETS 8,199 WANTED PERSONS, ₱387.1-M ILLEGAL DRUGS

The Philippine National Police (PNP) intensified its nationwide law enforcement efforts throughout July 1 to 31, 2026, conducting 5,526 anti-illegal drug operations and arresting 8,199 wanted persons in separate police operations across the country.

During the month-long campaign against illegal drugs, police units arrested 6,368 drug personalities, while three others died during legitimate police operations. The operations also resulted in the confiscation of illegal drugs with an estimated Standard Drug Price (SDP) of ₱387,136,464.40.

Among the illegal drugs seized were 45,334 grams of suspected shabu, 82,036 grams of dried ma*****na leaves, 320,036 ma*****na plants, 336 grams of suspected co***ne, 29 grams of suspected ecstasy, and 2,123 grams of suspected kush ma*****na.

Meanwhile, the PNP's campaign against wanted persons led to the arrest of 8,199 fugitives, consisting of 2,352 Most Wanted Persons and 5,847 Other Wanted Persons, through sustained intelligence-driven operations conducted by police units nationwide.

The July accomplishments reflect the continuing implementation of the PNP Focused Agenda, particularly under Enhanced Managing Police Operations, by strengthening police visibility, intelligence gathering, and coordinated law enforcement efforts against criminality.
