A proposed clean energy project of Hydrogรจne de France (HDF) Energy is currently underway at the Zamboanga City Special Economic Zone Authority and Freeport (ZAMBOECOZONE), which could support the development of a more stable, reliable, and sustainable power supply for Zamboanga City. The project was discussed on 16 September 2026 during a meeting at 8 Rockwell in Makati attended by ZAMBOECOZONE Chairman and Administrator Raul M. Regondola, DBA, PhTD and Board Ex-officio Member and Zamboanga City Councilor Rey B. Bayoging, together with Deputy Administrator for Planning and Operations Group Reynold B. Pareja.
The project involves the development of a 60-hectare site for solar facilities and an energy-storage and generation system based on green hydrogen technology. Further, the facility could potentially supply electricity to a power distributor such as the Zamboanga City Electric Cooperative, Inc. (ZAMCELCO).
HDF Energy develops hydrogen-based power systems designed to combine renewable energy generation with long-duration energy storage. Its Renewstableยฎ model integrates solar or wind power, battery storage, hydrogen produced through water electrolysis, hydrogen storage, and fuel cell technology. The stored hydrogen can be converted back into electricity when solar or wind generation is unavailable, allowing the system to provide stable, dispatchable renewable power beyond daylight hours. HDF Energy describes this approach as a way to provide non-intermittent or baseload renewable power while reducing dependence on diesel-based generation.
With the proposed project now at the evaluation stage, Chairman Regondola said the Authority welcomes discussions involving technologies that may strengthen the regionโs energy security and improve the investment environment.
