TESDA ZCICDO Conducts Orientation for 400 TUPAD Beneficiaries in Zamboanga City

Zamboanga City — The Technical Education and Skills Development Authority (TESDA) Zamboanga City Isabela City District Office (ZCICDO) in coordination with the Department of Labor and Employment (DOLE) Region IX, conducted an orientation for 400 beneficiaries of the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program on January 22, 2026, at 9:00 AM, at the Pasonanca Covered Court, fronting the Motorpool, Pasonanca, Zamboanga City.

The activity focused on the TUPAD and Occupational Safety and Health (OSH) Orientation, aimed at equipping beneficiaries with essential knowledge on workplace safety, workers’ rights and responsibilities, and the proper implementation of the TUPAD program. This initiative reinforces the government’s commitment to safeguarding the welfare of workers while ensuring effective program implementation.

During the orientation, TESDA Representative Engr. Madison Hajan emphasized the importance of skills development, safety awareness, and work discipline, highlighting how TESDA programs can further support beneficiaries in improving their employability and livelihood opportunities. Meanwhile, DOLE discussed the objectives of the TUPAD program as a vital government intervention that provides temporary employment and livelihood assistance to disadvantaged and displaced workers.

TESDA remains steadfast in its support of government programs that advance skills development, employment generation, and safe working environments for Filipino workers.

𝙕𝙖𝙢𝙗𝙤𝙖𝙣𝙜𝙖 𝘾𝙞𝙩𝙮 – The Technical Education and Skills Development Authority – Zamboanga City Isabela City District Office (TESDA ZCICDO) actively joined the Department of Labor and Employment (DOLE) Zamboanga City Field Office today at the Zamboanga City Coliseum, Tetuan, Zamboanga City, in support of the DOLE–TESDA collaborative efforts to strengthen the delivery and alignment of the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program with skills development and competency enhancement.

The activity aimed to ensure that TUPAD assistance goes beyond short-term employment by effectively linking qualified beneficiaries to TESDA’s skills training, assessment, and certification programs, thereby improving their employability and long-term livelihood opportunities.

During the TUPAD Orientation, TESDA ZCICDO presented its various programs and services to more than 1,276 𝗧𝗨𝗣𝗔𝗗 𝗯𝗲𝗻𝗲𝗳𝗶𝗰𝗶𝗮𝗿𝗶𝗲𝘀 in attendance. The orientation was conducted by 𝗘𝗻𝗴𝗿. 𝗠𝗮𝗱𝗶𝘀𝗼𝗻 𝗛𝗮𝗷𝗮𝗻, TESD Specialist I, who discussed available scholarship programs, community-based trainings, competency assessment and certification, and other TESDA initiatives that beneficiaries may avail of after completing the TUPAD program.

TESDA ZCICDO emphasized the importance of skills upgrading and certification as key pathways toward sustainable employment and economic empowerment, in line with the government’s thrust of providing integrated labor and employment services.

TESDA ZCICDO likewise reaffirmed its commitment and full support to DOLE, particularly in strengthening inter-agency collaboration to ensure that labor programs are aligned with skills development and workforce readiness.

Under the leadership of District Director 𝗘𝗻𝗴𝗿. 𝗔𝗱𝗿𝗶𝗮𝗻 𝗕. 𝗔𝗺𝗽𝗼𝗻𝗴, TESDA ZCICDO remains steadfast in its mission to provide accessible, relevant, and quality technical vocational education and training (TVET) programs that respond to the needs of the constituents of Zamboanga City and contribute to inclusive growth and development.

TESDA IX Joins Regional MSME Development Council (RMSMEDC) IX Year-End Meeting
December 9, 2025 | Regional Inclusive Innovation Center (RIIC), Zamboanga City

The Technical Education and Skills Development Authority (TESDA) IX actively participated in the Regional Micro, Small and Medium Enterprise Development Council (RMSMEDC) IX Year-End Meeting held on December 9, 2025, at the Regional Inclusive Innovation Center (RIIC) in Zamboanga City, with simultaneous participation from regional stakeholders via Zoom.

Representing TESDA IX Regional Director Engr. Alan T. Bacatan, District Director Engr. Adrian B. Ampong of the Zamboanga City–Isabela City District Office attended the meeting, reaffirming TESDA’s vital role in the collective push for MSME development across Region IX.

The meeting, led by DTI Regional Director Al-Zamir I. Lipae and SME Development Division Chief Ms. Roxane S. Quiambao, convened partner government agencies, academe, and private sector representatives to assess 2025 accomplishments and strengthen strategic alignments for 2026.

The session opened with RD Lipae’s welcome message and a discussion of the meeting agenda. Subsequent presentations included updates on prior agreements, the status of past resolutions, and detailed reports on agency-led MSME programs implemented throughout the year.

Key updates highlighted during the meeting included:

The One ZAMPEN One Data Initiative spearheaded by MinDA, aiming to centralize data for more efficient planning and policy formulation.

HFIDP Cattle Industry Development Program, focusing on supporting livestock enterprises and strengthening local agri-based MSMEs.

Competitiveness Index (CMCI) Developments presented by DTI, underscoring the region’s progress and areas for improvement in local governance competitiveness indicators.

In his participation, Engr. Ampong presented TESDA IX’s ongoing and upcoming initiatives geared toward empowering MSMEs. He emphasized TESDA’s commitment to providing skills training, enterprise-based programs, productivity enhancement courses, and competency assessments that directly support local entrepreneurs, workers, and community-based enterprises.

He further noted that TESDA’s interventions play a strategic role in enhancing workforce capabilities, enabling MSMEs to adopt better technologies, and improving their resilience in a rapidly changing economic environment.

Council discussions focused on strengthening inter-agency collaboration, scaling up MSME support programs, enhancing policy implementation, and aligning flagship initiatives to achieve sustainable and inclusive economic growth for Region IX. TESDA IX also expressed its readiness to reinforce partnerships with agencies under the RMSMEDC to ensure a unified approach in delivering services to the MSME sector.

The meeting concluded with a call for synchronized efforts among regional stakeholders and a commitment to elevate MSME development initiatives in the coming year.

TESDA IX remains steadfast in its mission to uplift the region’s economic landscape by equipping Filipino MSMEs with the skills and competencies needed to thrive in today’s competitive environment.

TESDA ZCICDO EMPOWERS ISABELA CITY RESIDENTS THROUGH SKILLS DEVELOPMENT

Isabela City, December 10, 2025 — TESDA Zamboanga City-Isabela-City District Office (ZCICDO) played a key role in the GAD CY 2025 Culmination Program held at the Isabela City Civic and Cultural Center in Barangay Binuangan. The event, led by Mayor Sitti Djalia Turabin-Hataman in partnership with TESDA, PESO, and DICT, recognized residents who completed TESDA-accredited skills programs under the HAPISABIDA Employment and Livelihood Pathway Programs (HEPP & HELPP).

Under HEPP, 50 graduates honed essential workplace skills in Office Productivity, Layout Designing, Communication, and Customer Service, boosting their employability in both government and private sectors. HELPP strengthened community livelihoods with TESDA-accredited courses: Hilot Massage (25), Driving NC II (25), Events Management NC III (33), Dressmaking (30), Customer Service (100), and Organic Agriculture (25).

TESDA Zamboanga City-Isabela city District Office headed by Engr. Adrian B. Ampong ensured proper implementation, certification, and accreditation—turning certificates into real, income-generating skills.

This program aligns with TESDA Secretary Kiko Benitez’s 8-Point Agenda by:
• Strengthening employment opportunities and workplace readiness;
• Promoting entrepreneurship and self-employment through livelihood courses;
• Expanding skills development and technical education to meet industry standards;
• Ensuring certification and accreditation for career advancement;
• Supporting community empowerment and financial resilience.

Mayor Turabin-Hataman congratulated all graduates, emphasizing that multiple skills and livelihood opportunities are key to personal growth, financial stability, and resilient communities.

Through programs like HEPP and HELPP, TESDA continues to equip Filipinos with the skills to thrive, earn, and uplift their communities.
