The Department of Agrarian Reform Region IX (DAR IX), through its Regional Project Management Office (RPMO), conducted the CY 2026 Midyear Performance Review and 2nd Semester Planning Session for the Support to Parcelization of Lands for Individual Titling (Project SPLIT) from July 14 to 15, 2026 at Badsbrotel Suites, Ipil, Zamboanga Sibugay.
In her opening message, OIC Regional Director and Regional Project Manager Engr. Jena C. Salaug emphasized the need for Region IX to conduct a thorough and honest evaluation of the first semester, given the remaining balances that need to be addressed before the year ends. She encouraged participants to use this activity as a venue for collaboration, knowledge sharing, and the replication of successful strategies across provinces.
Engr. Salaug also urged participants to discuss operational concerns openly and propose practical solutions. She highlighted that complex issues would be elevated to the Central Office. Additionally, she noted that this activity serves as an important preparatory step for the National Midyear Assessment scheduled for August.
The two-day activity provided an opportunity to assess the implementation status of Project SPLIT across the provinces of Zamboanga del Norte, Zamboanga del Sur, and Zamboanga Sibugay. The review focused on physical accomplishments, fund utilization, and compliance with project requirements in accordance with national policies and the World Bank Environmental and Social Safeguards (ESS) Framework.
Participants reviewed provincial and regional achievements for the first semester of 2026, including progress in parcelization activities, title generation, and distribution targets. They also identified operational bottlenecks, implementation concerns, and emerging issues impacting project delivery in the field.

For CY 2026, DAR Region IX aims to facilitate the distribution of 10,011 individual land titles to 9,082 Agrarian Reform Beneficiaries (ARBs) covering approximately 19,348 hectares of collective Certificates of Land Ownership Award (CCLOAs) under Project SPLIT.
A major component of the activity was the formulation of provincial and regional catch-up plans to accelerate implementation and ensure the timely achievement of targets for the second semester. Commitments and agreements were made to address identified gaps and strengthen coordination among implementing units.
Attendees included third-level officials, division chiefs, planning officers, finance personnel, and selected technical staff from the DAR Regional and Provincial Offices in Zamboanga del Norte, Zamboanga del Sur, and Zamboanga Sibugay.
Through initiatives such as the midyear performance review and planning session, DAR IX reaffirms its commitment to strengthening land tenure security and delivering individual land titles that empower ARBs and their families for generations to come.
