The Department of Information and Communications Technology (DICT) shall be the primary policy, planning, coordinating, implementing, and administrative entity of the Executive Branch of the government that will plan, develop, and promote the national ICT development agenda. (RA 10844)

QUALITY POLICY
The Department of Information and Communications Technology RIX BASULTA commits to:
• lead in pus

hing the National ICT Development agenda in transitioning the Philippines toward a world-class digital economy.
• endeavor to support the achievement of national development goals through innovation and provision of quality and secure information and communications technology (ICT) products and services compliant with pertinent regulatory and statutory requirements and international standards.
• adhere to the continual improvement of its Quality Management System by maintaining highly competent and committed public servants and by delivering quality services that exceed the expectations of its stakeholders. QUALITY OBJECTIVES

• To deliver the required ICT products and services according to mutually agreed terms and conditions and existing applicable statutory and regulatory requirements;
• To ensure the effective implementation, compliance and continuous improvement of the Quality Management System in order to meet customer requirements; and
• To monitor and evaluate adherence to the agency's Key Performance Indicators (KPI) on quality, efficiency and timeliness.

The ILCD Central Office Team conducted a Site Monitoring and Assessment of the implementation of the 𝐃𝐢𝐠𝐢𝐭𝐚𝐥 𝐓𝐫𝐚𝐧𝐬𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐂𝐞𝐧𝐭𝐞𝐫𝐬 (𝐃𝐓𝐂𝐬), 𝐓𝐞𝐜𝐡𝟒𝐄𝐃 𝐂𝐞𝐧𝐭𝐞𝐫𝐬, 𝐚𝐧𝐝 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐂𝐋𝐈𝐂𝐊 in Basilan, visiting the following project sites:

-Digital Transformation Center (DTC) Basilan
-Badjao Floating Integrated School
-BAAS Elementary School
-Digital Transformation Center (DTC) Lamitan
-Barangay Marang-Marang

The monitoring activity aimed to assess the implementation, utilization, and overall performance of these digital transformation programs, evaluate program accomplishments, identify opportunities for improvement, and strengthen collaboration in advancing digital inclusion and ICT accessibility across Basilan.

This initiative reaffirms DICT’s commitment to ensuring that these programs continue to empower communities by providing access to digital technologies, enhancing digital literacy, and creating greater opportunities for learning, innovation, and inclusive development.

The DICT Regional Office IX & BASULTA continues to bridge the digital divide and empower local communities across Zamboanga Peninsula, Basilan, Sulu, and Tawi-Tawi. During the first half of 2026 (January–June), our key mid-year accomplishments in numbers highlight our commitment to inclusive digital transformation.

𝐅𝐮𝐞𝐥𝐢𝐧𝐠 𝐲𝐨𝐮𝐭𝐡 𝐬𝐮𝐜𝐜𝐞𝐬𝐬 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐚𝐜𝐜𝐞𝐬𝐬𝐢𝐛𝐥𝐞 𝐝𝐢𝐠𝐢𝐭𝐚𝐥 𝐬𝐩𝐚𝐜𝐞: Ms. Celine Caliolio found a supportive and inclusive learning space that supported her studies and professional growth at the DICT IX BASULTA’s Digital Transformation Center (DTC).

She first learned about the DTC through one of the many youth development seminars conducted by DICT. From there, she became a regular at the center, utilizing its amenities to support her school-related activities.

An unexpected opportunity came when she met a fellow program beneficiary who introduced her to ESL teaching. Through this connection, Celine was able to secure an ESL job, allowing her to support herself while continuing her studies.

Now a graduating student of Zamboanga State College of Marine Sciences and Technology (ZSCMST), Celine is utilizing the DTC to work on her undergraduate thesis, which has provided her and her classmates with a free, conducive space—even during the late hours.

“I sincerely thank DICT for its commitment to empowering students and youth through accessible programs, learning spaces, and opportunities that genuinely make a difference in our lives. The support has made my academic journey lighter, more manageable, and more meaningful,” she shared.
