The Naval Command Western Mindanao (NCWM) proudly congratulates COMMO OLIVER B. REFORBA PN on his well-deserved promotion to the rank of Commodore.

COMMO REFORBA previously served as Commander, Naval Task Force 61 (NTF 61) and Deputy Commander for Fleet Operations, NCWM, where he demonstrated decisive leadership, operational competence, and steadfast commitment to mission accomplishment. His leadership contributed significantly to strengthening the Command’s operational readiness and effectiveness in safeguarding the maritime interests of the country within Western Mindanao.

As he prepares to assume his new responsibility as Commander, Littoral Combat Force, Philippine Fleet, the NCWM Family expresses its confidence in his continued leadership and ability to advance the operational capabilities and mission effectiveness of the Philippine Navy.

NCWM BRINGS ESSENTIAL SERVICES TO IGAT ISLAND THROUGH CMOFTS

ZAMBOANGA CITY – The Naval Command Western Mindanao (NCWM) brought essential government services closer to the residents of Brgy. Igat Island, Margosatubig, Zamboanga del Sur, through a three-day Civil-Military Operations from the Sea (CMOFTS) conducted from 20 to 22 July 2026. The activity addressed immediate community needs while strengthening the connection between the Philippine Navy and the people it serves.

In coordination with the Local Government Unit of Margosatubig and partner stakeholders, NCWM provided 166 medical consultations, 73 dental services, five circumcisions, 71 wart-removal procedures, 22 haircuts, 26 appliance repair services, and free legal assistance to seven residents. The activity also distributed 100 sets of school supplies, 150 pairs of slippers, 182 hygiene kits, 200 loot bags, 200 juice drinks, and 200 McDonald's Kiddie Toys to families and children in the community, bringing joy to the young beneficiaries while complementing the humanitarian mission.

Residents warmly received the services and actively participated in the community engagements conducted during the activity. Their positive response reflected the importance of bringing responsive and meaningful assistance directly to geographically isolated communities and demonstrated the value of sustained cooperation between the government and local residents.

The CMOFTS also advanced NCWM's Maritime Domain Awareness (MDA) campaign by engaging the local community in discussions on their role in safeguarding the country's maritime interests. By combining humanitarian assistance with maritime security awareness, the activity strengthened public trust, encouraged closer community engagement, and reinforced the Philippine Navy's commitment to serving coastal communities across Western Mindanao. The cooperation shown by the residents of Igat Island contributed significantly to the activity's success and further strengthened the shared commitment to peace, security, and community development.

NCWM DEALS ₱234.3-MILLION BLOW TO SMUGGLING IN WESTERN MINDANAO

ZAMBOANGA CITY — The Naval Command Western Mindanao (NCWM) struck a major blow against illicit trade with the seizure of more than ₱234.3 million worth of smuggled foreign-brand ci******es in the waters off Lutangan Island, Olutanga, Zamboanga Sibugay, on 19 July 2026.

The contraband consisted of 1,436 master cases and 55 reams of New Berlin and Bosqu ci******es, together with the motorboat used in their transport. The seized items were turned over to the Bureau of Customs–Port of Zamboanga for appropriate legal disposition.

The seizure disrupted a large-scale smuggling operation that threatens government revenues, legitimate commerce, and the security of Western Mindanao’s maritime routes. It demonstrates NCWM’s firm resolve to deny illicit traders the freedom to exploit the region’s seas for unlawful gain.

Under the leadership of REAR ADMIRAL CONSTANCIO ARTURO M. REYES JR. PN, NCWM remains relentless in protecting the country’s maritime borders and economic interests. The message is unequivocal: Western Mindanao’s waters will never be a safe passage for smugglers, and every attempt to use them for illegal trade will be met with decisive action.

NCWM HONORS OUTGOING COMMANDING OFFICER OF PG204

The Naval Command Western Mindanao (NCWM) honored CDR RYAN OCTAVIANO PN, outgoing Commanding Officer of BRP HERMINIGILDO YURONG (PG204), during the ship’s Change of Command and Command at Sea Completion Ceremony held on 14 July 2026 at Naval Station Romulo Espaldon, Bagong Calarian, Zamboanga City.

During his command, CDR OCTAVIANO led PG204 in maritime security patrols, surveillance, interdiction, and other naval operations within the NCWM area of operations. His leadership contributed significantly to maintaining a sustained naval presence, safeguarding vital sea lanes, protecting coastal communities, and promoting peace, security, and stability in Western Mindanao.

RADM CONSTANCIO ARTURO M. REYES JR PN, Commander, Naval Command Western Mindanao, served as Guest of Honor and Speaker. He recognized CDR OCTAVIANO’s professionalism, dedication, and valuable contributions to the Command, emphasizing that effective leadership at sea is essential to operational readiness and mission accomplishment.

The ceremony was presided over by COMMO LUED L. LINCUNA PN, Commander, Naval Defense Command and Acting Commander, Littoral Combat Force, who officiated the formal turnover of command.

The completion of CDR OCTAVIANO’s command-at-sea tour marked the culmination of a significant period of service characterized by steadfast leadership, operational excellence, and commitment to mission. His accomplishments aboard PG204 strengthened NCWM’s operational effectiveness and contributed to the Philippine Navy’s mandate to safeguard the nation’s maritime interests and territorial integrity.

Naval Command Western Mindanao (NCWM) extends its sincere appreciation to the Bureau of Customs for its recognition of the Philippine Navy's unwavering commitment to safeguarding the nation's maritime borders.

This milestone underscores the strength of interagency cooperation in combating smuggling and other transnational crimes.

NCWM remains steadfast in intensifying maritime security operations in support of the government's whole-of-nation approach to protecting the country's economy, preserving the rule of law, and securing the seas for every Filipino.









| Commissioner Ariel F. Nepomuceno commended the Philippine Navy's Naval Command Western Mindanao led by Rear Admiral Constancio Arturo M. Reyes Jr for its successful maritime interdiction operations that resulted in the seizure of approximately ₱474 million worth of undocumented ci******es in the waters of Western Mindanao.

The agency lauded the Philippine Navy for its steadfast efforts in protecting the country's maritime borders and disrupting the entry of smuggled goods. The BOC remains committed to supporting whole-of-government efforts against smuggling in line with President Ferdinand R. OVER PHP 474 MILLION WORTH OF SMUGGLED CI******ES SEIZED BY NAVY IN WESTERN MINDANAO

ZAMBOANGA CITY – The Naval Command Western Mindanao (NCWM), under the leadership of Rear Admiral Constancio Arturo M. Reyes Jr. PN, has intensified its maritime security operations to ensure maritime security, maintain peace and order, and protect the country's maritime domain in Western Mindanao. These sustained efforts resulted in the successful interception of four vessels transporting smuggled ci******es in separate maritime interdiction operations across the region, leading to the seizure of contraband worth PHP 474,136,265.00.

The latest operation was conducted on 06 July 2026, when Naval Task Force 61 (NTF 61) intercepted M/V Jepajoy off Tongkil Island, Sulu. During the Visit, Board, Search, and Seizure (VBSS), naval personnel discovered 3,068 master cases and 29 reams of undocumented ci******es with an estimated market value of PHP 474,136,265.00. The vessel and its four crew members were subsequently brought to the Port of Zamboanga for turnover to the appropriate authorities for the filing of appropriate charges and further disposition.

The latest apprehension follows three successful maritime interdiction operations conducted by NTF 61 operating units from 23 June to 05 July 2026 in the waters of Maguindanao del Norte, Zamboanga Sibugay, and Sulu, further disrupting the operations of smuggling syndicates and reinforcing the government's campaign against the illegal entry of untaxed goods in Western Mindanao.

Rear Admiral Reyes Jr. commended the NTF 61 operating units for their professionalism, vigilance, and unwavering commitment to duty. He emphasized that NCWM will continue to sustain aggressive maritime security operations to safeguard the country's maritime borders, deny the use of Philippine waters for illicit activities, and protect the Filipino people from transnational crimes that undermine national security and economic stability.
