Division Memorandum No. 448, s. 2026 titled, Training on the Enhancing Teaching Quality Through Instructional Coaching and Mentoring for Literacy and Numeracy- Phase 2

Attention: ALL MASTER TEACHERS of DepED ZN and Identified School Heads

In reference to Regional Memorandum No. 505, s. 2026 dated July 30, 2026 titled, Training on the Enhancing Teaching Quality Through Instructional Coaching and Mentoring for Literacy and Numeracy-Phase 2 and DM-OULS-2026-157 titled, Conduct of Enhancing Teaching Quality through Instructional Coaching and Mentoring for Literacy and Numeracy, DepEd RO IX, in coordination with this office through the Curriculum Implementation Division (CID) and Human Resource Development Section (HRDS), announces the conduct of the aforementioned activity in Manuel Resort, Piรฑan, Zamboanga del Norte.

Participants are required to register in advance in the registration link as basis for their certificate and shall be conducted face-to-face following the schedule below:

Batch 1: August 30โ€“31, 2026

1. Treat the activity as a DRILL.
Ensure that all school personnel, learners, parents/guardians, PNP personnel, and other participating agencies are properly informed beforehand that the activity is a simulation.

2. Coordinate with the PNP and other responders in advance.
Establish the roles, communication procedures, expected response, and boundaries of the exercise before the drill.

3. Prioritize the safety and well-being of learners.
The drill must be age-appropriate, especially for kindergarten and elementary learners. Avoid unnecessary exposure to frightening or traumatic simulations.

4. Do not use live fi****ms, ammunition, explosives, pyrotechnics, or other hazardous materials.
PNP participation should be limited to safe and controlled demonstration and coordination activities.

5. Avoid realistic or uncontrolled simulated gunfire.
Do not use sounds, props, or actions that may cause people outside the school to believe that an actual shooting is taking place.

6. Notify the community and emergency responders.
Where appropriate, inform the barangay, LGU, MDRRMO/CDRRMO, nearby schools, and other concerned stakeholders of the scheduled drill to prevent panic or unintended emergency response.

7. Establish a clear emergency communication protocol.
Designate only authorized personnel to communicate with the PNP, emergency responders, Division Office, parents, and the public during the exercise.

8. Do not lock learners in classrooms in a manner that prevents emergency escape.
Classroom security measures must always allow safe emergency egress when remaining inside becomes unsafe.

9. Do not require learners or personnel to physically confront, approach, chase, or simulate fighting an attacker.
The drill should focus on recognizing the emergency, securing themselves, communicating, following instructions, and accounting for everyone.

10. Provide special consideration for learners and personnel with disabilities or other support needs.
Identify appropriate assistance and ensure that their participation does not expose them to additional risk.

11. Maintain normal emergency preparedness.
Fire exits, emergency routes, first-aid kits, communication equipment, and other safety facilities must remain accessible throughout the drill.

12. Have first-aid and emergency support available.
Designate personnel who can respond to actual injuries, illness, panic, or distress that may occur during the activity.

13. Immediately stop the drill if a real emergency occurs.
Use a clearly established signal or announcement to distinguish an actual emergency from the exercise.

14. Prevent unauthorized persons from entering the exercise area.
School personnel and PNP responders should maintain appropriate control of the premises throughout the activity.

15. Document the conduct of the drill.
Record the time of activation, response actions, participation, observations, issues encountered, and recommendations.

16. Conduct an After-Drill Debriefing.
Gather the School Head, DRRM Coordinator, teachers, PNP, and other participating responders to identify strengths, gaps, and corrective actions.

Most Important Principle:
The drill must test the schoolโ€™s preparednessโ€”not create a real emergency.

Safety first. Learners first.
