Livestock & Dairy Development - Extension Department Chitral Introduction


Livestock plays an important role in the economy of our country.

It provides job opportunities to majority of the rural population from which they earn their livelihood and contributes 9% share to the GDP and 37% to the Agriculture sector. Beside this, it provides milk and meat for daily consumption to the over increasing human population, draught power for cropping and rural transport, field-yard-manure for soil fertilization, raw materials for industrial prod

ucts and hides, skins and wool for earning of foreign exchange. It is also responsible for supplying 16% of the total household energy on the form of dung. Another important benefit of livestock is the best utilization of the passive woman labor force which makes more than 50% of national population. Our rural women are mainly involved in Animal Poultry Husbandry practices such as feeding /grazing housing and milking of animals. This activity is the major source of cash income for rural woman to meet their daily needs.

Under the Good Governance Road Map and the instructions of the Honorable Secretary Livestock, Fisheries & Cooperative Department and the worthy Director General Livestock KP, as well as the worthy Deputy Commissioner District Chitral Lower, the Livestock & Dairy Development Department Chitral Lower is actively conducting an Anti Ticks Spray Campaign across the district for the control and prevention of Crimean Congo Hemorrhagic Fever (CCHF).
The campaign is being carried out under the supervision of Dr. Ghulam Muhammad, District Director Livestock District Chitral Lower. Veterinary teams are performing anti tick spray activities at livestock farms, animal markets, entry points, and other vulnerable locations to minimize the risk of tick borne diseases, particularly during the Eid-ul-Azha season.
The department remains committed to safeguarding animal and public health through timely preventive measures, awareness activities and coordinated field operations throughout Chitral Lower.

The joint inspection team of Khyber Pakhtunkhwa Food Safety and Halal Food Authority and the Livestock Department Lower Chitral conducted a comprehensive food safety inspection in Bumburat Valley during the Chilim Jusht Festival on 14th and 15th May 2026.
The inspection covered hotels, kabab shops, bakeries, restaurants and other food related businesses to ensure strict compliance with food quality, safety and hygiene standards for the protection of public health and to facilitate safe tourism activities during the festival.
During the inspection, spoiled and rotten eggs were confiscated and discarded on the spot. Fines were imposed on certain businesses for maintaining unhygienic conditions and violating food safety regulations, while warning notices were issued to several establishments directing them to ensure full compliance with prescribed food safety and hygiene standards in future operations.
The joint inspection aimed to promote safe food practices, safeguard public health and ensure the provision of hygienic and quality food items to tourists and local residents during the festival celebrations.

A meeting was held on 12th April 2026 at the DC Conference Room regarding arrangements for upcoming events including Eid-ul-Azha, Chelum Joshi Festival, and the PRESHUNDUR Polo Tournament. During the meeting, various responsibilities were assigned to the Livestock Department Chitral Lower.
The department was tasked with implementation of preventive measures against zoonotic diseases, particularly Crimean-Congo Hemorrhagic Fever (CCHF), through anti-tick spraying of sacrificial animals at entry check posts and designated sale points prior to Eid-ul-Azha. Awareness activities for livestock dealers, butchers, and the general public regarding zoonotic disease prevention and safe handling practices were also assigned.
Furthermore, the department was directed to conduct inspection and identification of diseased animals, constitute veterinary emergency response teams for treatment and care of polo horses during the PRESHUNDUR Polo Tournament, and deploy veterinary teams to ensure hygiene and safety of animal-based food items during the Chelum Joshi Festival.

​The workshop primarily focused on aligning district operations with the recent agenda set by the Worthy Director General via Zoom. Key administrative mandates include:

​Vaccination & Data Management:
​Immediate compilation of end-user data for all vaccination activities.

​Formal notification of designated Vaccination Teams to ensure accountability.

​Digital Governance (LMIS):
​Strict adherence to the Livestock Management Information System (LMIS) for staff attendance.
​Mandatory processing of all medicine and vaccine distributions through the LMIS module to maintain transparent inventory records.

​Infrastructure Audit:
​Identification of dilapidated or "deplorable" government buildings.
​Staff must submit high-quality photographs of these structures accompanied by precise GPS coordinates for renovation planning.

​2. Disease Control and Public Health Strategy
​With the seasonal shift and upcoming religious festivals, the following biosecurity measures were prioritized:

Preparedness:

​Specific duties have been assigned to ensure animal welfare and food safety during ongoing high-profile events in the region:
​Chillum Joshi Festival (Kalash Valleys):

​Animal Health: Continuous monitoring of livestock health within the valleys during the festival.

​Food Hygiene: Inspection of animal-based food products to ensure public health standards are met for both locals and tourists.

​Preshundur Polo Tournament:
​Deployment of veterinary staff to provide on-site healthcare for polo ponies.
​Ensuring emergency medical support is available for animals during the tournament to prevent injuries or exhaustion.

REPORT ON THE CONDUCT OF "KHULI KACHERY" (PUBLIC OUTREACH PROGRAM) AT RUMBUR, KALASH VALLEY – MAY 6, 2026
​1. Introduction
​In alignment with the provincial government’s policy of public facilitation and "service at the doorstep," a specialized Khuli Kachery (Open Court) was organized today, May 6, 2026, at RUMBUR in the Kalash Valley. The session was chaired by Dr. Ghulam Muhammad, District Director Livestock, Chitral Lower along with DR.IMDADULLAH VETERINARY Officer Incharge Mobile Veterinary Unit and Dr. Kaleemullah Senior Research Officer Veterinary Research and Disease Investigation Centre Chitral Lower. The event was attended by a large number of farmers from the Kalash community.

​2. Objectives of the Program
​The primary objectives of this outreach initiative included:

​Grievance Redressal: Directly hearing and addressing the concerns of the local farming community.
​Communication Bridge: Bridging the gap between the Livestock Department and the remote farming sectors of the Kalash Valley.

​Service Delivery: Providing immediate solutions to technical and administrative issues at the local level.

​Modernization: Creating awareness regarding scientific livestock management and modern productivity standards.

​3. Proceedings and Technical Sessions

​The event featured an interactive Questions and Answers (Q&A) Session, allowing farmers to openly express challenges regarding animal health, fodder scarcity, and market access.

​A. Disease Prevention and Health Management

​A significant portion of the session was dedicated to preventative medicine. Farmers were educated on:
​Deworming Protocols: The importance of regular internal and external parasite control to improve Feed Conversion Ratios (FCR).

​Vaccination Schedules: Specifically addressing common regional viral and bacterial threats.
​On-the-Spot Treatment: Essential medicines were distributed for immediate clinical cases identified during the session.

​B. Breed Improvement
​Special emphasis was placed on Pedigree Selection-based Breed Improvement. Farmers were guided on selecting superior livestock for breeding to enhance the genetic potential of local herds, ensuring sustainable growth in milk and meat production.

​4. Field Interventions: ET Vaccination Drive
​Recognizing that goats are an integral part of the Kalash cultural heritage and economy, a dedicated Vaccination Drive was conducted for small ruminants.

​Execution: Targeted vaccination was performed to protect the local goat population against sudden outbreaks common during seasonal transitions.

​5. Administrative Directives
​To ensure the sustainability of this outreach, the District Director issued the following standing orders to the Veterinary Supervisor and field staff:
​Continuous Coverage: Scale up the vaccination drive to cover the entire Kalash Valley.
​Regular Outreach: Conduct monthly farmer awareness programs to maintain technical momentum.

​Doorstep Facilitation: Ensure that all livestock owners receive veterinary assistance and consultancy at their premises.

​Community Relations: Foster a transparent and collaborative relationship with the farming community to ensure future departmental initiatives are demand-driven.

​The Kalash farming community expressed profound gratitude for the initiative, noting that such direct interaction with high-level departmental leadership is vital for the uplift of the livestock sector in remote regions. 1. Introduction
In a continued effort to extend veterinary services to the doorsteps of the farming community, a specialized Field Day and Awareness Programme was organized at CVD Shoghoor on April 23, 2026. This initiative was designed to empower local livestock keepers with the knowledge and resources necessary to enhance animal productivity and ensure regional disease control.
2. Leadership and Attendance
The program was led by the District Director Livestock, District Chitral Lower, alongside the Director of the Veterinary Research and Disease Investigation Centre (VR&DIC).
The session was attended by a dedicated group of male farmers from Shoghoor and surrounding areas. The participants engaged deeply with the technical experts, demonstrating a strong commitment to improving their traditional farming methods through scientific intervention.

The farming community expressed profound gratitude for the visit, noting that the provision of free medicines and direct access to high ranking officials is a significant step toward the Livestock sector development of the area.

The Field Day at CVD Shoghoor successfully combined education with physical support. By providing both the "know-how" and the "material" (vaccines/medicines), the Livestock Department has strengthened its relationship with the Shoghoor farming community. On April 23, 2026, a formal inspection visit was conducted to evaluate the operational efficiency, clinical standards, and administrative compliance of the following veterinary institutions:

2. OBSERVATIONS
Staff Attendance & Conduct: All veterinary and para-veterinary staff were found present at their respective stations. The personnel were actively engaged in their professional duties, demonstrating a commendable level of diligence and commitment to service delivery.
