GB-EPA Takes Enforcement Action Against Environmental Violations at Placer Gold Mining Sites in Sultanabad, GilgitToday, the Gilgit-Baltistan Environmental Protection Agency (GB-EPA) Enforcement Team conducted environmental inspections of placer gold mining sites at placer Gold mining sites at Sultanabad, Gilgit, to assess compliance with the conditions of their Environmental NOCs.During the inspections, the team observed multiple serious environmental violations, including:• Generators and associated equipment installed directly along the riverbank.• Used oil, oil-contaminated materials, used filter papers and other hazardous waste being improperly disposed of near the riverbank.• Washing of sand and mining-related activities being carried out within the riverbank area without adequate environmental safeguards.• No proper washing facilities provided for workers at either camp.• Open defecation observed within the mining camp areas.• A vehicle repair workshop established at one of the camps, with used and waste materials dumped along the riverbank.• Large quantities of excavated and other materials dumped within the riverbank, obstructing and potentially altering the natural flow of the river.These practices constitute serious non-compliance with the environmental conditions of the NOCs and pose significant risks to the river ecosystem. Uncontrolled dumping of waste, used oil, mining debris and large quantities of material along the riverbank can contribute to riverbank erosion, sedimentation, alteration of river flow and degradation of aquatic habitats. In the long term, such activities may cause potentially irreversible damage to the river ecosystem and increase risks to downstream communities and infrastructure.The Enforcement Team took immediate action and sealed the generators and other allied equipment placed along the riverbank. The operators were strictly warned and directed to remove and relocate all such equipment and activities from the riverbank and bring their operations into full compliance with the conditions of their Environmental NOCs.The GB-EPA reiterates that economic activities, including placer gold mining, must be undertaken in accordance with environmental laws, approved NOC conditions and responsible mining practices. The protection of rivers, watersheds and fragile mountain ecosystems remains a priority, and continued violations will invite action under the applicable environmental laws and regulations.Development must not come at the cost of our rivers and ecosystems. Responsible mining is the only sustainable way forward.

آج گلگت بلتستان انوائرنمنٹل پروٹیکشن ایجنسی (GB-EPA) کی انفورسمنٹ ٹیم نے سلطان آباد، گلگت میں قائم پلیسر گولڈ مائننگ سائٹس کا ماحولیاتی معائنہ کیا تاکہ ان کے جاری کردہ ماحولیاتی این او سیز (NOCs) کی شرائط پر عملدرآمد کا جائزہ لیا جا سکے۔
معائنے کے دوران ماحولیاتی قوانین اور این او سی کی شرائط کی متعدد سنگین خلاف ورزیاں سامنے آئیں، جن میں شامل ہیں:
• دریائے کنارے پر جنریٹرز اور متعلقہ آلات کی تنصیب۔
• استعمال شدہ تیل، تیل سے آلودہ مواد، استعمال شدہ فلٹر پیپرز اور دیگر مضر فضلہ جات کو دریائے کنارے نامناسب طریقے سے پھینکنا۔
• مناسب ماحولیاتی حفاظتی انتظامات کے بغیر دریائے کنارے ریت کی دھلائی اور دیگر کان کنی کی سرگرمیاں جاری رکھنا۔
• دونوں کیمپوں میں کارکنوں کے لیے مناسب واشنگ/صفائی کی سہولت فراہم نہ کرنا۔
• کیمپ کے علاقوں میں کھلے عام رفع حاجت (Open Defecation) کا مشاہدہ۔
• ایک کیمپ میں گاڑیوں کی مرمت کے لیے ورکشاپ قائم کرنا اور اس سے پیدا ہونے والے استعمال شدہ اور دیگر فضلہ جات کو دریائے کنارے پھینکنا۔
• دریائے کنارے بڑی مقدار میں کھدائی سے حاصل شدہ اور دیگر مواد جمع کرنا، جس سے دریا کے قدرتی بہاؤ میں رکاوٹ اور اس کے رخ میں تبدیلی کا خدشہ ہے۔
یہ تمام سرگرمیاں ماحولیاتی این او سیز کی شرائط کی سنگین عدم تعمیل ہیں اور دریائی ماحولیاتی نظام کے لیے اہم خطرات پیدا کرتی ہیں۔ فضلہ، استعمال شدہ تیل، کان کنی کا ملبہ اور بڑی مقدار میں مواد دریائے کنارے پھینکنے سے دریائی کٹاؤ، تلچھٹ (Sedimentation)، دریا کے بہاؤ میں تبدیلی اور آبی حیات کے مسکن کی تباہی جیسے مسائل پیدا ہو سکتے ہیں۔ طویل مدت میں یہ سرگرمیاں دریائی ماحولیاتی نظام کو ناقابلِ تلافی نقصان پہنچا سکتی ہیں اور زیریں علاقوں میں آباد آبادیوں اور بنیادی ڈھانچے کے لیے خطرات میں اضافہ کر سکتی ہیں۔
انفورسمنٹ ٹیم نے فوری کارروائی کرتے ہوئے دریائے کنارے نصب جنریٹرز اور دیگر متعلقہ آلات کو سیل کر دیا۔ آپریٹرز کو سختی سے تنبیہ کی گئی اور ہدایت دی گئی کہ تمام ایسے آلات اور سرگرمیوں کو دریائے کنارے سے منتقل کیا جائے اور اپنی تمام کان کنی کی سرگرمیوں کو ماحولیاتی این او سی کی شرائط کے مطابق لایا جائے۔
جی بی-ای پی اے اس امر کا اعادہ کرتا ہے کہ پلیسر گولڈ مائننگ سمیت تمام معاشی سرگرمیاں ماحولیاتی قوانین، منظور شدہ این او سی کی شرائط اور ذمہ دارانہ کان کنی کے اصولوں کے مطابق انجام دی جانی چاہئیں۔ دریاؤں، آبی گزرگاہوں، واٹرشیڈز اور حساس پہاڑی ماحولیاتی نظام کا تحفظ جی بی-ای پی اے کی اولین ترجیحات میں شامل ہے، اور ماحولیاتی قوانین و ضوابط کی مسلسل خلاف ورزی پر قانون کے مطابق سخت کارروائی عمل میں لائی جائے گی۔
ترقی ہمارے دریاؤں اور قدرتی ماحولیاتی نظام کی قیمت پر نہیں ہونی چاہیے۔ ذمہ دارانہ اور ماحول دوست کان کنی ہی پائیدار مستقبل کی ضمانت ہے۔
