DC Hyderabad Chairs Meeting on Administrative Issues; Directs Coordinated Action for Improved Public Service Delivery
HYDERABAD, 28 August 2026: Deputy Commissioner Hyderabad Mr. Zain-ul-Abedin Memon, along with Municipal Commissioner Hyderabad Mr. Zahoor Lakhan, CEO WASA Mr. Tufail Abro, and Additional Deputy Commissioner-II Ms. Mahvish Aijaz, chaired a meeting to review key administrative issues and strengthen coordination among departments operating in District Hyderabad.
The meeting covered fire safety, municipal services, water supply and sanitation, public health, solid waste management, building control, emergency response, revenue administration, and public grievance redressal.
The Deputy Commissioner emphasized that effective governance requires clear assignment of responsibilities, regular field inspections, timely reporting, coordinated enforcement, and measurable follow-up.
Fire Safety and Accountability
The meeting reviewed the district-level fire safety audit mechanism. The District Health Officer, Medical Superintendents, and District Manager PPHI were directed to ensure annual fire safety audits of hospitals, THQs, RHCs and BHUs, including verification of fire extinguishers, alarms, hydrants, emergency exits, evacuation plans and fire drills.
Similarly, DEOs Primary and Secondary, Director Private Schools, and Director Colleges were directed to ensure fire safety audits of educational institutions and address deficiencies, including blocked exits, unsafe stairways, inadequate firefighting equipment and lack of evacuation arrangements.
Assistant Commissioners, in coordination with SBCA, HMC/TMCs, Civil Defence and Rescue 1122, will conduct inspections of markets, plazas, high-rise buildings, godowns, marriage halls and other vulnerable premises.
The meeting adopted a structured fire safety mechanism:
Inventory → Physical Audit → Certification → Rectification → Enforcement
Persistent violations will be dealt with under the applicable laws and regulations.
Municipal and Civic Services
Responsibilities of HMC and TMCs regarding roads, street lighting, drainage, sanitation, parks, public spaces, graveyards and other civic services were reviewed.
Particular emphasis was placed on drainage, sanitation, fumigation, storm-water management and fire brigade services, especially during emergencies and seasonal challenges.
The role of elected Town and Union Council Chairmen in civic oversight, community mobilisation, development priorities and public complaints was also discussed.
Health and Preventive Services
The meeting reviewed the role of the District Health Officer in preventive and primary healthcare, immunisation and polio campaigns, disease surveillance, dengue and malaria prevention, outbreak response, maternal and child health, nutrition and family planning services.
The functionality of ARV/RIG centres, availability of essential stocks and coordination with municipal authorities for vector-borne disease prevention were also emphasized.
Role of Assistant Commissioners
The Deputy Commissioner reiterated that Assistant Commissioners are key field-level officers responsible for coordination and supervision within their respective sub-divisions.
They were directed to maintain strong field vigilance regarding revenue and land administration, regulatory functions, price control, profiteering and hoarding, encroachments, coordination with utilities and line departments, disaster response, public grievances and other assigned government responsibilities.
WASA and Water Supply
The meeting reviewed WASA’s responsibilities concerning water supply, sewerage, filtration and treatment plants, water quality testing, pumping stations, distribution networks, storm-water drainage, desilting, illegal connections and leakages.
A complaint regarding unsafe and dirty drinking water in Prince Town Phase-II was specifically discussed. A water sample submitted by a complainant was referred to WASA for immediate testing. WASA was also directed to flush the affected water line and identify and repair any contaminated joints.
The Deputy Commissioner stressed that drinking-water complaints must be treated as a priority due to their direct impact on public health.
Solid Waste Management
The role of the Sindh Solid Waste Management Board (SSWMB) in waste collection, transportation, transfer stations, disposal sites and overall solid waste management was reviewed.
The meeting emphasized timely lifting of waste from dustbins, cleanliness of public spaces and increased public awareness regarding littering, segregation and proper disposal.
Building Safety and SBCA
The responsibilities of SBCA regarding building-plan approval, land-use conversion, construction standards, fire safety, inspections and occupancy/completion certificates were reviewed.
The Deputy Commissioner directed strict action against unauthorised, dangerous, deviated and illegal constructions, including sealing, evacuation or demolition proceedings where warranted under the law.
The concerned authorities were also directed to provide an updated status of identified dangerous and dilapidated buildings and action taken for their evacuation, securing or removal.
Civil Defence and Rescue 1122
The meeting reviewed the role of Civil Defence in fire-safety awareness, volunteer training, first aid, rescue preparedness and guidance concerning hazardous materials and LPG safety.
The role of Rescue 1122 in emergency medical response, firefighting, technical rescue, road traffic accidents, building collapses, water rescue, floods and other emergencies was also discussed.
The Deputy Commissioner stressed the need for effective coordination among Civil Defence, Rescue 1122, municipal authorities and other relevant departments to ensure rapid emergency response.
Strengthening Inter-Departmental Coordination
The meeting established that while departments remain administratively accountable to their respective provincial or statutory authorities, the Deputy Commissioner and Assistant Commissioners have an important territorial coordination role within the district and sub-divisions.
The Deputy Commissioner directed all concerned departments to work collectively rather than in isolation and ensure that administrative issues are addressed through joint inspections, timely communication, clear responsibility, field monitoring and measurable follow-up.
Speaking at the meeting, Deputy Commissioner Hyderabad Mr. Zain-ul-Abedin Memon said that the district administration, municipal bodies, health authorities, WASA, SBCA, SSWMB, Civil Defence, Rescue 1122 and other line departments must adopt a coordinated approach to resolve administrative issues and improve service delivery for the people of Hyderabad.
He further directed officers to remain vigilant, strengthen inter-departmental coordination and ensure that public complaints are not merely recorded but followed through until their resolution.
