National Energy Conservation Centre (ENERCON) has now been tranformed into National Energy Efficiency & Conservation Authority (NEECA).Inorder to achieve the challenging task of energy efficiency and conservation in all sectors of economy, a need was felt to introduce credible law which has now been provided through the National Energy Efficiency and Conservation Act 2016 recently passed by the Na

tional Assembly and the Senate and as notified in the gazette in July 2016. The Act shall provide for the establishment of institutions and enunciation of mechanisms and procedures so as to provide for effective conservation and efficient use of energy in all sectors of the economy. The strategy going to be adopted by NEECA for promoting energy efficiency and conservation shall cover whole spectrum of activities starting from identification of energy efficiency and conservation opportunities and including technology demonstration, undertaking pilot projects, information and outreach, training and education, and development of plans and policies for promoting mitigation, energy efficiency and conservation best practices.

National Energy Efficiency and Conservation Authority in collaboration with the SAARC Energy Centre - SEC hosted a 3 day training Workshop on Electric Vehicles and Charging Infrastructure, held 27โ€“29 August in .

With participants from across the South Asian Association for Regional Cooperation (SAARC) region, in person and online, the workshop combined expert sessions and country presentations with real-world exposure, and NEECA was proud to support it as knowledge partner.

National Energy Efficiency and Conservation Authority has enlisted its first local laboratory for household refrigerating appliance testing. ๐ŸŽ‰

The Refrigerator Testing Laboratory of HNR Company (Pvt.) Limited, is now enlisted with NEECA for testing of household refrigerating appliances under the Pakistan Energy Label Regulations.

This means manufacturers and stakeholders can access reliable local testing more easily, supporting the growing demand for local capacity and the implementation of energy efficiency and labelling requirements for household appliances.

The milestone reflects NEECA's continued efforts to strengthen the country's energy efficiency infrastructure, making implementation more accessible, practical, and effective throughout Pakistan.

Independence Month. Let's talk about a different kind.

Freedom from waste. From guessing. From bills that could've been smaller. It's an architect choosing shade over a bigger AC unit. A shopkeeper reading a label instead of just a price. A household turning off one more light before the weekend.

That was August, sector by sector. Buildings that waste less. Appliances that tell the truth about what they'll cost you. Fridays spent asking people to do one small thing, on purpose.

And on the road, a quieter kind of freedom. Every electric mile is a mile not paid for in imported fuel. NEECA spent August pushing that shift forward, building the charging infrastructure that has to exist before the switch can happen at scale.

Our work this month also included engagement with the World Bank Group, SAARC Energy Centre - SEC, and partners across industry spent the month working the same direction we were.

A country doesn't become efficient in a single announcement. It becomes efficient the way it becomes anything else, one ordinary decision at a time, repeated by enough people to matter.

From Combustion to Charge: Building the EV Conversation in South Asia.

The SAARC Training Workshop on Electric Vehicles and Charging Infrastructure began yesterday in Ramada by Wyndham Islamabad, bringing together experts and policymakers from across the region.

Organized by the SAARC Energy Centre - SEC in collaboration with National Energy Efficiency and Conservation Authority, the three-day workshop focuses on EV technology, policies, charging infrastructure, battery swapping and standards.

The inaugural session included an address by the Mr. Humayun Khan, Managing Director, NEECA, who highlighted Pakistanโ€™s ongoing work on EV Charging Infrastructure ( ) and Battery Swap Stations ( ).

The Keynote Address was delivered by Ambassador Sajjad Haider Khan, Ministry of Foreign Affairs, Government of Pakistan who shared perspectives on the evolving EV landscape and thanked the participating SAARC Member States for their valuable participation

The first day featured technical sessions from experts including:

โ€ข Dr. Naveed Arshad, Professor & Director, Lahore University of Management Sciences Energy Institute, on the current state and potential of EV technology in the SAARC region.
โ€ข Mr. Jack Crawford, United Nations ESCAP, on global and Asia-Pacific EV market trends.
โ€ข Mr. Muhammad Umar, Director Power & Energy, NEECA, on the policy and regulatory requirements for EV adoption.
โ€ข Dr. Horizon Gitano, CTO, Focus Applied Technologies Sdn Bhd, , sharing regional experience and lessons from Southeast Asia.

Delegates from South Asian Association for Regional Cooperation (SAARC) member states also presented their respective national policies, initiatives and progress in electric mobility, providing an opportunity to compare experiences and approaches across the region.

The workshop continues with more technical sessions and regional exchange over the coming days.

Energy transitions aren't only about pipelines and power plants. They're about people, policy and how well the two are connected.

That was the thread running through yesterday's Panel Discussion on Policy, Reforms and Investment Outlook at the Pakistan Energy Conference 2026 organized by Petroleum Institute of Pakistan, where National Energy Efficiency and Conservation Authority's Director (Awareness & Outreach), Ms. Mahwish Khan, joined leading policymakers and industry voices at Serena Hotels, Islamabad.

Ms. Khan spoke on why advocacy sits at the heart of energy efficiency. Policies only work when people understand them, trust them and act on them. She highlighted how advocacy campaigns make energy data smarter and decision-making faster, while running public campaigns designed to shift everyday human behaviour, from how homes use appliances to how industries approach energy audits.

Good policy conversations need people who work on the ground.

Director Awareness and Outreach Ms. Mahwish Khan will be representing National Energy Efficiency and Conservation Authority at the Pakistan Energy Conference 2026, organized by the Petroleum Institute of Pakistan on a panel "Policy, Reforms & Investment Outlook for Pakistan's Energy Sector."
