Law & Justice Commission of Pakistan Our Vision is to promote a fair, impartial, inclusive and substantive rule of law

The Law & Justice Commission of Pakistan is a Federal Government institution, established under an Ordinance (XIV) of 1979. The Commission is headed by the Chief Justice of Pakistan and comprises other members including the Chief Justice of Federal Shariat Court, Chief Justices of the High Courts, Attorney General for Pakistan, Secretary, Ministry of Law, Justice & Human Rights and Chairperson, N

ational Commission on the Status of Women and four other members, one from each Province. Function of the Commission.-

(1) The Commission shall study and keep under review on a continuing systematic basis the statutes and other laws with a view to making recommendations to the Federal Government and the Provincial Governments for the improvement, modernization and reform thereof and , in particular, for-

(i) Making or bringing the laws into accord with the changing needs of the society, consistent with the ideology of Pakistan and the concept of Islamic social justice;

(ii) Adopting of simple and effective procedure for the administration of laws to ensure substantial, inexpensive and speedy justice;

(iii) Arranging the codification and unification of laws in order to eliminate multiplicity of laws on the same subject;

(iv) Removing anomalies in the laws;

(v) Repealing obsolete or unnecessary provisions in the laws;

(vi) Simplifying laws for easy comprehension and devising steps to make the society law-conscious;

(vii) Introduction of reforms in the administration of justice; and

(viii) Removing inconsistencies between the laws within the legislative competence of Parliament and those within the legislative competence of a Provincial Assembly. (2) The Commission shall take measures for

(a) developing and augmenting human resources for efficient court administration and case management;

(b) co-ordination of judiciary and executive; and

(c) preparing schemes for access to justice, legal aid and protection of human rights. (3) The Commission shall administer and manage the Access to Justice Development Fund;

(4) The Commission shall study the present system of legal education and make recommendations to the Federal Government for improving the standard of legal education. (5) The Federal Government or a Provincial Government may refer to the Commission any matter relevant to its functions for opinion and advice. (6) The Commission may, with the approval of the Federal Government, enter into a Memorandum of Understanding with the Law Commission of any country or , as the case may be, with any legal or human rights body or
organization of any country to

(i) collaborate , cooperate and participate through consultation in carrying out legal research in connection with their respective
functions;

(ii) facilitate one another in the collection of data and materials in conducting legal research;

(iii) have bilateral and reciprocal exchange of reports , research material and other publications;

(iv) facilitate visits , training and exchange of delegates, members and officers of the respective Commissions or, as the case may be , the respective law or human rights body or organization; and

(v) mutually agree, on case by case basis , on financial arrangements for holding meetings undertaking exchange visits and other
activities as envisaged in the Memorandum of Understanding. Provided that the notification of any such Memorandum of Understanding shall be carried out with the approval of concerned Ministry of Federal Government.

SUPREME COURT OF PAKISTAN ENGAGES THE BAR ON A STANDARDIZED, INTEGRATED NATIONAL E-FILING SYSTEM

Islamabad, 12 August 2026: The Supreme Court of Pakistan initiated consultative process with the Bar for development of a Standardized National E-Filing Framework, aimed at establishing a common and integrated approach to electronic filing across the judicial hierarchy. A high-level consultative meeting was held today at the Supreme Court of Pakistan, which was chaired by the Hon’ble Chief Justice of Pakistan, in his capacity as Chairman, National Judicial (Policy Making) Committee (NJPMC).

The meeting was attended by Pir Muhammad Masood Chishti, Vice Chairman, Pakistan Bar Council; Mr. Muneer Ahmed Malik, Chairman Executive Committee, Pakistan Bar Council; Mr. Haroon Rasheed, President, Supreme Court Bar Association of Pakistan; Syed Rafaqat Hussain Shah and Mr. Aftab Alam Yasir, Advocates-on-Record, Supreme Court of Pakistan; Chaudhry Arshad Ali Hanjra, Chairman Executive Committee, Punjab Bar Council; Mr. Ayaz Hussain Tunio, Chairman Executive Committee, Sindh Bar Council; Mr. Babar Khan Yousafzai, Member, Khyber Pakhtunkhwa Bar Council; and Mr. Jadain Dashti, Vice Chairman, Balochistan Bar Council, along with senior officers of the Supreme Court and Law & Justice Commission of Pakistan.

The Chair emphasized that, as a key stakeholder and principal user of the judicial filing system, the Bar was being engaged at the very inception of the initiative, so that its practical experience and requirements could inform the development of the framework from the outset. The participants were briefed that the proposed Standardized National E-Filing System is intended to establish a common, structured and rules-compliant filing framework across the Supreme Court, High Courts and District Courts.

Building on the experience of the Supreme Court’s existing e-Filing system, the proposed framework seeks to extend its benefits across the judicial hierarchy through uniform national standards, greater procedural consistency and an integrated digital case-filing process. It was further explained that, following consultation with and consensus among the key stakeholders, the proposed framework would be placed before the National Judicial (Policy Making) Committee (NJPMC) for consideration and appropriate policy direction.

The Representatives of the Bar welcomed the initiative and emphasized that standardization would facilitate advocates and litigants through simpler filing, effective case tracking and a unified electronic case record. They also stressed the importance of ensuring that the proposed templates reflect the practical requirements of judges, court staff, advocates and litigants.

It was agreed that a Committee comprising representatives of the Bar Councils, Supreme Court Bar Association and Registrars of the Supreme Court and High Courts would work towards finalizing the Standardized National E-Filing Templates. The respective Bar Councils will consult their members and present their views at the next meeting scheduled for 20 August 2026.

The Hon’ble Chief Justice appreciated the constructive participation of the Bar and emphasized that meaningful engagement with the Bar would remain central to developing a standardized, user-focused and effective national e-Filing framework.

The initiative forms part of the broader judicial reform agenda to standardize and integrate court processes across the judicial hierarchy and leverage technology to make justice more accessible, efficient and predictable.
