Pakistan Civil Aviation Authority is a Public sector autonomous body working under the Ministry of Aviation, Government of Pakistan. It was established on 7th December, 1982 as an autonomous body. Prior to its creation, a Civil Aviation Department in the Aviation Division used to manage the civil aviation related activities. The day of 7th December has significance, as it coincides with the date o

f creation of International Civil Aviation Organization (ICAO) in 1944 as a result of the famous Chicago Convention. Incidentally, the United Nations have declared 7th December as the International Civil Aviation day and celebrated as such every year all over the World. All kinds of Civil Aviation related activities are performed by CAA including the regulatory, air traffic services, airport management, infrastructure and commercial development at the airports, etc. Recently, Civil Aviation Authority underwent Restructuring and Change Management process to meet the present and future challenges. This organizational transformation process identified Structure, Culture, Skills, and Rewards as four tracks on which simultaneous emphasis is being laid. The Vision, Mission, and Core Values have been identified. Wide-angle buy-in process by CAA senior management with staff and lower levels for bridging communication gaps between different hierarchical levels of the organization has been taken. As a result of the Restructuring process, the fundamental organization structure has been balanced to focus on three core areas namely Regulatory, Air Navigations Services, and Airport Services. These Core / Line functions are fully supported by the various Corporate functions of the organization. The restructuring process has helped Pakistan Civil Aviation Authority to fully focus on:-

* Strengthening its safety and security oversight role as per International Civil Aviation Organization requirements and standards.

* To facilitate growth of the infrastructure development (Airports and Airport Cities) on a fast-track basis. Private sector participation in the process is also being encouraged.

* Enhanced Regulatory and air space management capabilities. Moreover, emphasis is being laid on commercialization of its assets and land with improved customer / passenger service standards, benchmarked with top performing international airports.

* Development of a New Aviation Policy for the country in consultation with the Aviation Division, Planning Commission, World bank, Airlines, and Aviation Experts (Expected to be considered by the Cabinet for approval shortly).

* Investing in Human resource development through structured approach with particular focus on quality of people and enhancing their professional capability. A "New Dawn" of friendship takes flight!
Last night at 11:15 PM, Jinnah International Airport celebrated the inaugural landing of Biman Bangladesh Airlines after a long-awaited interval. The aircraft (B-737-800) was honored with a spectacular water cannon salute upon arrival.
Director General PCAA, Mr. Nadir Shafi Dar, was on the apron to warmly welcome our Bangladeshi brothers and sisters, presenting floral bouquets to the guests and the flight crew.
Flight Stats:
• ✈️ Arrival: 149 passengers
• 🛫 Departure: 142 + 1 passengers
• ⌚ Turnaround: 11:15 PM – 1:00 AM
DG PCAA emphasized that this milestone was made possible through the commitment of the Prime Minister and the steadfast guidance of Defence Minister Khawaja Asif and Secretary Defence Lt Gen (R) Muhammad Ali HI(M) in ensuring seamless security and operations.

Pakistan’s Participation at APRAST/24 in Bangkok

Pakistan Civil Aviation Authority participated in the 24th Meeting of the Asia Pacific Regional Aviation Safety Team (APRAST/24) held from 1–5 December 2025 at the ICAO APAC Regional Office in Bangkok. APRAST, the technical arm of RASG-APAC, brings together regulators, operators, and industry partners across the Asia–Pacific region to identify safety risks, develop harmonized safety enhancement initiatives, and guide regional implementation of ICAO’s Global Aviation Safety Plan (GASP) and the Asia-Pacific Regional Aviation Safety Plan (AP-RASP). It serves as a critical platform for strengthening SSP/SMS maturity, improving safety-data capabilities, and shaping the region’s strategic safety direction.

Pakistan’s Contributions Recognized

PCAA’s engagement was acknowledged by the meeting, particularly its contribution to refining Chapter 5 of the AP-RASP 2026–2028, which establishes the strategic direction for the region. Pakistan also presented a technical working paper titled “Development of a Regional Approach for States’ SDCPS,” aligned with GASP 2026-28 & RASP 2026-28 Target 3.2, emphasizing the need for harmonized and capability-based safety-data systems. The paper was acknowledged by the meeting.

Strengthening Regional Cooperation

PCAA actively participated in the breakout sessions, contributing to discussions on safety intelligence, SSP maturity, risk-based oversight, and regional capability gaps. Pakistan further committed to supporting the custodian team established to assist APAC States in enhancing their State Safety Data Collection and Processing Systems (SDCPS), reaffirming Pakistan’s leadership and long-term commitment to advancing a collaborative, data-driven aviation safety culture across the region.

15th RASG-APAC Concludes at the ICAO APAC Office, Bangkok

The 15th meeting of the Regional Aviation Safety Group – Asia Pacific (RASG-APAC) was held on 26–27 November 2025 in Bangkok, bringing together States and industry partners to advance collaborative, data-driven aviation safety across the region. As the regional arm for implementing ICAO’s Global Aviation Safety Plan (GASP), RASG-APAC plays a vital role in harmonizing safety efforts and helping States address emerging operational risks.

PCAA Delegates provided valuable inputs, particularly on strengthening safety-data collection and enhancement initiatives. These contributions were acknowledged by the APAC Secretariat and incorporated into the final draft report, reflecting Pakistan’s active and constructive role in regional safety improvement.

Strengthening Regional Connectivity: Islamabad–Sukkur Route Launch

In line with the Pakistan Civil Aviation Authority’s continued efforts to enhance air connectivity across Pakistan, AirSial has announced the commencement of its new Islamabad – Sukkur – Islamabad route.

The airline has formally confirmed operations using its A320 fleet, with one weekly flight every Tuesday, commencing 9th December 2025.

This development marks another step toward improving accessibility to Pakistan’s secondary cities and supporting socio-economic growth through expanded aviation links.

PCAA remains committed to facilitating airlines in opening new domestic routes under its broader strategy for regional connectivity, economic inclusion, and passenger convenience.

PCAA Honoured with ICAO Council President Certificate

Following the successful completion of the ICAO Universal Security Audit Programme (USAP) in February 2024, Pakistan Civil Aviation Authority (PCAA) demonstrated exceptional commitment to continuous improvement and compliance with international aviation security standards.

In response to the audit observations, PCAA developed and submitted comprehensive Corrective Action Plans (CAPs) in July 2024, addressing each finding in a systematic and transparent manner. All corrective measures were effectively implemented and subsequently verified by the ICAO team, who expressed full satisfaction with PCAA’s compliance efforts and the robustness of its Aviation Security Oversight System.

In recognition of these sustained efforts and outstanding performance, PCAA was awarded the prestigious ICAO Council President Certificate during the 42nd ICAO General Assembly (Oct 2025). The certificate was presented to the Director General, PCAA, symbolizing Pakistan’s growing global standing as a State maintaining the highest standards of aviation security and regulatory oversight. The High Commissioner and Counsel General of Pakistan also attended the ceremony.

About the Award:
The ICAO Council President Certificate is among the most distinguished recognitions granted by ICAO to its Member States. It is awarded to States that demonstrate exemplary progress and commitment to compliance with ICAO’s global Standards and Recommended Practices (SARPs), contributing significantly to international aviation safety and security.
