Pakistan Civil Aviation Authority is a Public sector autonomous body working under the Ministry of Aviation, Government of Pakistan. It was established on 7th December, 1982 as an autonomous body. Prior to its creation, a Civil Aviation Department in the Aviation Division used to manage the civil aviation related activities. The day of 7th December has significance, as it coincides with the date o

f creation of International Civil Aviation Organization (ICAO) in 1944 as a result of the famous Chicago Convention. Incidentally, the United Nations have declared 7th December as the International Civil Aviation day and celebrated as such every year all over the World. All kinds of Civil Aviation related activities are performed by CAA including the regulatory, air traffic services, airport management, infrastructure and commercial development at the airports, etc. Recently, Civil Aviation Authority underwent Restructuring and Change Management process to meet the present and future challenges. This organizational transformation process identified Structure, Culture, Skills, and Rewards as four tracks on which simultaneous emphasis is being laid. The Vision, Mission, and Core Values have been identified. Wide-angle buy-in process by CAA senior management with staff and lower levels for bridging communication gaps between different hierarchical levels of the organization has been taken. As a result of the Restructuring process, the fundamental organization structure has been balanced to focus on three core areas namely Regulatory, Air Navigations Services, and Airport Services. These Core / Line functions are fully supported by the various Corporate functions of the organization. The restructuring process has helped Pakistan Civil Aviation Authority to fully focus on:-

* Strengthening its safety and security oversight role as per International Civil Aviation Organization requirements and standards.

* To facilitate growth of the infrastructure development (Airports and Airport Cities) on a fast-track basis. Private sector participation in the process is also being encouraged.

* Enhanced Regulatory and air space management capabilities. Moreover, emphasis is being laid on commercialization of its assets and land with improved customer / passenger service standards, benchmarked with top performing international airports.

* Development of a New Aviation Policy for the country in consultation with the Aviation Division, Planning Commission, World bank, Airlines, and Aviation Experts (Expected to be considered by the Cabinet for approval shortly).

* Investing in Human resource development through structured approach with particular focus on quality of people and enhancing their professional capability. Director General Pakistan Civil Aviation Authority, Mr Nadir Shafi Dar, is representing Pakistan at the 61st Conference of Directors General of Civil Aviation, Asia and Pacific Region (DGCA/61), being held in Kuala Lumpur, Malaysia, from 7 to 11 September 2026, under the theme “Smart Skies: Emerging Technologies for Safe, Secure, Sustainable and Efficient Aviation.”

On 7 September, he joined senior aviation regulators and international aviation leaders as a panellist in the High-Level Panel Discussion on “Smart Skies”, exploring the opportunities and regulatory challenges that emerging technologies bring to aviation safety, security, sustainability and efficiency.

He will also serve as Moderator for Agenda Item 3: Aviation Safety, one of the principal technical agenda items of the Conference, later in the week — guiding discussions among Directors General and senior aviation representatives on regional safety priorities, oversight challenges and opportunities for cooperation.

Pakistan's dual role at DGCA/61 reflects its continued engagement with ICAO and the wider Asia-Pacific aviation community, and its contribution to advancing safe, secure, sustainable and efficient aviation across the region.

Today, the Pakistan Civil Aviation Authority and National Telecommunication Corporation officially signed a Memorandum of Understanding at PCAA Headquarters, reaffirming our commitment to a modern, secure, and resilient digital future.

This strategic partnership formalizes the continued provision of advanced ICT and Data Center Infrastructure services under Government-to-Government arrangements.

Key areas of collaboration include:

Pakistan Showcases Karachi Runway Upgrade at ICAO APRAST/25

Pakistan presented its experience in safely delivering the reconstruction and upgrade of Runway 07L/25R at Jinnah International Airport, Karachi during the 25th Meeting of the ICAO Asia Pacific Regional Aviation Safety Team (APRAST/25) in Bangkok, Thailand.

The Working Paper was presented by Engr. Hafiz Zahid Ishaque, Project Director – JIAP Runway Project, highlighting the collaborative efforts of PCAA and PAA in successfully completing one of Pakistan's largest aviation infrastructure projects while maintaining continuous airport operations.

Project Highlights
✈️ Runway extended from 3,200 m to 3,500 m and upgraded to ICAO Code 4F
✈️ Completed within 18 months
✈️ 60,000 aircraft movements safely facilitated
✈️ Nearly 10 million passengers served
✈️ Zero reportable operational safety occurrences

The paper was well acknowledged by APRAST members, reflecting Pakistan's continued commitment to aviation safety, resilient infrastructure, and alignment with ICAO Standards.

- K2 Airways B 737 of Pakistan Cargo Flight enroute from Sharjah to Karachi at time 2118PST reported Navigational system issue and was promptly guided by KARACHI ACC
- ⁠However; at time 2121PST aircraft was observed on RADAR rapidly descending and with rapid heading change, subsequently RADAR contact and communication was lost approximately 155 NM west of Karachi.
- ⁠Following the occurrence RESCUE COORD CENTRE has been activated and coordinated Search & Rescue launched at sea through various agencies to locate the missing aircraft.
- ⁠There were five crew members onboard the aircraft.

🌍✈️ Pakistan on the Global Aviation Stage in Brussels.

On 10 June 2026, Director-General PCAA Mr. Nadir Shafi Dar (TI) represented Pakistan as an invited speaker at the European Commission's high-level conference titled "20 Years of the EU Air Safety List: Building Safer Skies Together” in Brussels.

DG PCAA took part in the panel on synergies between the EU Air Safety List, ICAO USOAP & international technical cooperation, alongside senior officials from the European Commission, EASA, and civil aviation authorities worldwide. The event also featured keynote addresses by the EU Commissioner for Sustainable Transport and the ICAO Secretary General.

Pakistan's presence at this landmark forum reflects PCAA's growing international standing and our sustained commitment to rigorous aviation safety oversight, for every Pakistani traveller, and for passengers across the globe.

PCAA Delegation Participates in IAEA International Workshop

PCAA proudly participated in the Inter-Regional Workshop for National Focal Points on Denial of Shipment of Radioactive Material, organized by the International Atomic Energy Agency and hosted by the **Pakistan Nuclear Regulatory Authority in Islamabad.

PCAA was represented by Air Commodore (R) Shahid Qadir, Director Aviation Security and Facilitation, Mr. Faisal Chauhan, Joint Director Aviation Security, and Ms. Rabail Panhyar, Joint Director Flight Standards / Dangerous Goods Inspector.

We are especially proud that Ms. Panhyar received Presentation Award in recognition of her technical contribution during the workshop.
