واپڈا دیامر بھاشا ڈیم پراجیکٹ کے تعمیراتی کاموں کے ساتھ ساتھ مقامی آبادی کی معاشی اور سماجی ترقی کے لیے بھی بھرپور اقدامات کر رہا ہے۔ اس مقصد کے لیے ایک جامع حکمتِ عملی کے تحت مؤثر اور مربوط اقدامات جاری ہیں۔ ترجمان واپڈا نے اپنے ایک وضاحتی بیان میں کہا ہے کہ واپڈا 2025 کے معاہدے پر مکمل عملدرآمد کے لیے پُرعزم ہے اور دیگر تمام سٹیک ہولڈرز کے تعاون سے اس ضمن میں پیشرفت تسلسل کے ساتھ جاری ہے۔

ترجمان کے مطابق دیامر بھاشا ڈیم پراجیکٹ میں مقامی نوجوانوں کو ترجیحی بنیادوں پر روزگار فراہم کیا جا رہا ہے۔ پراجیکٹ ایریا کے وہ کنٹریکٹ ملازمین، جو باقاعدہ ٹیسٹ اور انٹرویو کے ذریعے بھرتی کیے گئے تھے، انہیں مستقل کر دیا گیا ہے، جبکہ گریڈ 1 سے 16 تک مزید آسامیوں کا اشتہار جلد جاری کیا جائے گا۔ کنٹنجنٹ، ڈیلی ویجز اور عارضی ملازمین سے متعلق کیس واپڈا اتھارٹی کی منظوری کے بعد وفاقی حکومت کو بھجوا دیا گیا ہے۔ واضح رہے کہ 2025 کے معاہدے سے قبل ہی اس امر کی وضاحت کی جا چکی تھی کہ ڈیلی ویجز ملازمین کی نوعیت عارضی ہوتی ہے، اس لیے ان کی مستقلی ممکن نہیں، اس کے باوجود مقامی لوگوں کے مطالبات کے پیش نظر معاملہ موجودہ صورت میں وفاقی حکومت کو ارسال کیا گیا ہے۔ عارضی ملازمین مستقل ملازمت کے لیے باقاعدہ بھرتی کے عمل میں شریک ہو سکتےہیں۔
اس وقت دیامر بھاشا ڈیم پراجیکٹ پر ضلع دیامر کے 2460 افراد خدمات سرانجام دے رہے ہیں۔ کنسلٹنٹس اور کنٹریکٹرز کی جانب سے تکنیکی اور غیر تکنیکی عہدوں پر بھی مقامی افراد کو ترجیح دی جا رہی ہے، تاہم مقامی سطح پر مطلوبہ مہارت دستیاب نہ ہونے کی صورت میں دیگر علاقوں سے بھرتی کی جا سکتی ہے۔ اسی طرح واپڈا نے صرف دیامر بھاشا پراجیکٹ کےلیے گریڈ 1 سے 16 تک کی ملازمتیں دیامر کےمقامی لوگوں کےلیے مختص کی ہیں۔

یہ بات اہم ہےکہ واپڈا کی جانب سے چولہا پیکج (ری سیٹلمنٹ کاسٹ) کی مد میں متاثرین کو 13 ارب 60 کروڑ روپے ادا کئے جا چکے ہیں۔ہاؤس ہولڈ پیکیج کے تحت مسنگ چولہا کیسز کا جائزہ لینے کے لیے ضلعی انتظامیہ دیامر کی قائم کردہ کمیٹی، جس میں واپڈا کے نمائندگان بھی شامل ہیں، ریکارڈ اور جی آئی ایس ویریفکیشن کے ذریعے درخواستوں کی جانچ پڑتال کر رہی ہے۔ ڈبل چولہا کیسز کی ادائیگیاں بھی وفاقی وزارتی کمیٹی کے طے شدہ طریقہ کار کے مطابق تصدیق کے بعد کی جائیں گی۔

دیامر بھاشا ڈیم کی تعمیر کیلئے اراضی اور املاک کی خریداری کی مد میں واپڈا متاثرہ افراد کو 63 ارب روپے کی ادائیگی کر چکا ہے۔ لیفٹ اوور زمینوں کی پیمائش اور ادائیگیوں کے لیے سپارکو کے تعاون سے جی آئی ایس ویریفکیشن کا عمل جاری ہے تاکہ تمام معاملات شفافیت اور میرٹ کی بنیاد پر طے کیے جا سکیں۔

ضلعی انتظامیہ دیامر کو درپیش مسائل اور مقامی آبادی کے جائز مطالبات کے حل کے لیے چیئرمین واپڈا لیفٹیننٹ جنرل محمد سعید (ریٹائرڈ) نے سپریم کورٹ کی جانب سے دیامر بھاشا اور مہمند ڈیم عملدرآمد کمیٹی کا فوری اجلاس بلا کر اہم فیصلے کیے۔ ان سفارشات کی منظوری وفاقی وزارتی کمیٹی سے بھی حاصل کر لی گئی ہے۔

2025 کے معاہدے کے تحت کیڈٹ کالج تربیلا میں دیامر کے 20 طلبہ کو مکمل سکالرشپ پر داخلہ دیا گیا ہے، جس کے لیے واپڈا سالانہ ایک کروڑ 25 لاکھ روپے سے زائد اخراجات برداشت کر رہا ہے۔ علاوہ ازیں 2 ارب 34 کروڑ روپے کی لاگت سے چلاس کیڈٹ کالج کا قیام عمل میں لایا جا چکا ہے۔ لینڈ ایکوزیشن اینڈ ری سیٹلمنٹ کے تیسرے ری وائزڈ پی سی ون کے تحت انجینئرنگ، میڈیکل اور سماجی علوم میں اعلیٰ تعلیم کے لیے دیامر کے طلبہ کے لیے 350 ملین روپے مختص کیے گئے ہیں۔
مزید برآں، واپڈا نے داریل اور تانگیر کے پانچ سکولوں کی مرمت اور سہولیات کی بہتری کے لیے 2 کروڑ 95 لاکھ روپے جبکہ ریڈ (Read) فاؤنڈیشن کے 75 کمیونٹی سکولوں کو فعال رکھنے کے لیے 9 کروڑ 42 لاکھ روپے کی بھی منظوری دی ہے۔

یہ امر قابلِ ذکر ہے کہ پراجیکٹ ایریا کی علاقائی ترقی اور انفراسٹرکچر کی بہتری کے لیے 78 ارب 50 کروڑ روپے پر مشتمل ایک جامع پروگرام جاری ہے۔ چلاس واٹر سپلائی سکیم پر کام کا آغاز اور چلاس سیوریج سسٹم ڈیزائننگ اور شتیال رولر ہیلتھ سینٹر منصوبہ ٹینڈرنگ کے مراحل میں ہیں۔ اسی طرح لینڈ ایکوزیشن اینڈ ری سیٹلمنٹ کے تیسرے ری وائزڈ پی سی ون میں علاقے کی مجموعی معاشی اور سماجی ترقی کے لیے خطیر فنڈز مختص کیے گئے ہیں۔

ترجمان نے واضح کیا ہے کہ واپڈا 2025 کے معاہدے پر مکمل عملدرآمد پر کاربند ہے اور اس مقصد کے حصول کے لیے تمام وسائل بروئے کار لائے جا رہے ہیں۔ ترجمان نے مزید واضح کیا ہے کہ اس نوعیت کے بڑے منصوبوں میں منظوری کے مراحل میں وقت درکار ہوتا ہے، لہٰذا عوام سے اپیل ہے کہ وہ پراجیکٹ کی تعمیراتی سرگرمیوں اور پراجیکٹ ایریا کے ترقیاتی منصوبوں میں بھرپور تعاون کریں اور اس ضمن میں کسی قسم کی رکاوٹ پیدا نہ کریں، کیونکہ اس عمل سے نہ صرف قومی نوعیت کا حامل دیامر بھاشا ڈیم پراجیکٹ تاخیر کا شکار ہوسکتا ہے بلکہ قومی خزانے پر بھی بوجھ پڑ سکتا ہے۔
